About this file

This is Amendment 1 to a USDA Forest Service Construction Solicitation for the Juniper Springs Boardwalk project (Solicitation No. 12445226Q0008). The amendment extends the quote submittal deadline from August 10, 2026 to August 17, 2026 at 2:00 PM ET, uploads the Geotechnical Engineering Report and Statement of Work, and provides answers to 40 industry questions submitted by the July 2, 2026 deadline.

The solicitation addresses a boardwalk reconstruction project at Juniper Springs with an estimated magnitude between $5,000,000 and $10,000,000. Key requirements include: no seeding required for disturbed areas (pine straw mulch coverage specified instead); contractor compliance with FAR 52.236-9 regarding vegetation and land disturbance protections; acceptance of approved equal products in lieu of specified vendors (Diamond pier foundations, weathering steel, and cumaru wood cannot be substituted); a 10-foot-wide total disturbed work area centered on the existing boardwalk; a 20% bid bond or $3 million (whichever is lower); FAR 52.246-21 one-year warranty from final acceptance; separation of superintendent, quality control manager, and safety manager roles; predominantly shop welding with limited onsite welding permitted for columns; no Sonotube alternative for specified auger cast piles; prime contractor licensure requirements in Florida without reliance on subcontractor credentials; and GANTT schedules on 8.5" x 11" pages within the 8-page technical proposal limit. Past Performance Questionnaires completed within three months of the submission date may be submitted in lieu of new ones. Environmental permitting requirements are managed through the St. Johns River Water Management District Environmental Resource Permit.

Except as provided herein, all terms and conditions of the document referenced in Item 9 A or 10A, as heretofore changed, remains unchanged and in full force and effect .

07/24/2026

1. Vegetation - Is seeding required by the contractor on the impacted areas / staging areas?

• No seeding is called out on plans or specifications. See Section 01 5713

Temporary Erosion and Sediment Control 2.03 D. All Other Disturbed Areas:

Cover with pine straw: 3 to 4 inches of coverage. Pine Straw can be further defined as:

o Native mulch: Implies a blend of organic materials sourced locally.

o Mixed organic mulch: Covers a combination of wood, needles, and leaves.

o Woodland mulch: Suggests a natural forest-floor mix of needles and bark.

2. Minimizing impacts. Are there any limitations about disturbing vegetation and land? Are there any limitations on bringing in soil from off site?

• Contractors should familiarize themselves with Far 52.236-9, Protection of

Existing Vegetation, Structures, Equipment, Utilities, and Improvements.

Also, see SECTION 31 1000 SITE CLEARING. Limits of disturbance and soil depth of disturbance are controlled. Any off-site fill must be approved prior to being brought on site. SECTION 31 2323 FILL 1.04 SUBMITTALS.

3. Piers - Was the vendor onsite selected or his product specified in the specs?

• No, the vendor onsite was not selected for this project. See SECTION 10 7100 PIN FOUNDATIONS for requirements. “2.01 A” mentions Diamond pier foundations (Basis of Design). This vendor’s product is not mandatory, and Contactors may submit an approved equal product.

4. Can helical piers be used in lieu of the pin and pile foundation? The helicals can be driven to grade and the boardwalk would be built the same way or they could be used as the piers.

• See SECTION 10 7100 PIN FOUNDATIONS for requirements. “2.01 A” states

Diamond pier foundations as a Basis of Design. The Contactor may submit an approved equal following the process noted as per the Specifications.

5. Reclamation - Is there any desire of the USDA Forest Service to reclaim / reuse the wood being removed?

• No, there are no materials to be reused.

6. Specified elevation - Are there any areas of the boardwalk that must be at a specific elevation, unrelated to distance above ground? USGS markers

• No, all boardwalk elevations are related to the finish ground elevation to not block natural water flows.

7. Water - Any areas where water would rise during specific times of the year, ie schedule restrictions. Another guy had a question about turbitiy

• The Government is not aware of any seasonal water variations. Bidders should evaluate and consider typical local weather patterns historically prevalent for this local.

8. Confirmation requested - A comment was made that the bridge where the boil occurred is out of scope. Can you confirm?

• Please see L-0.30 DEMOLITION PLAN – JUNIPER, page note “Fern Hammock bridge abutments to remain, bridge to be demolished, and not rebuilt. Minimal disturbance in highly sensitive area.”

9. What is the likelihood of needing a local archeologist on site during construction?

• A Forest Archeologist shall be present periodically as requested by the COR.

The Forest Archeologist shall advise the COR on any matters concerning the Construction. Contractor is not responsible for hiring an Archeologist Consultant.

10. What is needed to avoid any wildlife for this project (I believe nesting birds was mentioned)?

• Wildlife shall not be a factor concerning this project other than normal interactions.

11. Will the recreation area be open during construction. Will we be able to work on Saturdays?

• Main Recreation area will remain open. Boardwalks will remain closed to the public. Work on Saturdays can be requested as per the process per the Specifications.

12. There was a question about closing down the recreation area for construction, specifically when construction would directly interfere with public use.

• The Construction should not impede the public use of the facilities since the existing Boardwalk Area has been closed to the public by the Forest for a protracted period due to the continual degradation of the existing structure.

13. Does this project require an NPDES since the disturbed area is under an acre?

• The Environmental Resource Permit (ERP) administered by the St. John’s River

Water Management District (SJRWMD) and secured by the Landscape Architect, meets the requirements for this project.

14. Are any state/local permits required for this project?

15. Specification Section 01 5713 Temporary Erosion and Sediment Control, 1.04.A.

and 1.05.B.2- Who are the “authorities having jurisdiction”? Will the contractor be required to contact FDEP for E&SC permitting in accordance with Florida’s Environmental Resource Permit (ERP) rules?

• The Environmental Resource Permit (ERP) administered by the St. John’s River

16. Will a SWPPP be required for this project?

17. Plan page L0.00 under the “Sheet list table” lists sheet number L0.11 Estimated Quantities”. It seems to be missing. Please provide.

• Contractors are responsible for their own takeoffs. The reference to the

Estimated Quantities Table is in error. Quantities are not a part of this package except as noted on the Schedule of Items.

18. Can FRP bridges with FRP decking be using in lieu of metal bridges? The FRP will outlast the metal in the Florida environment.

• No, weathering steel was selected to match the aesthetic of the boardwalk.

19. Can PVC decking be used in lieu of cumaru wood? The cumaru will be a target for vandals and thieves.

• No, weathering steel was selected to match the aesthetic of the boardwalk.

20. Is a geotechnical report available?

• Yes, see C04_ Attachment 10- Juniper Exploration Report of Geotechnical Engineering which is uploaded via Amendment 1.

21. Will a triple hat supervisor (Superintendent, QC, SSHO) suffice for this project?

• Per the Quality Control Program Checklist, the Superintendent, QC manager, and Safety Manager should not fall under one person. The Quality Control Manager reports to the hierarchy in the Company to establish a separation of duties on projects of this scope.

22. Can one person triple hat as Superintendent, QC Manager and Safety Manager?

• Per the Quality Control Program Checklist, the Superintendent, QC manager, and Safety Manager should not fall under one person. The Quality Control Manager reports to the hierarchy in the Company to establish a separation of duties on projects of this scope.

23. Drawing: L-0.20, L-3.00, L3-.05, Detail: Note #4, N/A, 4- Will the contractor be able to have our welder set up in the staging noted on sheet L-020?

• Yes, Contractor to coordinate exact area for staging/ welding prior to set up.

24. Note # 4 on sheet L-3.00 indicates “no field welding is permitted on floor beams, stringers, or fascia beams”. Does this also apply to Columns on sheet L-3.05?

• The majority of the work is shop welding yet isolated minor work including the columns is acceptable and considered necessary to complete the project .

25. Would having a welder in the staging area be considered field welding?

• The majority of the work is shop welding yet isolated work including the columns is acceptable and considered necessary to complete the project so minor welding is acceptable onsite.

26. Allowing the contractor to have a welder in the staging area will expedite the process as modifications will be necessary throughout the project. Since columns will all be different heights due to ground conditions it would expedite the process having somebody on site.

• The majority of the work is shop welding yet isolated minor work including the columns is acceptable and considered necessary to complete the project .

27. Drawing: S-1.02, Detail: Section A-A on Sheet-1.02 specifies “24” Diameter Auger Cast Pile”. Is Sonotube an acceptable alternative for this application?

• No, Sonotube is not an acceptable alternative for this application

28. We request confirmation on whether Sonotube is an acceptable substitute for the specified auger cast pile system or if the intent is to maintain a drilled/ auger cast installation method as detailed.

• No, Sonotube is not an acceptable alternative for this application

29. Drawing: Sheet L-2.16 Detail 1 segment 13 specifies diamond pier foundations near water. We are not confident in this system in a potentially submerged environment.

• The Boardwalk was designed by a licensed Engineer with the location in mind and the use of the pile foundation is superior both in use and installation for this project.

30. Should the contractor provide an alternative for diamond pin foundations in or near water?

• The Boardwalk was designed by a licensed Engineer with the location in mind and the use of the pile foundation is superior both in use and installation for this project.

31. What is the allotted space on either side of boardwalk that the contractor is able to work in?

• 10’ wide total disturbed area, centered on the existing boardwalk and running the full length of the boardwalk.

32. We would like clarification as to how much space on either side of the boardwalk we have to work in. The solicitation documents indicate minimal disturbance. We want to ensure there is enough room to get all necessary machinery in and out of work site while still maintaining compliance.

• 10’ wide total disturbed area, centered on the existing boardwalk and running the full length of the boardwalk.

34. Specification Section 01 4000 Quality Requirements, 2.02 Mock-Ups, Section 06 2000 Finish Carpentry, 1.04 Mock-ups- Are any mock-ups required for this project that are separate from the installed work, or can each new installed detail be reviewed as a “Mock-Up”?

• A limited installed detail section can be considered a “Mock-Up”!

33. Is any specific material warranty required?

• FAR 52.246-21 (Warranty of Construction), which measures the one-year warranty period from the date of final acceptance or government possession, not substantial completion.

34. Please confirm the bid bond is 20% or $3M.

• Yes, the bid bond must be 20% of the proposed quote or $3M, whichever is lower. The Terms and Conditions have been revised to provide this information.

This information will be reflected in Amendment 1.

35. Is there a magnitude estimate for the 12445226Q0008 Juniper Springs Boardwalk solicitation? I do not see it listed on the SAM.gov documents.

• The statement of magnitude for this construction project is between

$5,000,000 and $10,000,000. This information will be depicted in the description section of the sam.gov posting.

36. Please provide the dollar range for this project.

• The statement of magnitude for this construction project is between

$5,000,000 and $10,000,000. This information will be depicted in the description section of the sam.gov posting.

37. General Instructions, Volume 3 Technical Approach. Please confirm the required GANTT schedule is not included in the 8-page limit.

• Yes, the Gantt Schedule is included in the 8-page limit.

38. Will using an 11x17 page size be acceptable for the GANTT chart to ensure readability?

• No, the Gantt Schedule must be on an 8 ½ X11 page size.

39. Can previously completed Past Performance Questionnaires (PPQs) be submitted in lieu of obtaining new PPQs?

• If the previously completed Past Performance Questionnaire has been completed within the past 3 months of this solicitation’s submittal date, the contractor may submit the PPQ in lieu of obtaining a new PPQ. The Terms and Conditions will be revised to provide this information. This information will be reflected in Amendment 1.

40. Can an offeror submit their subcontractor's licensure/registration in the State of Florida if offeror does not hold it?

• No, an offeror generally cannot rely on a subcontractor's state license to satisfy a solicitation requirement for the prime contractor to hold that license, unless the specific federal solicitation explicitly allows "teaming" or "joint ventures" to pool licensing credentials. Under the Federal Acquisition Regulation (FAR) and federal procurement case law, prime contractors must meet the independent legal and licensing prerequisites required to perform the work in the project's state unless an exemption applies.
