About this file

This is a Statement of Work (SOW) for a construction project issued by the US Department of Agriculture (USDA) for the Juniper Springs Boardwalk Replacement project in Silver Springs, Florida. The project involves demolition of existing and construction of new boardwalks at Juniper Springs Recreation Area, located at 26701 FL-40, Silver Springs, FL 34488 in Columbia County. The scope includes approximately 3,400 linear feet of boardwalk replacement following the existing footprint with minor realignments, demolition of an existing pedestrian bridge at Fern Hammock Springs, and construction of a new similar bridge approximately 24 linear feet in length.

The construction shall utilize pin foundation technology (Diamond Pier DP-100E 4B Twist Top or approved equal) supporting a combination of steel and tropical hardwood structure, with bridge abutments designed on concrete auger pile foundations. Materials specifications include weathering steel, stainless hardware with blackened stainless visible hardware, Cumaru wood decking, and cast-in-place concrete. The estimated performance period is one year, with the contract period requiring 365 days of weekly written progress reports due every Friday by 3:00 PM Eastern Daylight Time. Key deliverables include a Proposed Project Plan due within five business days of Notice to Proceed, weekly status reports, submittals and shop drawings, mock-ups of boardwalk modules with railings, erosion and sediment control plans, and field engineering survey staking. The contractor must maintain a designated on-site representative during all workdays and site deliveries and provide key personnel information including Project Manager, Superintendent, and Quality Control Manager with experience on similar projects. The existing boardwalk and trail will remain closed to the public during construction, and the contractor must coordinate with the concessionaire-managed site to minimize conflicts with public use in adjacent park areas.

1.0 GENERAL

1.1 Project Background

The Juniper Springs Boardwalks make up a portion of the interpretive trails at Juniper Springs Recreation Area being essential for taking visitors on a journey through nature and time. In 2019, the concessionaire reported that almost 230,000 people visited both Juniper & Alexander Springs with a revenue of about $1.787 million. Additional information about the campgrounds may be found at:

1.2 Description of the Work

This project will involve the demolition of existing and construction of new boardwalks at the Juniper Springs Recreation Area. The proposed boardwalks shall follow the existing footprint of the old boardwalk with minor realignments as drawn in the project plans. The project will demolish an existing pedestrian bridge at Fern Hammock Springs and construct a new similar bridge in the vicinity.

The general scale of the boardwalk replacement is approximately 3,400 linear feet;

the pedestrian bridge is approximately 24 linear feet. Precise measurements and scope are detailed in the project plans and specifications. The project utilizes pin foundation technology to support the boardwalk, with a combination of steel and tropical hardwood structure. Bridge abutments are designed on a concrete augur pile foundation.

Project goals are to re-open the defunct and closed boardwalk trail; minimize maintenance costs of the new structure; eliminate significant deferred maintenance accrual associated with the existing structures; and improve infrastructure sustainability and support for recreation access while protecting the environmentally sensitive natural spring areas.

Note: The Contractor shall perform the Work in strict accordance with the Drawings and Specifications listed in Attachments. The SOW intentionally summarizes requirements and defers all technical, quality, submittal, mockup, sequencing, and tolerances to the Drawings and Specifications. If a conflict is found, Drawings and Specifications govern unless otherwise directed by the Contracting Officer.

1.3 Timeline

Preferred Performance Period is based on the milestones as listed below. The estimated production period for this project is one (1) year. Certain products used in the Construction process have time constraints such as the Cumaru Wood decking which is produced during the fall & winter months of the year (due to a heavy rainy season the remainder of the year).
