About this opportunity
United States Special Operations Command is soliciting proposals for Joint Terminal Attack Controller (JTAC) Instructor/Evaluator and Joint Interface Control Officer (JICO) support to Marine Forces Special Operations Command (MARFORSOC), with proposals due July 13, 2026, at 12:00 PM EST. This is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside, though Amendment 0002 redesignated it as a Women-Owned Small Business (WOSB) 100% set-aside; the source contains both designations and the most recent amendment governs. The Government intends to award a single Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract with Firm-Fixed-Price task orders, conducted under FAR Parts 12 and 13.5.
Place of performance is Sneads Ferry, North Carolina, with the SOTACC Instructor position located at Hurlburt Field, Florida. The base performance period runs September 1, 2026, through August 31, 2027, with four one-year option periods and one six-month extension option under FAR 52.217-8. Contract work encompasses JTAC program facilitation, Multi-Tactical Data Link Network operations, Joint Domain Network coordination, SOF JTAC support, joint fires support, strike cell operations, and operational air/fires support.
Required positions include one Joint Interface Control Officer SME, one G-3 Air/Fires JTAC-Evaluator Task Lead, three Multi-Regional Brief JTAC-Instructor/Evaluator SMEs, one Firepower Control Platoon JTAC-Instructor/Evaluator SME, and one SOTACC Instructor. All proposed personnel must hold JTAC-Instructor/Evaluator certifications held or exceeded within the last 48 months as uniformed members, active duty, GS civilians, or contractors; the G-3 Task Lead additionally requires JTAC evaluator certification. Range Safety Officer qualifications are required post-award. Mandatory compliance includes CMMC Level 2 (Self) certification prior to award and a Secret facility clearance.
Established unburdened rate floors are JICO $65 per hour, JTAC Instructor $55 per hour, SOTACC Instructor $55 per hour, and MRB/FCP JTAC-I/E SMEs $50 per hour. Labor is priced at 1,920 hours per full-time equivalent annually. Annual travel is capped at $105,000; equipment and training aids at $25,000. The estimated total contract value across all periods is approximately $15 million, with the pricing template showing $737,500 in base-year and option-period line-item totals. Four positions are fully funded; remaining positions are subject to fund availability.
All proposals must include cross-reference matrices mapping personnel qualifications to resumes, DD254 management plans, valid facility clearance proof, and total compensation plans for professional services personnel. Proposals are due in four volumes: Volume I Qualifying Criteria (Pass/Fail), Volume II Technical Factor (25-page maximum, excluding resumes), Volume III Past Performance (5-page maximum), and Volume IV Pricing (unlimited pages). Non-cost factors are significantly more important than price. Questions deadline is June 26, 2026. Offerors must be registered in SAM.gov under NAICS code 611430 (Professional and Management Development Training) and maintain active System for Award Management registration and minimum Level 2 CMMC certification. Proposed prices must remain firm for 180 days from solicitation closing.
