About this file

This is a Solicitation/Contract Form (Standard Form 1449) for a competitive, best-value indefinite-delivery/indefinite-quantity (IDIQ) contract for training support services and related expenses in support of the Marine Forces Special Operations Command (MARFORSOC) G-3 Air/Fires requirements, specifically to provide full-time qualified Subject Matter Experts (SMEs) to facilitate the JTAC Program and MTN requirements.

The contract is designated for Women-Owned Small Businesses (WOSB), with a 100% set-aside. The solicitation number is H9225726RE005, issued June 12, 2026, with a proposal submission deadline of July 13, 2026, at 12:00 PM EST. The base performance period runs from September 1, 2026, through August 30, 2027, with four one-year option periods and one six-month extension option under FAR 52.217-8. The contract includes three primary contract line items (CLINs): Training Support Services (estimated $1.5 million), Travel (not-to-exceed $105,000), and Equipment & Training Aids (not-to-exceed $25,000), plus corresponding option period CLINs with consistent dollar values. All pricing follows a firm-fixed-price arrangement. The estimated total contract value, inclusive of all options and the extension, is approximately $15 million. Proposals must address technical capability, past performance, and pricing using a four-volume submission format with evaluation factors emphasizing non-cost elements (technical and past performance) as significantly more important than price. The contracting officer is Spenser Gagnon at MARFORSOC, located at Camp Lejeune, North Carolina, and both proposals and inquiries must be submitted via email. The government may use artificial intelligence tools to support proposal evaluation, but final award decisions remain exclusively with Government personnel. Compliance with CMMC Level 2 and DD254 facility clearance requirements is mandatory.
