About this file

This is an Organizational Conflict of Interest (OCI) Disclosure Form required for submission in response to the Joint Terminal Attack Controller (JTAC) solicitation H9225726RE005 issued by United States Special Operations Command (USSOCOM) for Marine Forces Special Operations Command (MARFORSOC). The form serves as a template for contractors to identify and disclose any existing USSOCOM contracts or subcontracts currently being performed that may create actual or potential conflicts of interest with the proposed work.

Contractors must complete one form for each relevant existing contract or subcontract, providing details including the contractor/subcontractor name, contract title, contracting agency, contract number, task order number if applicable, and prime contractor name if performing as a subcontractor. The disclosure requires contractors to specify their role (prime or subcontractor), describe the scope of work in relation to specific OCI categories outlined in FAR 9.505 (such as providing systems engineering and technical direction, preparing specifications, technical evaluation of offers, accessing proprietary information, or providing products/hardware/software), and explicitly identify any actual or potential conflicts of interest between the existing contract work and the MARFORSOC or SOCOM work being proposed. The underlying solicitation is for JTAC-Instructor/Evaluator and Joint Interface Control Officer support to facilitate MARFORSOC's JTAC program and Multi-Tactical Data Link Network operations, with award expected as a Single Award Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract with Firm-Fixed-Price task orders. The proposal submission deadline is July 13, 2026, at 12:00 PM EST, with questions due by June 26, 2026.
