About this file

This is a Questions and Answers (Q&A) document issued to clarify an RFP for a professional services contract. The document addresses 32 questions spanning solicitation requirements, personnel qualifications, pricing, and Statement of Work (SOW) specifications.

The contract is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside requiring CMMC Level 2 (Self) compliance prior to award and a Secret facility clearance. All positions identified in the SOW are designated as Key Personnel; resumes and letters of commitment/intent are excluded from technical page counts. The period of performance runs September 1 through August 31 annually, with labor CLINs priced at 1,920 hours per Full-Time Equivalent per period. Annual travel is capped at $105,000, and equipment/training aids at $25,000. Equipment including modern high-cut ballistic helmets, dual communications-capable headsets, and dual communications-capable PTTs are contractor-acquired and contractor-owned property. Personnel qualifications include JTAC-I/E certifications (held or exceeded within the last 48 months as uniformed members, active duty, GS civilians, or contractors), Range Safety Officer qualifications (completable post-award), and for the G-3/Task Lead position, JTAC evaluator certification. The SOW describes training and advisory services related to Joint Terminal Attack Controllers and Special Operations Terminal Attack Controllers, with the SOTACC Instructor position located at Hurlburt Field, Florida. Government-caused performance delays, equipment issues, and weather cancellations are excluded from negative contractor performance assessments. The Pricing Template provides supporting tabs for subcontractor buildup, escalation, and indirect rates without altering baseline CLINs or hours.

To ensure these events are properly documented, please notify the Contracting Officer (CO) in writing immediately upon encountering any such Government-caused delay.

21 SOW Pg 1, Sec 2.3

Q: SOW Section 2.3 defines a Full Time Equivalent as 2,080 hours per year.

However, the Government-provided Pricing Template structures labor pricing at 1,920 hours per FTE per period of performance. Which figure governs for proposal pricing purposes, and will the Pricing Template be updated to reflect the SOW definition if 2,080 hours is the correct basis?

A: 1,920 is the correct basis, the SOW has been updated.

22 SOW Pg 7, Sec

Q: Table 4.1 requires that the JTAC-I/E qualification “must have occurred within the last 48 months” and specifies it must have been “held or exceeded as a uniformed member.” Does a JTAC-I/E qualification obtained or currency maintained while serving as a government contractor (rather than as a uniformed service member) satisfy this requirement? If not, does the 48-month recency window apply to the last uniformed qualification event, or to any qualifying evaluation regardless of the individual’s employment status at the time?

4.0, Table

A: Yes, JTAC-I/E qualifications maintained or obtained as a government contractor (or GS civilian) satisfy this requirement and the 48-month recency window applies to the candidate's most recent qualifying evaluation (whether active duty, GS, or contractor), provided the candidate originally held an initial JTAC qualification as a uniformed service member at some point in their career.

4.1

23 SOW Pg 8, Sec

Q: Section 8.1 states that the G-3 Air/Fires JTAC-I/E SME “must be able to have TS/SCI within 12 months.” Does compliance with this requirement mean the proposed individual must have an active TS/SCI investigation already in progress at the time of proposal submission or contract award, or does it mean the individual must simply demonstrate eligibility (e.g., no disqualifying factors) and initiate the investigation upon award? Will the Government accept a SECRET-cleared individual with a submitted TS/SCI investigation package as compliant on Day 1?

8.0, Para 8.1

A: The minimum requirement for compliance is that the proposed individual must be eligible to obtain and maintain a TS/SCI clearance within 12 months of hire, meaning they do not need an active investigation in progress at proposal submission or award, and a Secret-cleared individual with a submitted TS/SCI package is acceptable on Day 1 provided they have no anticipated disqualifying factors.

24 Section L / Pricing Template Section L, Price; Pricing Template

Q: Please confirm whether offerors may add supporting tabs or additional detail rows to the pricing workbook for subcontractor buildup, escalation, indirect rates, and BOE support, provided the Government-provided baseline CLINs, labor categories, and hours are not altered.

A: Yes, that is acceptable.

25 Attachment 2 – Pricing Template Travel Plug row

Q: The Travel “Gov’t Plug” is labeled “$105K inclusive of G&A,” but the template formula applies G&A on top of the $105,000 ( =($D*$E)+$D ), which would exceed the $105,000 Not-to-Exceed CLIN ceiling. Please confirm offerors should adjust the formula so the burdened Travel total does not exceed the $105,000 NTE.

A: Correct, offerors should adjust the formula so the total travel does not exceed $105K. The pricing template has been updated.

26 Attachment 2 (Pricing) vs SF1449 Schedule Travel CLIN / CLIN 5002

Q: For the FAR 52.217-8 six-month extension, the Pricing Template lists a Travel value of $75,000, while SF1449 CLIN 5002 lists $52,500 (50% of the $105,000 annual Travel CLIN). Please confirm which figure governs the Total Evaluated Price.

A: $52,500 is the correct amount. The Pricing Template has been updated.

27 SOW / Section L / Pricing Template

A: $52,500 is the correct amount. The Pricing Template has been updated.

30 Pricing Template Column O10 Q: 6-month extension: It doesn’t look like the plug number for travel is half. Will the Government clarify and reissue the Pricing Template accordingly?

A: $52,500 is the correct amount. The Pricing Template has been updated.

31 Draft DD254 Pg 2, Sec 2.1 Q: The DD254 currently references secret, not TS in block 1a. Please confirm this contract requires a Top Secret clearance at time of proposal submission?

A: The Level of Facility Clearance required for this effort is Secret. The company iself does not need the capability to store or process TS/SCI material at its own location. All work will be performed on-site at government locations.

32 SOW/Solicitation SOW Pg 10, Q: SOW Section 9 states that travel shall not exceed an annual maximum of $130,000. CLIN 0002 of the Solicitation caps cumulative travel billings at $105,000 per period of performance. Which figure governs the annual travel ceiling? If $105,000 governs, will the SOW be amended to reflect the correct NTE amount?

Sec 9 / Solicitation Pg 3, CLIN A: $105K is the correct amount, the SOW has been updated.
