About this opportunity

The U.S. Army Corps of Engineers Portland District solicited bids for the John Day Fish Pump Rehabilitation at John Day Dam, Oregon, with proposals due May 20, 2026; the procurement was cancelled on June 16 after bid opening because all otherwise acceptable offers exceeded reasonable pricing thresholds under FAR 14.305(b)(6).

This was a Total Small Business Set-Aside, firm-fixed-price (FFP) sealed-bid contract. Place of performance is Rufus, Oregon. The NAICS code is 237990 (Other Heavy and Civil Engineering Construction); PSC code is Z2KA (Repair or Alteration of Dams); small business size standard is $45 million.

The scope encompasses removal, refurbishment, and replacement of major components for Fish Pump Units 1, 2, and 3, including damaged pump shafts, bearings, bearing brackets, and approximately 1,000 horsepower class right-angle drive gearboxes. Unit 2 work is mandatory (CLINs 0001–0006); Units 1 and 3 are optional (CLINs 0007–0018). Work includes field disassembly, off-site shop repair and precision machining, fabrication of replacement parts (including new C95400 aluminum bronze bearing housings and AISI 1118 key stock), installation of greaseless bearing liners, and final reinstallation and alignment to manufacturer specifications. All welds require nondestructive testing on a minimum 50 percent sample per AWS standards. The contractor must furnish performance and payment bonds at 20 percent of bid price or $3 million, whichever is less, with liquidated damages of $1,524.00 per day of delay.

Contract performance runs 965 calendar days from Notice to Proceed. Unit 2 outage window is November 1, 2026 through November 30, 2027; Unit 1 (optional) December 1, 2027 through November 30, 2028; Unit 3 (optional) December 1, 2028 through January 15, 2030. The government estimate was $1.9 million for mandatory CLINs and $3.655 million for optional CLINs. A mandatory site visit occurred April 27, 2026. Amendments 0001–0004 extended the deadline from May 8 to May 13 to May 20, and clarified bidder inquiries (closed May 6). Three bids were received: RMS Pump, Inc. ($5.555 million mandatory); Northbank Civil and Marine, LLC ($14.968 million); and Reagent World, Inc. ($13.492 million mandatory, $3.599 million optional). All bids exceeded the government estimate significantly, prompting the cancellation.
