About this opportunity
The Federal Aviation Administration Southwestern Region seeks janitorial services at two Martha's Vineyard Airport facilities in West Tisbury, Massachusetts, with proposals due October 22 at 3:00 PM ET and questions due October 9. The procurement is a small business set-aside under NAICS 561720 (Janitorial Services), with a $22 million size standard.
Place of performance includes the FAA Tower at 71 Airport Road and the Administration Building at 23 North Line Avenue, both in West Tisbury, MA. The contract is Firm Fixed Price covering a nine-month base period from January 1, 2027 through September 30, 2027, plus four option years extending through September 30, 2031. All cleaning services must occur daily, seven days per week, including federal holidays, with operational area service windows between 7:00 AM and 5:00 PM. The contractor furnishes all cleaning supplies, equipment, and consumables; the government furnishes facilities, utilities, waste receptacles, and dumpsters.
Labor is subject to Department of Labor Service Contract Labor Standards Wage Determination No. 2015-4075, Revision 35, applicable to Dukes and Nantucket counties in Massachusetts. Security clearances through the FAA Office of Personnel Security and MVY Airport badges are mandatory before work commencement. At least 50 percent of personnel costs must be expended on prime contractor or similarly situated entity employees (AMS Clause 3.6.1-7). Contractors must develop a Continuity of Performance Plan within 10 days of award due to mission-critical facility status.
Award will be made to the lowest-priced, technically acceptable offer from the responsible offeror. Past performance evaluation requires at least three Customer Satisfaction Surveys from third-party clients submitted directly to stephanie.pfeiff@faa.gov, with an average rating of "Good" or higher. Offerors must provide three successful comparable contracts completed within the past five years; subcontractor past experience may be submitted only if it directly correlates to assigned technical tasks and includes a signed Letter of Commitment/Teaming Agreement. Site visit RSVP is due October 3 at 3:00 PM ET; site visit occurs October 6 at 8:30 AM ET (mandatory). All offerors must be registered in SAM.gov by proposal deadline. Amendment 0003, effective October 14, updated the frequency chart to correct floor care frequencies for the ADM Building, add an ADM building layout, remove service requirements for garage and storage areas, and eliminate sidewalk and grounds cleaning from both locations.
