About this file
This file is Amendment 0003 to a federal janitorial services solicitation and accompanying Questions and Answers documentation.
The solicitation (697DCK-27-R-00001) is issued by the Federal Aviation Administration's Regional Acquisitions office in Fort Worth, Texas, and covers janitorial and custodial services at two Martha's Vineyard facilities: the FAA Tower at 71 Airport Road and the Administration Building at 23 North Line Avenue. Amendment 0003, effective August 25, 2026, corrects and clarifies the Statement of Work and service frequencies by: answering vendor-submitted questions; correcting an omission in the ADM Building frequency chart for single-occupancy office space floor care; adding an ADM Building layout drawing; removing frequencies for garage and storage areas (no janitorial service required); and removing sidewalk/grounds frequencies from both locations. The contract period runs from January 1, 2027 through September 30, 2027 (9-month base period) with four 12-month option years. All cleaning supplies, equipment, and consumables must be contractor-furnished except for government-provided utilities and waste receptacles. Services are required daily, 7 days per week, including federal holidays, with operational area service windows between 7:00 AM and 5:00 PM. The contractor must maintain Safety Data Sheets on-site, provide on-site storage space for supplies, and develop a Continuity of Performance Plan due within 10 days of award due to mission-critical facility status. Labor is subject to Department of Labor Service Contract Labor Standards (Wage Determination No. 2015-4075, Rev 35), requiring minimum monetary wages and fringe benefits. Security clearances through the Vendor Applicant Portal and MVY Airport badges are mandatory before work commencement; no escort work is permitted. AMS Clause 3.6.1-7 requires that at least 50 percent of personnel costs be expended on prime contractor or similarly situated entity employees. The solicitation incorporates standard AMS clauses and permits subcontractor experience that directly correlates to assigned tasks. Comparable commercial janitorial experience from non-federal facilities may satisfy Customer Satisfaction Survey requirements if similar in scope and complexity. Contract pricing must include all periodic tasks (carpet extraction, floor stripping/waxing, window cleaning) at frequencies specified in Attachment J-5, with quarterly tasks occurring three times during the base period, annual tasks once, and semi-annual tasks twice.

All cells changed in the frequency chart have been highlighted in yellow.
No clauses have been changed. No terms and conditions other than those listed above have been changed via this amendment.
FAA Janitorial Services 697DCK-27-R-00001 | Q&A Amendment 0003
FAA Janitorial Services Procurement Solicitation No. 697DCK-27-R-00001 — Q&A
Please note that “J-5 MVY Frequency Chart” has been updated as of this amendment. Ensure that you are referring to the attachment titled “J-5 MVY Frequency Chart UPDATED with Amendment 0003”.
Government-Furnished Property, Supplies, Equipment & On-Site Storage
Are all cleaning supplies, paper products, and equipment furnished by contractors?
Answer: Yes, all cleaning supplies and equipment must be furnished by the contractor, except for specific items explicitly noted as Government-furnished (such as electrical power, water, sewer, waste/recycle receptacles and dumpsters). The contractor must also maintain Safety Data Sheets (SDS) on-site for all chemicals used.
Is there on-site storage available at each location for cleaning supplies and equipment?
Answer: Yes, on-site storage space will be provided for contractor use.
Please confirm dispenser sizes, compatible products, and any available usage information.
Answer: Specific dispenser dimensions and usage statistics are not provided. However, SOW Section 5.2.3 requires the contractor to supply paper towels, 2-ply minimum toilet paper, hand soap, hand sanitizer, and deodorants/air fresheners that fit existing installed dispensers or provide push/pump bottles if dispensers are non-operational.
Are separate supplies and equipment required at both locations?
Answer: Use of on-site storage is not mandated by the contract. The contractor must furnish equipment and supplies sufficient to perform services at both locations. Some consumable supplies, such as paper towels and toilet paper, must be replenished as required by the SOW.
Scope of Work, Cleanable Areas & Facility Square Footage
SOW paragraph 3.2.1, Policing Grounds, covers "sidewalks (indicated with letter X on attached diagram)", and J-5 lists "Sidewalks/Grounds" at both buildings, but no diagram is among the posted attachments. Is there a diagram, or can you describe the exterior areas to be policed at each building (for example, the entry walks and the parking area at each building)?
Answer: There are no applicable sidewalks/grounds at either location except the dumpster areas.
Were all required cleaning areas shown during the walkthrough? If not, which additional rooms, restrooms, common areas, stairways, or other spaces are included at each building?
Answer: No. The complete contract scope is governed by Attachment J-5 (MVY Frequency Chart), which lists all required spaces across both facilities (71 Airport Rd and 23 North Line Ave) regardless of whether they were visited during the site walkthrough. During performance, facility access and security protocols for unvisited or secure operational areas will be coordinated directly with the COR per SOW 1.3.2.10 and 1.6.1.
During the site visit, the tower cab could not be viewed. Pictures have been included below:
Could you provide or confirm a complete room-by-room list and the applicable cleanable square footage for each building?
Answer: No additional breakdown of the space is available. Cleanable square footage is included in Attachment J-5. This attachment includes a breakdown of square footage by area types.
Please confirm the work is limited to the FAA Tower at 71 Airport Road and the specified Administration spaces at 23 North Line Avenue (including garage/storage/workshop trash removal), and that the main airport terminal/check-in area is excluded.
Answer: Confirmed. Per Section B (CLINs 00001–00005 as amended in Amendment 0002) and Attachment J-5, janitorial work is restricted to the FAA Tower (71 Airport Rd) and Admin Building (23 North Line Ave). The main airport passenger terminal/check-in area is excluded.
It has been determined that trash removal in the workshop and garage is not required. Please note that this is a change from the Q&A released in Amendment 0002.
Please confirm window/blind counts, floor finishes, and the area requiring stripping, waxing, and buffing. Are there rugs or mats requiring extraction beyond the Tower's listed 360 sq ft of carpeting?
Answer: Area square footages, floor finish types, and task frequencies are detailed in Attachment J-5 (MVY Frequency Chart) across both location tabs. Window and blind counts are not available. There are rugs/mats which will require treatment in accordance with SOW Section 3.6.
Please confirm whether all applicable tower areas and tasks identified in J-5, including the operational areas, offices, breakroom, mechanical/equipment rooms, restrooms, and stairwells, are included in the required scope, or whether the cleaning is limited to the areas identified during the walkthrough?
Answer: All areas and tasks identified in Attachment J-5 are included in the required scope, unless explicitly excluded in the SOW. Scope is not limited to areas seen during the walkthrough.
We request clarification on the administration building at 23 North Line Ave: the solicitation lists 225 sq ft of office, 75 sq ft kitchen, and 75 sq ft restroom (375 sq ft total). Please confirm the total cleanable square footage of the administration building, including corridors, stairwells, and any other areas requiring recurring cleaning.
Answer: A drawing of the ADM area has been included in the updated Frequency Chart provided with Amendment 0003.
Cleaning Frequencies, Task Schedules, Holidays & Severe Weather
The Frequency Chart lists most tasks as D7 (daily, 7 days per week). Please confirm whether service is required on federal holidays.
Answer: Yes, service is required on federal holidays. Per SOW 1.6.2, the contractor’s work schedule remains unchanged on recognized holidays unless otherwise noted or directed by the COR.
If ferry service is suspended because of severe weather or another event beyond the contractor’s control, what notification and missed-service/rescheduling procedure will apply?
Answer: The contractor must immediately notify the Contracting Officer’s Representative (COR) and Contracting Officer (CO) of any delay or inability to perform due to ferry suspensions or severe weather.
Any missed periodic tasks must be formally rescheduled with and approved by the COR as feasible. Please note that this connects to the requirement for a Continuity of Performance Plan under AMS Clause 3.2.1.5- 4 due to mission-critical facility status.
Please confirm whether the scheduled cleaning frequencies shown in J-5 are minimum mandatory frequencies, even when performance standards could be maintained with fewer visits.
Answer: Yes, per SOW 1.1.3, the standards defined and frequencies listed are the minimum standards and frequencies that must be scheduled and maintained.
J-5, Admin row 15 identifies the 225-square-foot office as uncarpeted, but gives vacuum/shampoo frequencies and leaves mop/strip/wax cells blank. Which floor-care tasks and frequencies govern that office?
Answer: The frequency chart has been amended to correct this omission. Offerors should verify that they are referring to the corrected version of Attachment J-5.
Should carpet extraction, floor treatments, and window/window-covering cleaning be included in the monthly fee or priced separately under Section 2 of the pricing sheet? Please confirm the required number of occurrences during the nine-month base period (1/1/27–9/30/27).
Answer: Yes, all periodic tasks (carpet extraction, floor stripping/waxing, window cleaning) must be incorporated into the monthly and annual contract price in Section B for both facilities (See also:
Amendment 0002 Q&A #9). Task occurrence counts during the 9-month Base Period follow the frequencies listed in Attachment J-5. Services which are quarterly will only occur three times during the base period. Annual Services will be required once during the base period. Semi-annual services will be required twice during the base period.
Are the ATCT operational areas serviced 7 days a week, including weekends and holidays, inside the 7:00 AM to 5:00 PM window? Is the tower cab part of those operational areas?
Answer: Yes. The service window is located on the frequency chart. Any changes will require coordination with the COR. This includes the Tower Cab.
Pricing, Section B CLINs & Contract Period of Performance
Please confirm whether the base period price covering January 1 through September 30, 2027 should represent nine months, while each option-year price represents twelve months. Is the Grand Total the sum of the five Annual Price entries?
Answer: Yes, the Base Period covers a 9-month period of performance (January 1, 2027 – September 30, 2027). The Base Period’s “annual” total should reflect only these months. Each of the four Option Years covers a full 12-month period (October 1 – September 30).
The Grand Total in Section B is calculated as the sum of the Base Period Annual Price (9 months) and the four Option Year Annual Prices (12 months each), with monthly and annual pricing encompassing both facility locations.
Staffing, Labor Hours & Key Personnel
Does the FAA possess current or historical staffing levels, average weekly labor hours, incumbent contractor information, or prior contract pricing that may be disclosed for planning purposes?
Answer: Services are currently performed under Contract No. 697DCK-22-C-00058, with a current annual contract value of $15,564. The FAA explicitly noted in Amendment 0002 Q&A #8 that the Statement of Work and task frequencies under this new solicitation differ from the prior contract. Specific contractor staffing levels and weekly labor hours are not available.
Current average daily FAA staffing levels at the ADM Building are approximately 3 people. Current average daily FAA staffing at the ATCT is approximately 3-5 people.
May the Contract Manager identified in the Technical Proposal be an employee of the performing subcontractor?
Answer: Yes. This is not explicitly forbidden by the solicitation. Per SOW Section 1.3.1.1, “The Contract Manager or alternate must have full authority to act for the Contractor on all contract matters relating to daily operation of this contract.”
Because legal privity exists between the FAA and the Prime Contractor, any subcontractor employee designated as Contract Manager must possess explicit, written delegation from the Prime to legally bind and act for the Prime on daily operations.
Please note that in accordance with SOW 2.1.12, “The prime Contractor must ensure their subcontractors comply with the provisions of this Contract.” Assigning a subcontractor to ensure this compliance could create a conflict of interest. The Prime Contractor retains contractual accountability to the FAA for all performance, reporting, and quality control oversight.
Please confirm whether resumes are required for the Key Personnel identified in the proposal.
Answer: No. Section L (SA18) mandates a Technical Proposal demonstrating how services will be completed and demonstrating Key Personnel managing the contract. It does not require that this be done via the inclusion of resumes.
Amendment 0002, Q8 notes that the SOW and task frequencies differ significantly from the current contract. To support accurate pricing, can the FAA provide the estimated annual labor hours, or the staffing level it anticipates, for the new requirement?
Answer: No. The vendor is responsible for determining these estimates. Offerors must derive labor hours based on the SOW tasks and Attachment J-5 frequencies.
Are minimum onsite staffing hours specified? Please also confirm any badging fees or training costs we should include in pricing.
Answer: No. Minimum staffing hours are not specified by the FAA; offerors determine staffing estimates necessary to complete the requirements. Per AMS Clause 3.14-2, fees associated with obtaining fingerprints are not the responsibility of the FAA.
There is no charge for FAA or Airport Badging under this contract. There are no fees required for any FAA-provided training under this contract.
Contractor employees entered into VAP will generally need to submit fingerprints. Contractors must contact local police departments or professional fingerprinting services to schedule an appointment and obtain these. NOTE: These options may have a nominal fee that is the responsibility of the contractor.
Please provide the applicable wage determination, including fringe benefits and paid holiday/vacation requirements.
Answer: Services are subject to Service Contract Labor Standards under Department of Labor. Wage Determination No. 2015-4075 (Rev 35) is the most current revision, and is attached as Attachment J-4. It establishes mandatory minimum monetary wages, fringe benefits, health/welfare, and paid vacation/holiday requirements.
Subcontracting, Past Experience & Performance Evaluation
Amendment 0001 permits subcontractor past experience that directly correlates to the tasks the subcontractor will perform. If a subcontractor is assigned only the periodic tasks in the Frequency Chart (quarterly carpet shampoo and floor strip, wax, and buff), may that subcontractor's experience satisfy all three required projects, or must the projects cover the full SOW?
Answer: No. Subcontractor past experience is acceptable to satisfy the requirement only as long as the submitted projects directly correlate to the specific technical tasks or SOW scope assigned to that subcontractor, and the offer includes a signed Letter of Commitment/Teaming Agreement along with written authorization. A successful proposal must demonstrate experience for services of similar scope and complexity. A proposal which only demonstrates experience in specific periodic tasks would not meet these criteria.
May an offeror use comparable commercial janitorial experience from large non-federal facilities to satisfy the three Customer Satisfaction Survey requirements, provided the work is similar in scope and complexity?
Answer: Yes, comparable commercial experience from non-federal facilities may be used to satisfy the Customer Satisfaction Survey (CSS) requirement, provided the work is similar in size, scope, and complexity. Per Section SA56 Factor B, CSS submittals must be strictly for the Prime Offeror and submitted directly by third parties.
For incorporated AMS 3.6.1-7 (July 2021), should the 50% personnel-cost test be met separately during the base period and each option period, or over another stated measurement period?
Answer: Compliance with the 50% personnel-cost test under AMS Clause 3.6.1-7 is evaluated over each active performance period of the contract.
The solicitation incorporates AMS clause 3.6.1-7, Limitations on Subcontracting (JUL 2021). Under that clause, are amounts paid to a first-tier subcontractor that is itself a small business under the solicitation's NAICS code (a "similarly situated entity") excluded from the 50 percent limitation for services, as they are under FAR 52.219-14? If not, please confirm how the 50 percent limitation will be calculated for this requirement. Please confirm the minimum percentage of work the prime must perform with its own employees, and how that percentage is calculated. Would the requirement be met if the prime's own W2 employee performs all daily tasks and a subcontractor performs only the periodic tasks?
Answer: No. This is addressed within the full text of the clause, which can be viewed at https://fast.faa.gov/contractclauses.cfm. Note that FAA AMS provisions govern FAA procurements rather than FAR provisions. The full text of this clause has also been included after this Q&A for convenience.
Security Clearance, Badging, Travel & Location-Specific Considerations
What is the typical timeline for background investigations and PIV issuance through the Vendor Applicant Portal? May contractor employees begin work on January 1, 2027 under escort if processing is not yet complete?
Answer: No, contractor employees may not begin work on January 1, 2027 under escort if processing is incomplete. The duration for final or interim suitability determination varies based on individual background history and agency processing queues. Per AMS 3.14-2, no contractor employee is allowed unescorted access or permitted to begin work until the FAA Office of Personnel Security (AXP) issues an Interim or Final Suitability notification. Escorts are permitted only for non-routine maintenance visitors.
https://fast.faa.gov/contractclauses.cfm
In addition to PIV, contractor employees will need to acquire MVY Airport badges. Award will be made prior to January 1, 2027, to allow time for badging.
Given the location on Martha's Vineyard, is there any specific guidance regarding contractor travel, staffing arrangements, or site access considerations that offerors should be aware of?
Answer: Offerors must account for logistical challenges specific to Martha's Vineyard, including ferry schedules, potential weather disruptions, local transportation, and labor/housing availability. Offerors should note that services are classified as mission-critical/vital, requiring a Continuity of Performance Plan within 10 days of contract award (AMS Clause 3.2.1.5-4 “Continuity of Services - Mission Critical Contracts”).
Contract Clause Full Text: 3.6.1-7 Limitations on Subcontracting (July 2021)
3.6.1-7 Limitations on Subcontracting (July 2021)
(a) Definition - “Similarly situated entity”, as used in the clause, means a first-tier subcontractor, including an independent contractor, that has the same small business program status as that which qualified the prime contractor for the award; and is considered small for the NAICS code the prime contractor assigned to the subcontract the subcontractor will perform.
(b) By submission of an offer and execution of a contract, the Offeror/Contractor agrees that in the case of a contract for:
(1) Services (except construction). At least 50 percent of the cost of contract performance incurred for personnel must be expended for employees of the prime contractor or a similarly situated entity.
(2) Supplies (other than procurements from a nonmanufacturer of such supplies). The prime contractor or a similarly situated entity must perform work for at least 50 percent of the cost of manufacturing the supplies, not including the cost of materials.
(3) General construction. The prime contractor or a similarly situated entity must perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees.
(4) Construction by special trade contractors. The prime contractor or a similarly situated entity must perform at least 25 percent of the cost of the contract, not including the cost of materials, with its own employees.
(c) A joint venture agrees that in performance of the contract, the applicable percentage specified in paragraph (b) of this clause will be performed by the aggregate of the joint venture participants or a similarly situated entity.
