About this file

This is a Solicitation, Offer and Award (Optional Form 336) document for a negotiated bid (RFP) issued by the Federal Aviation Administration's Regional Acquisitions office in Fort Worth, Texas. The solicitation number is 697DCK-27-R-00001/0002, issued on 08/25/2026, with a deadline of 10/22/2026 at 1500 ET.

The contract requires janitorial services at two Martha's Vineyard Airport (MVY) facilities: 71 Airport Road and 23 North Line Avenue in West Tisbury, Massachusetts. The contract consists of a base year (01/01/2027-09/30/2027) plus four option years extending through 09/30/2031. Amendment 0002 updates the CLIN descriptions to reflect both facility addresses, provides vendor Q&A responses, and clarifies Section L regarding Customer Satisfaction Survey requirements. All pricing must encompass both locations; prices need not be broken down by facility. Offerors may use subcontractor past performance to satisfy the three-project experience requirement if a signed Letter of Commitment/Teaming Agreement and written authorization are included, though Customer Satisfaction Surveys must be from the prime contractor only. Insurance requirements follow state and local regulations, requiring submission of a certificate of liability with the proposal. Detailed square footages for both facilities are provided in the frequency workbook attachment. Operational areas must be cleaned between 07:00-17:00; non-operational space cleaning may occur during listed facility operating hours. Zero dollars are currently allotted; no performance or mobilization may begin without formal FAA award and written Contracting Officer authorization. Required offer documents include a cover letter, signed solicitation form with amendments, technical proposal, insurance certificate, and three Past Performance Submittals or the Factor B alternative.

697DCK-27-R-00001 / Amendment 0002

Q&A

1. Section SA56 permits a proposed subcontractor's past experience when the assigned scope matches and the offer includes a signed commitment or teaming agreement plus written authorization. May the prime satisfy all three Factor A projects through one qualifying first tier provider under those conditions?

Answer: Yes. Amendment 0001 updates Section SA56 to explicitly state: "An Offeror may submit past experience from a proposed subcontractor to meet or supplement this requirement." So long as the three submitted projects directly correlate to the specific technical tasks or SOW scope the subcontractor is assigned to perform, and the offer includes the required signed Letter of Commitment/Teaming Agreement along with written authorization, all three required projects under Factor A may come from that single qualifying subcontractor.

2. SA56 Factor B states that all submitted past performance must be strictly for the prime offeror. It also says an offeror without applicable performance history may explain the absence in the cover letter and provide a project management plan. Does that alternative satisfy Factor B without three prime Customer Satisfaction Surveys, despite the Section L checklist calling for three surveys?

Answer: Yes. Amendment 0001 retains the specific exception language under Factor B: "If the Contractor does not have an applicable performance history, then within the cover letter the Contractor must indicate the reason for such absence of past performance history and provide a proposed project management plan to ensure the quality of the services to be performed." Explaining the absence in the cover letter and providing the management plan satisfies Factor B even if three prime surveys are not submitted. Amendment 0002 includes updated language in Section L to reflect this more clearly.

3. Federal Aviation Administration Acquisition Management System clause 3.4.1- 10 requires insurance in the kinds and minimum amounts stated in the Schedule or elsewhere in the contract. We did not find those kinds or amounts in the posted package. Please provide the required prime and subcontractor insurance coverages and limits, and confirm what certificate must accompany the offer.

Answer: Please refer to state & local requirements for coverage. A letter or certificate of liability from your insurance company demonstrating that you can meet those requirements must be included in order for a proposal to be considered responsive.

4. Statement of Work paragraph 1.2.1 refers to attached appendices with specific building information. The frequency workbook gives a 1,800 square foot total for the tower but does not give a complete square foot total for the administration building. Is an appendix, floor plan, or complete area schedule missing from the posted package?

Answer: Detailed square footages for the Admin Building can be located in attachment “J-5 MVY Frequency Chart”. Please note that this attachment contains multiple tabs.

5. The frequency workbook states that operational areas are cleaned between 07:00 and 17:00. Does that window apply only to operational areas, with other tasks scheduled during the listed facility operating hours, or does it apply to all cleaning?

Answer: The 07:00 to 17:00 restriction applies specifically to operational areas. Non-operational space cleaning may take place across the listed facility operational hours.

6. Clause 3.3.1-37 states that zero dollars are presently allotted to contract line items 1 through 5. Please confirm that no performance or mobilization begins until the Federal Aviation Administration issues an award plus written funded authorization.

Answer: Clause 3.3.1-37 and Clause 3.3.1-11 remain in full effect. Zero dollars are allotted, and no performance or mobilization may begin without formal award and written authorization from the FAA Contracting Officer. Funding will be added at the time of award or via modification to the resulting contract.

7. The Statement of Work deliverables table points the Equipment List to paragraph 5.2.1 and the Supply List and Samples to paragraph 5.3. Should those references be 5.1.1 and 5.2.1 respectively?

Answer: Yes, the cross-references should be to 5.1.1 and 5.2.1

8. Is this a new contract or was an incumbent performing these services? If not new, please provide the current/previous contract number.

Answer: Services are currently provided under contract no. 697DCK-22-C-00058. The current annual value is $15,564. The SOW and task frequencies under this contract are significantly different from the solicitation.

9. Section B identifies janitorial services at 71 Airport Road, West Tisbury, MA.

Attachment J-5 also includes the MVY Admin Building at 23 North Line Avenue.

Please confirm whether the monthly and annual pricing in Section B must include janitorial services for both facilities.

Answer: Confirmed. Monthly and annual pricing in Section B must encompass both locations. Prices do not need to be broken down by facility, though doing so would also be considered acceptable.

10. If the MVY Admin Building is included in the pricing, please confirm the cleanable square footage or applicable quantities for the areas in J-5 where square footage is not listed, including shared office space, conference rooms, corridors/hallways, garage/storage areas, and workshop areas.

Answer: The Garage/Workshop areas are a part of the space, but the floors in those areas do not require cleaning under this contract.

12. The Admin Building chart includes both D3 and D5 frequencies with repeated area names. Please confirm which areas require service three days per week and which require five days per week, and whether the repeated entries represent separate spaces.

Answer: The hidden rows with no square footage listed are not applicable to this facility.

14. May the subcontractor's completed contracts count toward the three required relevant projects, if the offer identifies the subcontractor by name and states the prime/subcontractor split of the work? Please confirm how the FAA will treat a subcontractor's experience.

Answer: Under Amendment 0001, Section SA56 explicitly authorizes offerors to submit past experience from a proposed subcontractor to meet or supplement the three-project requirement. This is acceptable provided that the subcontractor’s experience directly correlates to their assigned scope of work under the solicitation, and a signed Letter of Commitment/Teaming Agreement with written authorization is included.

15. May Customer Satisfaction Surveys completed for the named subcontractor's work count toward the three required surveys?

Answer: No. "All submitted past performance must be strictly for the Prime Offeror."

Customer Satisfaction Surveys completed for a subcontractor cannot be used to satisfy

SA56.

16. After the October 6 site visit, does the FAA intend to post the site-visit attendance list or any additional questions and answers as an amendment?

Answer: At this time, there are no plans to post a list of site visit attendees or answer additional questions beyond those in this Q&A.
