The Department of Veterans Affairs Veterans Integrated Service Network 22 is soliciting quotes for preventative maintenance and inspection (PMI) services for sterile storage cabinets used in clinical areas with temperature and humidity control issues. The contractor must provide all necessary labor, materials, OEM parts, software, tools, and equipment to perform annual preventative maintenance activities including HEPA filter replacement, humidifier water system replacement, thermoelectric cooler cleaning, electrical component testing, sensor calibration, and cabinet cleaning. Contractors must possess HVAC certification compliant with EPA and State regulations, demonstrate ISO-9001 certification or equivalent knowledge, and comply with AAMI ST-79:2010 Part 7.7 standards, with OEM authorization or certification required for all services. Award will be made based on comparative evaluation of four factors: technical capability, past performance, SDVOSB status, and price, with the quote most advantageous to the Government selected. This solicitation is a 100% set-aside exclusively for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) certified in the SBA Veteran Small Business Certification Program database, with subcontracting limitations of 50% for services work. The contract covers 21 sterile storage cabinets across six VA locations in Los Angeles, Bakersfield, Ventura, and Santa Maria, California, with an estimated contract value of $34 million and a base performance period of twelve months plus two optional one-year extensions. Emergency response services must be available Monday through Friday from 8:00 AM to 5:00 PM Pacific time, and the contractor must maintain Workers Compensation insurance with $100,000 employer's liability coverage, $500,000 general liability per occurrence, and $200,000 per person automobile liability. An equipment inventory identifying sterile storage cabinets by manufacturer and model numbers will be provided post-award, and corrective repairs identified during service will be quoted separately from annual PMIs. The place of performance is the Veterans Administration facility located at 90073 in California.

This solicitation is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-04. The associated North American Industrial Classification System (NAICS) code for this procurement is 811210, with a small business size standard of $34.0 Million. The FSC/PSC is J065. The Contractor shall provide all necessary labor, materials, supplies, parts, software (needed for the general operation of the equipment), tools, equipment, travel, transportation expenses and other related costs to provide services related to a Preventative Maintenance and Inspection (PMI) program for sterile storage cabinets used in clinical areas that have issues with temperature and humidity. The Contractor shall perform work in strict accordance with the specifications, statement of work, and all VA local, federal, state, and applicable regulations. All parts will be Original equipment manufacturer (OEM). Contractor is responsible for all subcontractors required to complete reports. All proposals shall be sent to the Network Contracting Office (NCO) 22 Contract Specialist, Jamie ElBedawi at Jamie.elbedawi@va.gov. Award will be based upon a comparative evaluation of quotes in accordance with the Simplified Acquisition Procedures of FAR 13. Comparative evaluation is the side by side pairwise comparison of quotes based on factors resulting in a Contracting Officer decision for the quote most favorable to the Government. The following are the decision factors: Price, Past Performance, SDVOSB, and Technical. The award will be made to the response most advantageous to the Government. Responses should contain your best terms, conditions. Submission of your response shall be received not later than 17:00 MST on 02/20/2026 at Jamie.elbedawi@va.gov. ALL communication must be in writing ONLY, to this same email address. Late submissions shall be treated in accordance with the solicitation provision at FAR 52.212-1(f).
