About this opportunity
This Special Notice announces the Department of Veterans Affairs' intent to award a sole source contract to Medtronic, Inc. The objective is to initiate a new firm-fixed price contract for a Medtronic O-Arm maintenance agreement at the Portland VA Medical Center. Interested parties had until 6:00 AM Pacific Time on September 12, 2023 to submit a capability statement, proposal, or quotation to Gregory Watson at the provided email address with the specified subject line. However, the notice indicates that the VA intends to award solely to Medtronic to satisfy this requirement, as market research found no other authorized providers for maintenance and repair of this complex medical device, as Medtronic does not authorize third parties to service or repair its equipment. The justification cites FAR 13.106-1(b)(1)(i) as the authority for the sole source award.
The Special Notice provides details on the opportunity, including the objective to establish a new contract with Medtronic for maintenance of a Medtronic O-Arm device used for image guidance at the medical center. The contract would have a base year period of October 1, 2023 through September 30, 2024 with four additional one-year option periods. Interested parties were provided a deadline of September 12, 2023 to submit any capability statements or proposals to the listed contracting specialist via email, though the notice states the VA's intent is to make a sole source award to Medtronic as the only authorized provider for maintenance of this specialized medical equipment.
