About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 19 seeks continued software support and maintenance for its existing Lynx Duress & Mass Notification System at the VA Western Colorado Health Care System, with proposals due August 20, 2026, at 10:00 AM Mountain Time. This is a total small business set-aside, but the procurement carries a sole-source justification: only Lynx Systems is authorized to provide updates, patches, and technical support for the proprietary system, and use of any other vendor would void manufacturer support and create unacceptable operational and safety risks to emergency notification infrastructure.
Place of performance is 2121 North Avenue, Grand Junction, Colorado 81501. The requirement covers a five-year service period with a base year running September 1, 2026, through August 31, 2027, and four option years. Services are limited to ongoing support of the current system configuration (Lynx Standard Server software version 7.23.04.2 with 200 LynxKeyPro Seats); no new installation or expansion is included in this solicitation, though the government disclosed that future expansion plans may include a call center and offsite clinics. Offerors must submit technical capability, firm-fixed-price pricing for the base year and all option years, a completed Buy American Certificate, and an Authorized Distributor/Agent Letter from Lynx Systems if the offeror is not the OEM. The NAICS code is 561621, Security Systems Services (except Locksmiths), with a $25 million business size standard. Questions were due August 12 at 10:00 AM MT. All contractor personnel and subcontractors accessing VA information must comply with VA Handbook 6500.6 requirements, including background security investigations equivalent to VA employees, FISMA and HIPAA compliance, FIPS 140-2 encryption of VA sensitive information, and mandatory security and privacy training before system access. The contracting officer is Charles Morton, charles.morton@va.gov, 307-433-3739.

Update #3 · Latest ·
The purpose of this amendment is to submit answers to the questions submitted.
Update #2 ·
This request is for the continued software support and maintenance of the existing Lynx Duress & Mass Notification System currently deployed at the VA Western Colorado Health Care System main hospital and associated telehealth and leased spaces. These services are required to ensure uninterrupted operation, system reliability, and staff safety by maintaining the existing Lynx alarm infrastructure. The services will be utilized solely for ongoing support of the current system; no new system installation or expansion is included in this request.
The Lynx Duress & Mass Notification System is a proprietary system developed, owned, and licensed exclusively by Lynx Systems. The software, server architecture, licensing, updates, and technical support are vendor-controlled and not authorized for third-party maintenance or support.
Only Lynx Systems can:
Provide authorized software updates, patches, and fixes
Maintain system compatibility and functionality
Ensure alarm processing integrity and emergency notification reliability
Preserve vendor support and system operability
Use of any other vendor would void manufacturer support, introduce system incompatibilities, and create unacceptable operational and safety risks. Replacement of the existing system would require a complete system overhaul, retraining of staff, and significant additional costs and downtime. Therefore, no other supplies or services can meet the agency s requirements.
