Justification for Single Source Award

This is a Justification for Single Source Award document (Acquisition ID: 36C259-26-AP-1834) prepared by the Department of Veterans Affairs, Network Contracting Office 19 (NCO19) in Colorado for the VA Western Colorado Health Care System in Grand Junction. The procurement seeks a firm fixed-price contract for Lynx Computer Duress Software Maintenance and Technical Support with a base year (08/01/2026 – 07/31/2027) plus four option years through 07/31/2031. The contracting officer certifies the justification under RFO 12.102(a) for awards exceeding the micro-purchase threshold but not exceeding the Simplified Acquisition Threshold of $350,000.

Market research conducted by the Contracting Specialist included a Small Business Search using keywords "Lynx Computer Duress" and NAICS code 541519, which yielded zero Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) or Veteran-Owned Small Businesses (VOSBs) and three small businesses. A GSA Advantage search for "LYNXS-SSA-1" returned zero SDVOSBs, one VOSB, three small businesses, and three large businesses. A Sources Sought Notice (36C25926Q0089) posted on 11-12-2025 with a 11-23-2025 response date received seven responses; only one SDVOSB and one VOSB were deemed responsive as authorized distributors, while five vendors were rejected for failing to provide an authorized distributor letter from the OEM, Micro Technology Services, Inc. (MTSI). The Contracting Officer determined that the VA Rule of Two cannot be met and recommends proceeding with a Small Business Set-Aside with Brand Name Justification, as MTSI is the sole provider of proprietary technical support, though authorized small business distributors are permitted to sell the Standard Server Annual Technical Support (LYNXS-SSA-1) to the government. The document was digitally signed by Jason Thomas, Contracting Officer and Chief of Division 2, on 7-30-2026.

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW RFO 12.102(a) For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($350K)

Acquisition Plan Action ID: 36C259-26-AP-1834 JOFOC Tracking #: FY26 – NCO 19 - 1639

1. Contracting Activity: Department of Veterans Affairs, Network Contracting Office

19 (NCO19), 6162 South Willow Drive, Suite 300, Greenwood Village, Colorado, 80111.

Organizational Activity: Department of Veterans Affairs, Network Contracting Office (NCO) 19, Program Office: VA Western Colorado Health Care System (WCHCS), 2121 North Ave, Grand Junction CO 81501

2237: 575-26-3-5075-0020

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

The Grand Junction VA Western Colorado Health Care System requires a base plus four option year, firm fixed-price contract for Lynx Computer Duress Software Maintenance and Technical Support to support their computer-based duress alert software. The resulting contract will include RFO 52.217-8 – Option to Extend Services, and if exercised, the 52.217-8 option will be exercised at the same rates as those in effect under the contract at the time the contract is extended.

Estimated Period of Performance:

Base Year: 08/01/2026 – 07/31/2027 Option Year 1: 08/01/2027 – 07/31/2028 Option Year 2: 08/01/2028 – 07/31/2029 Option Year 3: 08/01/2029 – 07/31/2030 Option Year 4: 08/01/2030 – 07/31/2031

Total estimated value:

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

The original equipment manufacturer (OEM): Micro Technology Services, Inc.

(MTSI) provided the Contract Specialist with their sole authorized servicer letter. The OEM’s letter stated the OEM is the sole provider of the proprietary Lynx Computer Duress Software Technical Support. In addition, OEM stated they have multiple

Acquisition ID#: 36C259-26-AP-1834 authorized small business distributors who are allowed to sell to the Government Standard Server Annual Technical Support (LYNXS-SSA-1).

4. Description of market research conducted and results or statement why it was not conducted:

The Grand Junction VA Medical Center obtained a quote for Base plus four options years from the Original Equipment Manufacturer (OEM): Micro Technology Services, Inc. (MTSI) which is a SB. The CS used the Small Business Search (SBS) with keywords “Lynx Computer Duress”, NAICS 541519, resulting in (0) zero – SDVOSBs/VOSBs and three (3) SBs. The CS obtained the OEM’s sole source letter that confirmed only the OEM would be capable of providing the technical support services for their proprietary system. However, they do have authorized distributors who can sell the OEM’s services. The CS searched on GSA Advantage search using Key Word(s), “LYNXS-SSA-1” resulted in zero (0) SDVOSBs, (1) VSOBSs, (3) SBs, and 3 Large Businesses (LB). A Sources Sought Notice, 36C25926Q0089, was posted on 11-12-2025 with a response date of 11-23-2025. The CS received 7 responses with only 1-SDVOSB and 1-VOSB being responsive because they are known to be the OEM’s authorized distributors, and 5 vendors who are determined not responsive because they did not provide an authorized distributor letter from the

OEM.

Based on the market research, there are not two or more SDVOSB or VOSBs that are capable of providing the requested services and meet the LOS requirements.

OEM; Micro Technology Services, Inc. (MTSI) provided a sole authorized servicer letter to the CS confirming the LYNXS-SSA-1 Lynx Standard Server Annual Technical Support is handled directly by the OEM’s Lynx Technical Support team.

However, the OEM has multiple authorized small business distributors who are allowed to sell to the government. Therefore, the VA Rule of Two cannot be met, and based on these findings, it will be most advantages for the Government to solicit this procurement for a SB Set-Aside with Brand Name Justification.

5. Contracting Officer's Certification: Purchase is approved in accordance with RFO

12.102(a). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
