About this file

This is a Combined Synopsis/Solicitation Notice and Request for Quote (RFQ) for multi-year software support and maintenance services for a Lynx Duress & Mass Notification System at the VA Western Colorado Health Care System. The solicitation number is 36C25926Q0717, with a response deadline of August 14, 2026, at 10:00 AM Mountain Time. The Department of Veterans Affairs Network Contracting Office (NCO 19) in Greenwood Village, Colorado is issuing this 100% small business set-aside procurement with a NAICS code of 561621 and a business size standard of $25 million. The contracting officer is Charles Morton (charles.morton@va.gov, 307-433-3739). The place of performance is the VA Western Colorado Health Care System in Grand Junction, Colorado, including associated leased spaces.

The requirement is for Lynx Standard Server software support and maintenance covering a five-year service period with a base year (September 1, 2026 – August 31, 2027) and four option years. Services include continuous software support, access to vendor-provided updates and patches, remote technical support, system configuration assistance, alarm processing verification, and operational readiness support. The solicitation emphasizes that only Lynx Systems can provide authorized support, as the system is proprietary and any third-party maintenance would void manufacturer support and create operational and safety risks. Offerors must submit four volumes: technical capability demonstrating how they meet the Statement of Work requirements, pricing for the base year and all option years on a firm-fixed-price basis, a completed Buy American Certificate, and an Authorized Distributor/Agent Letter from the OEM if the offeror is not the OEM. Questions are due by August 12, 2026, at 10:00 AM MT, and quotes must be submitted via email to charles.morton@va.gov by August 20, 2026, at 10:00 AM MT (4 MB email limit). Evaluation will consider technical capability, price, Buy American compliance, and OEM authorization, with the government reserving the right to award based on initial quotes received.

DESCRIPTION

This request is for the continued software support and maintenance of the existing Lynx Duress & Mass Notification System currently deployed at the VA Western Colorado Health Care System main hospital and associated telehealth and leased spaces. These services are required to ensure uninterrupted operation, system reliability, and staff safety by maintaining the existing Lynx alarm infrastructure. The services will be utilized solely for ongoing support of the current system; no new system installation or expansion is included in this request.

The Lynx Duress & Mass Notification System is a proprietary system developed, owned, and licensed exclusively by Lynx Systems. The software, server architecture, licensing, updates, and technical support are vendor-controlled and not authorized for third-party maintenance or support.

Only Lynx Systems can:

· Provide authorized software updates, patches, and fixes

· Maintain system compatibility and functionality

· Ensure alarm processing integrity and emergency notification reliability

· Preserve vendor support and system operability

Use of any other vendor would void manufacturer support, introduce system incompatibilities, and create unacceptable operational and safety risks. Replacement of the existing system would require a complete system overhaul, retraining of staff, and significant additional costs and downtime. Therefore, no other supplies or services can meet the agency’s requirements.
