About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 23 seeks triennial testing of electrical breakers and the electrical power distribution system at the Iowa City VA Health Care System, with offers due May 15, 2026, following Amendment 0003. This is a 100% SDVOSB set-aside, foreclosing competition outside that pool.

Place of performance is Iowa City, Iowa (601 US-6 West, Iowa City, IA 52246). The procurement requires comprehensive testing and inspection of switchgear equipment, medium voltage circuit breakers, protective relays, primary disconnects, transformers, low voltage circuit breakers, generators, and batteries per manufacturer recommendations and applicable NFPA, NEC, NEMA, ASTM, and VA standards, with emphasis on VHA Directive 1028 and NFPA 70B compliance. Contractor personnel must hold NFPA 70B certification. Secondary injection testing is required for low-voltage circuit breakers; testing of liquid-filled transformers is limited to oil sampling and visual inspection; no primary injection testing or infrared scanning is required. Detailed electrical grounding system testing using fall-of-potential or clamp-on ohmmeter methods is required. Contractor personnel require VA visitor badges. Work will be performed primarily during second shift with some day and weekend work required. Performance runs May 11 through June 11, 2026, as a single-award, firm fixed-price purchase order. NAICS code is 238210 with a $19 million small business size standard. PSC code is J061. Questions were due May 4 and offers are due May 15 by email to Joseph.Bennett@va.gov. Evaluation will be conducted without discussions using comparative evaluation procedures with price and other factors considered. Offerors must submit the SF 1449 form, VA Limitations on Subcontracting certification (special trade contractors apply 75% subcontracting limit), Small Business Program Representations, a narrative describing method and approach, qualified personnel documentation, past performance (up to ten contracts within five years), and five references. Service Contract Labor Standards with prevailing wage rates apply per Wage Determination 2015-4983 Rev 27.
