About this file

This is Amendment 0002 to RFQ 36C26326Q0609 for Triennial Testing of Breakers and Power Distribution System at Iowa City VA, issued by the Department of Veterans Affairs Network Contracting Office 23 in Coralville, Iowa. The amendment addresses questions submitted by industry regarding the scope and requirements of the electrical testing services solicitation. The effective date is April 28, 2026, and the amendment is not extended from the original deadline.

The questions and answers clarify critical scope requirements including: secondary injection testing is required for low-voltage circuit breakers; testing of liquid-filled transformers is limited to oil sampling and visual inspection; no primary injection testing is required; relays associated with main feeder breakers require testing; no infrared scanning or generator testing is required; and no work is required for grounding defect corrections or supplemental grounding electrode installation. The government confirmed that utility coordination is the VA's responsibility, the SF 1449 form is included in the solicitation package, and work will be performed primarily during second shift with some day and weekend work required. The government declined to provide previous contract numbers, contract values, incumbent contractor information, or the latest electrical test report, directing offerors to use their own industry experience and knowledge to assemble their proposals. The proposal due date was extended following industry requests for additional review time.

This Amendment 0002 answers questions submitted by industry.

See below.

Joseph Bennettt

Contract Officer

VA-VHA-RPOC-2024-0088

Below are the questions received from industry followed by the answers.

Thank you very much for the questions.

1. Will the SF 1449 form and Contract Administration details be included as part of the solicitation package?

Answer: Yes. This is the solicitation and the SF 1449 was included as an attachment.

2. Can the Government provide the previous contract number(s) for the triennial electrical testing services?

Answer: No. It is up to each offeror to use their experience and knowledge of the industry to assemble their own quote.

3. Who was the incumbent contractor, and what was the previous contract value?

Answer: Same as above.

4. Can you confirm the number, voltage level, and nameplate information of the equipment requiring inspection and study under this RFQ?

Answer: See attachment B

5. Please provide the latest electrical test report (for reference, we are requesting the electrical testing report, not the Arc Flash study report).

Answer: Please assemble your own quote bases on the information provided.

6. Is coordination with the serving utility the responsibility of the contractor or the VA?

Answer: Not applicable it is VA responsibility

7. Does the VA require primary injection testing for the equipment included in this scope?

Answer: No primary injection testing

8. Can testing of liquid-filled transformers be limited to oil sampling and visual inspection?

Answer: Yes

9. What are the expected working hours or any site access restrictions for this project?

Answer: Most of the work will be performed during 2nd shift. Some work will occur during the day, and some will have to be performed on the weekend.

10. Would it be possible to extend the proposal due date to allow additional time for reviewing the requested documents?

Answer: It was extended after receiving this and other requests.

11. Can you provide the latest test report?

Answer: This was addressed above.

12. Please provide the price and/or contract number for the last Triennial Inspection and Testing of the Electrical Power Distribution System.

Answer: This was addressed above.

13. Regarding testing of LV circuit breakers, Attachment C VHA Directive 1028 only mentions testing and manually exercising the circuit breakers. No electrical testing (injection testing) is required?

Answer: Secondary injection is required

14. If electrical testing is required for the breakers, should they be tested with secondary or primary injection?

Answer: Secondary injection is required

15. Is any infrared scanning required?

Answer: No

16. The "Attachment B Table" mentions Main Feeder Breakers (MV Breakers). Do the relays associated with them also need to be tested?

Answer: Yes

18. In section "2. Maintenance and Testing Requirements," item “f” mentions generator testing

(end of page 9); however, no generators are listed in "Attachment Table B." Please clarify whether we should include generators in the proposal and provide the quantity.

Answer: No generator testing.

11. Regarding Grounding Defect Corrections. The SOW states to “correct defects” identified during grounding inspection. Can the Government clarify whether corrective repairs are included in the base scope or handled as additional work? If it is included in the base contract, can you provide a cap for that scope in this solicitation?

Answer: No work required

12. Regarding Supplemental Grounding Electrode Installation. Can the Government confirm whether installation of supplemental grounding electrodes is part of the base scope or additional work if testing conditions cannot be met? If it is included in the base contract, can you provide a cap for that scope in this solicitation?

Answer: No work required
