About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 2 is procuring electrical study services for the Electrical Power Distribution Systems at the Bath and Canandaigua VA Medical Centers in New York. This triennial electrical study requires a qualified electrical contractor to perform comprehensive maintenance, inspection, testing, and calibration of electrical equipment including switchgear, transformers, circuit breakers, and grounding systems. Contractors must possess NETA certification for technicians, OSHA safety training, and experience in electrical power distribution systems in healthcare facilities, with work including infrared scanning, thermographic surveys, equipment function tests, and a 4-hour power outage test. The government will evaluate proposals based on technical capabilities, past performance, and pricing. Critical dates include the question deadline of July 22, 2025 at 12:00 PM EST, a mandatory site visit on July 31, 2025 at 9:00 AM EST (requiring contractor notification by July 30, 2025 at 10:00 AM EST), and quote submission deadline of August 7, 2025 at 12:00 PM EST.

This solicitation operates under NAICS code 238210 with a size standard of $19 million and is structured as a firm fixed-price contract with no set-aside designation, making it unrestricted and open to all qualified contractors. The contract performance period begins on the date of award and must be completed within 45 days, with the work scheduled to start on August 11, 2025. The contractor must submit a comprehensive written report within 7 days of completion, documenting all testing results and findings. Performance will occur at both the Bath VA Medical Center in Steuben County and the Canandaigua VA Medical Center in Ontario County, New York. The government has provided one-line diagrams for both facilities showing the electrical infrastructure across multiple buildings, with the Canandaigua facility featuring emergency generators ranging from 125 kW to 500 kW and the Bath facility including transformers ranging from 25 KVA to 750 KVA.
