About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 21 is soliciting construction services to modernize building automated systems at Community-Based Outpatient Clinics in Guam and American Samoa, with proposals due September 2, 2026. The procurement is a total SDVOSB set-aside, restricting competition to Service-Disabled Veteran Owned Small Business firms.
Place of performance is Guam and American Samoa. The project involves installing a centralized, remote monitoring and control building automation system integrating existing equipment controllers at both clinic locations using open protocols (BACnet/IP, Modbus, or MS/TP) to monitor approximately 75–85 total points across HVAC, electrical, water, solar, emergency power, and life safety systems. The BAS will provide local site-level supervisory controllers at each location integrated with a VA-provided central server in Honolulu, accessible via VA network without reliance on external cloud-based systems. The contractor must maintain full-time employees and dedicated offices in Guam. Performance spans design and coordination in Q4 FY 2026 with construction lasting 180–270 days, phased to minimize clinical operations disruption. The system shall deliver approximately 40–45 monitoring points at the Guam CBOC and 35–40 points at the American Samoa CBOC.
The estimated contract value is $45 million under NAICS 236220. The contract is firm-fixed-price, awarded to the lowest-priced responsive SDVOSB offeror without discussions, though the Government reserves the right to conduct discussions if determined necessary. A bid bond of 20 percent of bid price or $3 million, whichever is less, is required, with performance and payment bonds due within ten days of notice to proceed. The project must comply with Davis-Bacon wage rates (AS20260001 and GU20260001) and Buy American construction materials requirements. Key deliverables include commissioning, operator training, as-built drawings, BAS architecture diagrams, point lists, network documentation, and operations and maintenance manuals. Pre-solicitation site visits occurred August 3, 2026 in Guam and August 6, 2026 in American Samoa. Requests for Information are due by June 8, 2026.

SOLICITATION-DESCRIPTION
The VA Southern Nevada Healthcare System (VASNHS) Outpatient Surgery Department provides podiatry, orthopedic, vascular, ear, nose and throat (ENT), and other outpatient surgery services for veteran patients. These services are rapidly approaching their maximum exam space capacity for patient care and require existing administrative spaces to be converted into examination rooms to meet the growing demands. Currently, these existing administrative spaces are not equipped with the proper plumbing fixtures or exam lights needed for clinicians to provide care to veteran patients. Additionally, certain spaces are large and underutilized and would be best divided into two separate exam spaces. To facilitate proper care to the growing veteran population, the VA requires construction services to reconfigure these existing spaces into standardized general-purpose exam rooms.
The work will be accomplished at the VA Southern Nevada Healthcare System campus located at 6900 North Pecos Road, North Las Vegas, NV 89086.
