About this opportunity

The Department of Veterans Affairs Veterans Integrated Service Network 4 awarded a sole-source, five-year indefinite delivery contract valued at $567,854 to Combustion Service & Equipment Co. on September 29, 2026, for inspection, calibration, tuning, and testing services of the Boiler Management System at Butler VA Medical Center.

The award was made without competitive consideration based on restrictive proprietary equipment requirements. The contractor must be a factory-authorized representative of Fireye Burner Controls, certified to inspect and service all Fireye equipment. The contracting office determined that only one responsible source can provide the required services without substantial duplication of costs to the government, and market research confirmed no other vendors possess the required Fireye factory representative certification. Performance period runs from July 10, 2026, through July 9, 2031. Services include semi-annual and annual inspections of high-pressure steam boilers, low-pressure boilers, feedwater-deaerator tanks, and domestic hot water heaters; combustion tuning and calibration; relief valve service; and safety device testing. Combustion Service & Equipment Co. is a woman-owned small business and an authorized Pittsburgh-region distributor for Fireye services. The acquisition was conducted as a simplified acquisition under FAR 13.5.

Notice text

The contract action was not awarded competitively. The rationale is due to the use of restrictive proprietary equipment in the requirements such as Fireye services does not provide for full and open competition regardless of the number of sources solicited. A specific Fireye Burner Control service produced by Fireye is required as opposed to allowing free and open competition since their control systems are proprietary and compatibility with other systems may be costly to integrate other services.

Awarded contract 36C24426D0129 to COMBUSTION SERVICE & EQUIPMENT CO for 567854.00 on 2026-09-29.
