About this opportunity
The Department of Veterans Affairs Veterans Health Administration is seeking contractors to perform a comprehensive Cast Iron Survey for the Nebraska Western Iowa VA Health Care System. This procurement involves conducting detailed surveys of steam distribution systems to identify and document cast iron components, malleable fittings, expansion joints, and ASTM A307 bolts in steam and hot water piping systems operating at or above 15 pounds per square inch. The contractor must provide equipment labeling, develop replacement plans prioritizing high and medium pressure systems, create comprehensive documentation with photographic evidence, and establish interim safety measures. The solicitation requires quotes to be submitted by August 29, 2025, at 4:00 PM Central Time to Contracting Specialist Evan Beachy, with technical questions previously due by August 25, 2025. The evaluation will be conducted using simplified acquisition procedures under FAR Part 13, and the VA anticipates awarding a single firm fixed-price contract.
This procurement is designated as a total set-aside for Service-Disabled Veteran-Owned Small Businesses under NAICS code 238220 with a size standard of $19.0 million. The contract will cover two VA medical facilities: the Omaha VA Medical Center (813,984 square feet) at 4101 Woolworth Avenue and the Grand Island VA Medical Center (253,358 square feet) at 2201 N Broadwell Avenue. Performance will occur over a 180-day period following contract award, though the overall contract term spans five years from April 1, 2025, to March 31, 2030. Prospective contractors must be registered and current in the System for Award Management database and demonstrate capability to perform complex infrastructure surveys while minimizing disruption to hospital operations. The procurement includes three main line items covering equipment labeling, comprehensive surveys of steam system components, and documentation with recommendations for replacements and safety measures.
