About this file
This document is a Questions and Answers (Q&A) file for Request for Quote (RFQ) 36C26325Q0714, addressing a Cast Iron Survey for the VA Nebraska/Western Iowa Health Care System. The document covers site visit details for two VA Medical Centers (Omaha and Grand Island) on 7/7/25 and 7/8/25, respectively, and provides clarifications on various technical and administrative aspects of the survey. Key points include: the correct solicitation due date is 7/2/2025, site visits will cover specific buildings at each campus, and the survey involves steam system components such as steam traps, condensate pumps, and pressure reducing valves (PRVs). The document emphasizes that VA records are limited, contractors should be prepared to verify and supplement existing information, and asbestos will be present on steam piping. The survey has constraints, including no modifications to real property, and contractors must use instrumentation for investigative work in hard-to-reach areas.

RFQ 36C26325Q0714 Questions - Cast Iron Survey – NWI
I did not see a site visit date and time on this solicitation. Is there a date/ time scheduled?
The following site visit dates have been scheduled.
• 7/7/25 – Omaha VAMC, starting 9:00am CT. Meet at room B618.
POC: Jeremy Davis, Phone #531-215-2942
• 7/8/25 – Grand Island VAMC, starting 9:00am CT. Meet at Building 8 POC: William Sis, Phone #308-392-8344
We herein submit the following questions:
Narrative Description on SAM.gov lists the due date as 06/27/2025 but the 1442 says 07/02/2025. Please confirm it is due on 07/02/2025.
The correct closing date is 7/2/2025. That was an error. See this amendment with the added site visit dates, new date for questions, and new closing/due date for the RFQ.
Is there an estimation of the current number of items that are at both facilities?
We have a partial list of the steam system that includes steam traps, condensate pumps, and PRVs that can be released at the time of the contract award for both locations.
Expansion joints, valves, associated piping and hardware are not all logged in Maximo(VA’s maintenance program). The attached spreadsheet is not all inclusive and the contractor shall be prepared to verify and add to this list as needed for survey purposes (note:
expansion joints, steam traps, condensate pumps and PRVs missing from “Cast Iron Survey RFIs – valve inventory”.
To emphasize, the VA’s records for lists of components and as-built drawings are extremely limited and what we’re providing is only for informational purposes. The contractors should not rely on this information from us solely to formulate their quotes as the amount we have listed is nowhere near the exact number of components that are in each site.
Are there existing as-builts that can be released for use in bidding on the project?
Limited as-builts can be released at the time of contract award for both locations, however drawings are limited and incomplete.
Will the VA be able to submit existing floor plan layouts for use as a basis for the CLIN 0004 or will we need to include creating floor plans as part of this number? (Significant cost increase) Floor plans are available at the time of the contract award for both locations.
What specific buildings at each campus will be included with this survey?
Omaha – Buildings 1, 25, 15, 2, and 9 Grand Island – Buildings 1, 6, 7, and 8
Please provide separate CLINS for each campus as this will impact billing.
When submitting your proposal, you can submit a separate price for each campus. If it is awarded to your company, I can add sub CLINs for each campus.
As all the CLINS are currently JB, confirm we are allowed to submit progress payments as waiting for the entire 180 day duration of the project for payment is not feasible.
Payment will be made when the invoice is submitted upon completion of the survey. This service should not take 180 days to complete.
Is there currently Asbestos on any of the items to be Surveyed?
Yes, there will be asbestos on steam piping throughout the hospital.
Does this include Domestic Water Piping?
No
What to do when items are inaccessible? SOW states: No modifications to real property are permitted.
The contractor shall be prepared to utilize instrumentation for hard to reach and behind wall investigative work during this survey. Contractors shall be responsible for the means and methods to perform a thorough survey for as-built drawings as well as other deliverables discussed in the PWS. The contractor is not expected, nor shall they be permitted to make modifications to real property (ie: open wall, modify floor).
