About this opportunity
The Department of Veterans Affairs Veterans Health Administration, Network Contracting Office 21, has issued a Sources Sought Notice for water dispenser installations at Building 520 of the VA Palo Alto Health Care System located at 3801 Miranda Ave, Palo Alto, CA. This market research initiative seeks to identify qualified contractors capable of providing water dispenser installation services under NAICS code 238220 (Plumbing, Heating, and Air Conditioning Contractors) with a size standard of $19 million. The procurement will utilize a Firm Fixed Price contract structure and requires interested vendors to demonstrate their capabilities and business size classifications, including Service Disabled/Veteran Owned Small Business, HubZone, 8(a), small, small disadvantaged, woman-owned small business, or large business categories. Responses must be submitted by October 10, 2025, at 3:00 PM Pacific Time to Contract Specialist David Rovner at david.rovner@va.gov with a copy to Contracting Officer Daniel Jhun at daniel.jhun@va.gov. Submissions must include comprehensive company information such as business name, point of contact details, Unique Entity ID, business size classification, manufacturing origin, lead times, and GSA Schedule contract information.
This opportunity does not include any set-aside designations and is open to all business sizes, though there appears to be a preference for small business categories as indicated by the detailed classification requirements. No incumbent contractors or current service providers are identified in the notice, suggesting this may be a new requirement or the government is seeking to expand its vendor pool. While specific award values or budget ranges are not disclosed in the Sources Sought Notice, the scope involves installing water dispensers in Building 520, with the exact quantity of dispensers to be determined based on the final Statement of Work. The timeline for actual contract performance has not been established, as this notice serves purely for market research purposes under FAR 10.002(b)(2) and does not constitute a solicitation or obligation on the part of the VA.
