About this opportunity

The U.S. Embassy in Belgrade seeks IT equipment for donation to support a scenario-based laser shooting range system and tactical training program, with quotations due October 30, 2026 at 17:00 Belgrade local time (amended from October 21). This is not a small business set-aside and will be awarded as a firm-fixed-price purchase order to the lowest priced, acceptable, responsible quoter.

Place of performance is Belgrade, Serbia (postal code 11000). The equipment comprises two primary categories: audio equipment (15 line items including loudspeakers, amplifiers, wireless microphone systems, audio matrices, and mixing equipment) and video equipment (14 line items including LED displays, professional monitors, HDMI matrix switchers, mounting hardware, UPS systems, and network infrastructure). The Audio Technica System 3000 wireless microphone system must operate within the UHF band (470–530 MHz). All equipment must be new (not remanufactured or gray market), include manufacturer warranties, relevant user manuals in English and/or Serbian, and necessary technical certifications.

Quoters must provide detailed technical proposals with equipment catalogues, evidence of business registration with the Serbian Business Registry, proof of all required local licenses and permits, client references demonstrating relevant experience, and a signed letter from an authorized local service provider confirming warranty repair and technical support for 24 months. The contractor must be legally authorized to perform business in Serbia or use an authorized local subcontractor, with qualified personnel and an authorized technical support facility in-country capable of delivery, installation, configuration, commissioning, warranty repairs, and on-site support. Serbian nationals may perform all work; U.S. citizenship is not required. Quotations must be submitted electronically in PDF format to BLG-Procurement@state.gov; all prospective quoters must be registered in SAM.gov prior to submission. Award is expected within 60 days of contract award, with delivery required within 60 days from award to the Belgrade metropolitan area. Payments are in Serbian Dinar (RSD); VAT is not applicable due to the Embassy's VAT exemption certificate. Questions were due October 14; updated Q&A materials were posted October 16.
