About this file
This is a Questions & Answers document for U.S. Embassy Belgrade, Serbia Solicitation 19RB1027Q0008 regarding IT equipment for donation. The document clarifies technical specifications and requirements for prospective quoters.
Key clarifications include: equivalent brands are acceptable provided they meet or exceed all technical specifications and integration requirements, with sufficient technical documentation required for compliance demonstration. The LED video wall must include an integral processor or screen controller, with video signal sources provided by the end user. The laser shooting range system uses HDMI connectors for output. A separate floor plan document provides room dimensions, proposed rack locations, and cable distance approximations measured in meters. System integrators may arrange warranty repairs through manufacturer-authorized service providers while serving as the primary local point of contact, provided all solicitation requirements are met. Equipment brand is not the deciding factor; technical specifications ensure compatibility with existing end-user equipment, particularly for centralized management capabilities. The Audio Technica System 3000 wireless microphone system must operate within the UHF band (470–530 MHz). The space is undergoing concurrent renovation (flooring, lighting, seating layout) during equipment installation, requiring coordination between installation and construction teams. Serbian nationals may perform all work under the contract; U.S. citizenship is not required, though all personnel must comply with applicable legal requirements and site access procedures.

U.S. Embassy Belgrade, Serbia Solicitation 19RB1027Q0008
IT equipment for donation Questions & Answers
1. Question:
Are equivalent brands accepted, or must we quote the exact products described (the audio part is clearly Ecler)?
Answer:
Equivalent brands may be offered, provided that the proposed equipment meets or exceeds all technical specifications and satisfies the compatibility and integration requirements stated in the solicitation. Quoters shall provide sufficient technical documentation to demonstrate compliance.
2. Question:
The LED wall and columns need a processor/controller, and there are no video sources in the list.
Should we include these, or does the customer provide them?
Answer:
The processor - or screen controller - should be an integral part of the video wall itself.
Video signal sources are provided by the end user, so there is no need to supply them.
3. Question:
What output does the laser shooting range system have (HDMI, network, other)?
Answer:
The laser shooting range system uses HDMI connectors for the output.
4. Question:
Is there a room layout or drawing? We need cable distances for the installation part.
Answer:
Please refer to the separate document for the floor plan. The distances are shown in meters and may be used for approximation of required cable distances.
5. Question:
Please clarify the requirements regarding the local service provider and manufacturer authorization. As a system integrator, we would provide local installation, configuration, commissioning and first-line technical support for the complete system. However, we are not the distributor or authorized service provider for every category of equipment included in the solicitation, and certain items such as network equipment, UPS systems and similar products would be sourced locally in Serbia through authorized distributors/importers. In such cases, would it be acceptable for warranty repairs to be handled through the respective manufacturer's or authorized distributor's service network, while we remain as the primary local point of contact and technical support provider for the complete system?
Answer:
Yes. The proposed arrangement is acceptable provided that warranty repairs and technical support are performed through manufacturer-authorized service providers and that all requirements from the Solicitation are met.
6. Question:
Please clarify whether EclerNet compatibility is required because the end user already operates existing Ecler equipment and/or has established workflows and user training based on the EclerNet platform, or whether a functionally equivalent DSP and control platform from another manufacturer, such as AUDAC, would be acceptable.
Answer:
Specific brand of the equipment is not the deciding factor. Technical specifications were defined to ensure compatibility with the equipment the end-user already owns, particularly regarding potential future needs for centralized management.
7. Question:
In the documentation it refers to system 3000 which we think is the Audio Technica system. It is available in several different frequency bands as shown below, so you would need to tell us what band you require.
Answer:
The equipment must operate within the UHF band (470–530 MHz).
8. Question:
Floor map is required to determine the distances between rack locations and room dimensions, which are necessary for estimating the cable lengths.
Answer:
Please refer to the separate document for the floor plan for the room dimensions and proposed rack locations.
9. Question:
Please confirm whether the room is still under construction or if the interior works have already been completed. This information will impact the cabling approach and help determine any additional installation materials that may be required, such as cable trays, conduits, or corrugated pipes for cable protection.
Answer:
Renovation of the space is planned (flooring, lighting, seating layout, etc.). The work will be carried out concurrently with equipment installation, requiring coordination between the installation and construction teams. Accordingly, the submitted plan shows the layout of the renovated space.
Please refer to the separate document for the floor plan.
10. Question:
Please confirm that local Serbian nationals may be utilized for this project and that U.S. citizens are not required.
Answer:
Yes. Serbian nationals may perform the work under this contract. U.S. citizenship is not required.
All personnel shall comply with applicable legal requirements and site access procedures.
