The General Services Administration is soliciting competitive proposals for general construction services to perform an interior renovation of the Department of State Passport Office located at the John Weld Peck Federal Building in Cincinnati, Ohio. The project encompasses a full mechanical, electrical, and plumbing (MEP) build-out and architectural renovation of approximately 32,000 square feet across the 2nd and 3rd floors, with key design drivers including user experience, security, accessibility, and technology integration. The contractor must achieve LEED Silver Commercial Interiors Certification from the U.S. Green Building Council. Awards will be made using best-value source selection procedures (FAR 15.3), with technical factors weighted significantly more heavily than price, and evaluation will focus on experience with similar general construction projects, past performance, and technical approach. The proposal submission deadline is December 5, 2025, at 4:00 PM Eastern Time, with contract award anticipated in December 2025. The General Contractor must coordinate with the Department of State on security systems, technology installations, and furniture, while managing all infrastructure and routing responsibilities. Contractors are required to complete security clearances prior to commencing onsite work.

This procurement is designated as a Total Small Business Set-Aside, restricting competition to certified small business contractors. The estimated construction cost for the project ranges from $5,000,000 to $10,000,000, with a firm fixed price contract type. The substantial completion timeline is 165 calendar days from the Notice to Proceed, with an interim NTP period not to exceed 60 days following contract award, leading to an anticipated final completion date of approximately October 12, 2026. All work must comply with Davis-Bacon prevailing wage requirements for Hamilton County, Ohio, with wage rates established effective September 5, 2025. The place of performance is Cincinnati, Ohio, specifically at 550 Main Street, and the project falls under NAICS code 236220 (Commercial and Institutional Building Construction).
