EVALUATION CRITERIA ELEMENT- All Non-Price Factors are Equal in weight to each other
1. Experience in Providing General Construction Services on Similar Projects
2. Past Performance
3. Technical Approach
Evaluation Factor 1: Experience in Providing General Construction Services on Similar Projects
This factor considers the extent of the Offeror’s experience as a firm in providing similar construction services.
The Offeror must demonstrate successful experience as a General Construction (GC) Contractor responsible for the construction of at least two but no more than four “similarly complex” projects substantially completed within the past seven years. A similarly complex project is defined as a project that is comparable in nature, type, and complexity as defined by the following characteristics:
• The project involved a full interior space build-out and security integration for secure commercial or government facilities, to include offices or public-facing service areas.
• The project was performed in an occupied building.
• The project was completed within seven years of the closing date of this solicitation or a current project which has reached substantial completion.
• The projects involved must demonstrate the following work – mechanical, electrical, plumbing, AV infrastructure upgrades, millwork, flooring replacement, and fire protection.
• The total project construction cost at award was not less than $1 million.
Greater weight will be given to experience more similar in scope to this project.
Submittal Requirements (10 Page Maximum): The Offeror must submit the following information at a minimum:
1. Provide a minimum of two and no more than four similarly complex projects in the last seven years in which the Offeror was the prime contractor on a General Construction, firm fixed price type contract. Current similar projects must be substantially complete to be considered relevant for this factor. For each project, describe in detail: the size, scope, complexity, delivery method, planned and actual budget, planned and actual schedule, schedule control, coordination, and experience in delivering the completed projects. Describe how you worked within a fixed schedule and within the prescribed budget. Relate those in type and scope to this project.
2. For each project submitted, at a minimum, you must provide a project description, square footage, site conditions, project schedule (for any project not completed in the amount of days specified in the solicitation and contract, please provide justification for difference), safety record, overall scope of the project;
awarded price at the construction start and final contract value after adjustments.
If work was performed under a federal contract, please provide the contract/task order number for the award.
3. All submitted examples provided must also be projects in which the Offeror provided General Construction services. The Offeror should provide a written demonstration of their experience in providing project planning, problem/issue resolution, coordination, phasing plan development, site logistic planning, independent cost estimating, and development of subcontractor interest necessary to complete the project within the prescribed budget and a fixed schedule.
Standard for Evaluation: The standard is met when:
1. The Offeror has documented significant experience providing General Construction Services for at least two and no more than four similarly complex projects in the past seven years as a General Construction Contractor. The Offeror has satisfactorily demonstrated its knowledge and experience in providing full interior space build-outs and security integration for secure commercial or government facilities, to include offices or public-facing service areas comparable to those to be encountered in this project. The Offeror has documented its ability to deliver the completed projects within a fixed schedule and within the prescribed budget. The Offeror shows relevant experience working in an occupied building.
2. All the required information is provided for each project submitted for review.
Evaluation Factor 2: Past Performance
This factor considers the Offeror’s Past Performance for the projects submitted under Evaluation Factor 1: Experience in Providing General Construction Services on Similar Projects. This factor will be evaluated based upon the responses from the references provided by the Offeror. Past performance can be described as how an Offeror performed on a job.
The Government requires offerors to provide their references with the Past Performance Questionnaire (PPQ) and instruct them to submit completed PPQs directly to the Contracting Officer (CO) prior to the proposal due date. The CO reserves the right to contact those individuals who provide references for the Offeror to verify that the services provided comply with the similarity requirements of this RFP and to assist with the assessment of the quality of those services provided through a Past Performance Questionnaire. FAR 15.305(a)(2)(iv) states, "In the case of an Offeror without a record of relevant past performance or for whom information on past performance is not available, the Offeror may not be evaluated favorably or unfavorably on past performance." Therefore, failure of the Offeror to provide a minimum of two relevant references, and/or the inability of the Government to complete a minimum of two reference checks after making a reasonable effort to do so, may result in the Offeror being rated as "neutral" on the past performance factor. The Government is not required to conduct or complete reference checks on more than the two required references for each Offeror. In addition to the references provided by the Offeror, the Government may solicit other sources to find references for other relevant, similar work performed by the Offeror.
The Government also reserves the right to use other government data available in its assessment of the offeror. The quality of the reference information supplied will be considered. In accordance with FAR 15.306, if award will be made without conducting negotiations, offerors may be given the opportunity to clarify certain aspects of proposals (e.g.,the relevance of an offeror’s past performance information and adverse past performance information to which the offeror has not previously had an opportunity to respond) or to resolve minor or clerical errors.
Submittal Requirements – The Offeror is responsible for ensuring submission of one PPQ for EACH project submitted under Evaluation Factor 1: Experience in Providing General Construction Services on Similar Projects. References must have thorough knowledge of the details of the Offeror’s performance (such as the Project Manager, Building Owner, or Contracting Official associated with the project) for the majority of the contract performance period, so that the reference may sufficiently respond to the questionnaire.
Offerors should complete and submit with the proposal blocks 1-4 of the PPQ for each reference, which will provide contract and client information for the project in the event the PPQ is not received by the Contracting Officer at the time proposals are due.
Completed PPQs should be submitted directly to the Contracting Officer. Ensure correct phone numbers and email addresses are provided for the client point of contact.
Offerors should follow-up with clients/references to ensure timely submission of questionnaires. All completed Past Performance Questionnaires shall be submitted via email to timothy.novak@gsa.gov prior to proposal closing date. Offerors shall not incorporate by reference into their proposal PPQs previously submitted for other RFPs.
Offeror may also include performance recognition documents received within the last 10 years, such as awards, award fee determinations, customer letters of commendation, and any other forms of performance recognition. In addition to the above, the Government may review any other sources of information for evaluating past performance. Other sources may include, but are not limited to, past performance information retrieved through the Past Performance Information Retrieval System (PPIRS), including Contractor Performance Assessment Reporting System (CPARS), using all CAGE/DUNS numbers of team members (partnership, joint venture, teaming arrangement, or parent company/subsidiary/affiliate) identified in the Offeror's proposal, inquiries of owner representative(s), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), previously submitted PPQ information, and any other known sources not provided by the Offeror. While the Government may elect to consider data from a variety of sources, the burden of providing detailed, current, accurate and complete past performance information rests with the Offeror. GSA will not maintain a database of PPQs submitted by Offerors.
If any problems were encountered on the identified contracts for which the Offeror has submitted references, the contractor may provide a brief narrative describing the nature of the problems and the corrective action taken.
Standard for Evaluation:
The standard is met when:
1. Responses are provided by at least one reference for each project outlined in Factor 1: Experience in Providing General Construction Services on Similar Projects, and provide favorable evaluations indicating that the projects have met or exceeded the customer's requirements as set forth in the construction contract documents (drawings and specifications) in a timely manner, and within established budgets.
Evaluation Factor 3: Technical Approach
The Government will evaluate the Offeror’s Technical Approach to determine the extent to which it demonstrates a clear, practical, and effective plan for executing the renovation work. The Government is particularly interested in the Offeror’s understanding of contract requirements, construction constraints, sequencing, coordination with occupants, and project-specific risks associated with working in an occupied Government facility.
Proposals that are project-specific, detailed, and feasible will be evaluated more favorably than those that are generic, boilerplate, or vague.
The Offeror must submit the following information at a minimum:
Offerors shall provide a detailed Technical Approach that addresses, at a minimum, the following:
• Overall Approach:
A description of how the renovation work will be performed, including sequencing, anticipated work hours, and methods for addressing major scope components (e.g., abatement, demolition, MEP systems integration). The Offeror shall also describe its approach to managing change orders, including identification, documentation, communication, and mitigation of potential schedule and cost impacts associated with changes during construction. The narrative must clearly demonstrate how the project will be completed within the timeframe specified in the solicitation.
• Occupant Coordination:
A plan for minimizing disruptions to occupants, including communication and coordination with Government personnel or facility managers.
• Quality Control and Safety:
A description of how the Offeror will manage quality control and safety throughout construction, including procedures, tools, and subcontractor oversight.
• Staffing Plan:
Identification of key personnel proposed for the project (e.g., Project Manager, Superintendent, Quality Control Manager), including their roles, responsibilities, and how staffing levels and expertise support the Technical Approach and schedule. This should also include identification of key subcontractors and their qualifications, particularly those involved in specialized trades.
In addition, the staffing plan should include an Organizational Chart and Lines of Authority. For each key person, identify the proposed duties in the project;
identify the person as a part-time or full-time employee, detail the amount of time anticipated to be spent on-site and the amount of time to be spent in the home office and identify the firm for which the employee works. Describe the amount and form of interaction between the home office and the construction site.
Identify which personnel will be responsible for security clearances.
The Offeror shall designate and identify on-site key personnel having signatory authority who can bind the contractor in negotiations for changes and sign letters and contract modifications.
• Risk Management:
A plan for the identification of potential risks, assessment of their likelihood and impact, and mitigation strategies. Include project-specific risks associated with working in an occupied building
Submission Limitations
• Page Limit: Maximum of 10 pages, inclusive of all content (text, graphics, tables, and schedule)
• Page Size: 8.5 x 11 inches
• Font: Minimum 11-point font (Arial, Calibri, or Times New Roman)
• Margins: At least 1 inch on all sides

Note: If more than 10 pages are submitted, only the first 10 pages will be evaluated. Offerors are encouraged to focus on clarity, relevance, and project-specific content.
Standard for Evaluation:
The standard is met when:
The overall technical approach submitted shows a clear understanding of, including but not limited to, how the renovation work will be performed, including sequencing, anticipated work hours, and methods for addressing major scope components (e.g., abatement, demolition, MEP systems integration). Change order management, including identification, documentation, communication, and mitigation of potential schedule and cost impacts associated with changes during construction. The approach clearly demonstrates how the project will be completed within the timeframe specified in the solicitation.

The plan shall show clear methods of communication and coordination with Government personnel and facility managers and shall identify procedures for addressing occupant concerns and maintaining safe, orderly access to the facility.
2. The quality control and safety plan shall demonstrate how it will manage quality control and safety throughout construction. The plan shall show clear procedures for monitoring and verifying work quality, describe the tools and processes that will be used to ensure compliance with project requirements, and explain how subcontractor activities will be overseen to maintain consistent quality and safe working conditions.
3. The staffing plan submitted demonstrates that the Offeror has a clear understanding of the level of staffing necessary as well as the qualifications and expertise of that staff to successfully execute this project. Staffing levels and the amount of time staff members spend on-site are appropriate. Staffing responsibilities and staff with signatory authority are clearly defined. The proposed staff appears capable of completing this project within the given timeframe, working hours and budget.

The CR will be able to access CPARS to review and comment on the evaluation. If your CR is not already in the CPARS system, the contracting officer will request the name and email address of the person that will be responsible for the CR role on your award.
Once an evaluation is ready to be released the CR will receive an email alerting them the evaluation is ready for their review and comment. The email will indicate the time frame the CR has to respond to the evaluation; however, the CR may return the evaluation earlier than this date.
GSA shall provide for review at a level above the contracting officer (i.e., contracting director) to consider any disagreement between GSA and the contractor regarding GSA’s evaluation of the contractor. Based on the review, the individual at a level above the contracting officer will issue the ultimate conclusion on the performance evaluation.
Copies of the evaluations, contractor responses, and review comments, if any, will be retained as part of the contract file.

(b) Requests for determination of inapplicability. An offeror requesting a determination regarding the inapplicability of the Buy American statute should submit the request to the Contracting Officer in time to allow a determination before submission of offers. (a) Definitions. As used in this provision-
Discussions are negotiations that occur after establishment of the competitive range that may, at the Contracting Officer’s discretion, result in the offeror being allowed to revise its proposal.
In writing, "writing," or "written" means any worded or numbered expression that can be read, reproduced, and later communicated, and includes electronically transmitted and stored information.
Proposal modification is a change made to a proposal before the solicitation’s closing date and time, or made in response to an amendment, or made to correct a mistake at any time before award.
Proposal revision is a change to a proposal made after the solicitation closing date, at the request of or as allowed by a Contracting Officer as the result of negotiations.
Time, if stated as a number of days, is calculated using calendar days, unless otherwise specified, and will include Saturdays, Sundays, and legal holidays. However, if the last day falls on a Saturday, Sunday, or legal holiday, then the period shall include the next working day.
(b) Amendments to solicitations. If this solicitation is amended, all terms and conditions that are not amended remain unchanged. Offerors shall acknowledge receipt of any amendment to this solicitation by the date and time specified in the amendment(s).
(c) Submission, modification, revision, and withdrawal of proposals. (1) Unless other methods (e.g., electronic commerce or facsimile) are permitted in the solicitation, proposals and modifications to proposals shall be submitted in paper media in sealed envelopes or packages (i) addressed to the office specified in the solicitation, and (ii) showing the time and date specified for receipt, the solicitation number, and the name and address of the offeror. Offerors using commercial carriers should ensure that the proposal is marked on the outermost wrapper with the information in paragraphs (c)(1)(i) and (c)(1)(ii) of this provision.
(2) The first page of the proposal must show–
(i) The solicitation number;
(ii) The name, address, and telephone and facsimile numbers of the offeror (and electronic address if available);
(iii) A statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation and agreement to furnish any or all items upon which prices are offered at the price set opposite each item;
(iv) Names, titles, and telephone and facsimile numbers (and electronic addresses if available) of persons authorized to negotiate on the offeror’s behalf with the Government in connection with this solicitation; and
(v) Name, title, and signature of person authorized to sign the proposal.
Proposals signed by an agent shall be accompanied by evidence of that agent’s authority, unless that evidence has been previously furnished to the issuing office.
(3) Submission, modification, revision, and withdrawal of proposals. (i) Offerors are responsible for submitting proposals, and any modifications or revisions, so as to reach the Government office designated in the solicitation by the time specified in the solicitation. If no time is specified in the solicitation, the time for receipt is 4:30 p.m., local time, for the designated Government office on the date that proposal or revision is due.
(ii) (A) Any proposal, modification, or revision received at the Government office designated in the solicitation after the exact time specified for receipt of offers is "late" and will not be considered unless it is received before award is made, the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition; and-
(1) If it was transmitted through an electronic commerce method authorized by the solicitation, it was received at the initial point of entry to the Government infrastructure not later than 5:00 p.m. one working day prior to the date specified for receipt of proposals; or
(2) There is acceptable evidence to establish that it was received at the Government installation designated for receipt of offers and was under the Government’s control prior to the time set for receipt of offers; or
(3) It is the only proposal received.
(B) However, a late modification of an otherwise successful proposal that makes its terms more favorable to the Government, will be considered at any time it is received and may be accepted.
(iii) Acceptable evidence to establish the time of receipt at the Government installation includes the time/date stamp of that installation on the proposal wrapper, other documentary evidence of receipt maintained by the installation, or oral testimony or statements of Government personnel.
(iv) If an emergency or unanticipated event interrupts normal Government processes so that proposals cannot be received at the office designated for receipt of proposals by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation, the time specified for receipt of proposals will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.
(v) Proposals may be withdrawn by written notice received at any time before award. Oral proposals in response to oral solicitations may be withdrawn orally. If the solicitation authorizes facsimile proposals, proposals may be withdrawn via facsimile received at any time before award, subject to the conditions specified in the provision at 52.215-5, Facsimile Proposals. Proposals may be withdrawn in person by an offeror or an authorized representative, if the identity of the person requesting withdrawal is established and the person signs a receipt for the proposal before award.
(4) Unless otherwise specified in the solicitation, the offeror may propose to provide any item or combination…
