About this file
This document is an Amendment of Solicitation for a Department of State Passport Renovation project at the John Weld Peck Federal Building in Cincinnati, Ohio. The amendment extends the proposal receipt date to November 24, 2025, and includes several key modifications: the substantial completion period has been extended to 235 calendar days, past performance submission requirements have been clarified, and various technical details have been addressed through a comprehensive questions and answers section.
The project involves a tenant fit-out renovation with selective demolition, DIRTT demountable wall systems, and various technical infrastructure requirements. The Department of State will handle furniture, security systems, and certain technical installations, while the General Contractor will provide infrastructure and routing. Critical details include an interim Notice to Proceed (NTP) period, security clearance processes, and coordination with the Department of State's security and technology teams. The amendment provides clarifications on door hardware, glazing specifications, electrical systems, and other technical components, helping potential contractors better understand the project scope and requirements.

Questions and Answers
# RFP Comment Answer
1 Under Evaluation Factor 2:
Past Performance, the solicitation states that Offerors “shall not
1. Offerors may not resubmit a PPQ previously used for another solicitation. PPQ forms from prior solicitations may contain project-specific elements or outdated information. Each Offeror must use the PPQ form incorporate by reference into their proposal PPQs previously submitted for other RFPs.” However, the following paragraph indicates that the Government may review “previously submitted PPQ information” as well as CPARS and other data sources in its evaluation.
1. This creates uncertainty about what may be included in our submission. Can the Government please clarify:
2. Whether Offerors may include copies of previously completed PPQs for presented projects (submitted for other RFPs) and/or CPARS reports in lieu of new PPQs for this project;
and If so, whether those documents will be considered valid for meeting the submittal requirement of one PPQ per project under Evaluation Factor 2?
associated with this solicitation and have their references complete and submit it directly by the required due date and time. This does not mean you can't use a project that was used on another solicitation, it just has to be on this solicitation's PPQ form.
2. The Government may review sources of information that we have access to internally. The offeror is responsible for ensuring submission of one PPQ for EACH project submitted under Evaluation Factor 1: Experience in Providing General Construction Services on Similar Projects.
2 In light of the Federal Government shutdown, please confirm whether CPARS evaluations or previously completed PPQs from other solicitations may be submitted in lieu of new formal PPQs for this specific
RFP.
CPARS will not be accepted in lieu of PPQs. With that being said, Evaluation Factor 2, Past Performance has been revised to include the following instructions for offerors: " In addition, the offeror should submit PPQs (with blocks 1-4 filled out) to the Contracting Officer. If a completed PPQ is not received by a reference, the Contracting Officer will make an attempt to contact the reference after proposals are due but before evaluations begin" In the event a PPQ is not received by the due date, this will allow the Contracting Officer to request past performance information directly from references.
Offerors should complete and submit with the proposal blocks 1-4 of the PPQ for each reference, which will provide contract and client information for the project in the event the PPQ is not received by the Contracting Officer at the time proposals are due.
3 Can a ROCAL from a previous project be used on this project?
No. A new ROCAL is required for each contract.
4 165 days enough for construction?
GSA and DOS have discussed the on-site period of performance and have adjusted the duration so that construction is accomplished in 235 days after the on-site NTP is issued.
5 Furniture in this contract? Furniture will be procured by the Department of State
6 The specifications define a total performance period of 165 calendar days and establish standard weekday working hours. Given the extensive coordination required among multiple trades, please confirm whether weekend work (Saturday and/or Sunday) would be permitted, if necessary, to maintain progress and meet the specified completion milestones.
GSA and DOS have discussed the on-site period of performance and have adjusted the duration so that construction is accomplished in 235 days after the on-site NTP is issued. During the interim NTP, the Contractor will send out submittals, process security clearances for workers, order long lead time items (after submittal approval), etc. Extended work days, night work, weekend work, etc. are not required but are permitted to complete the work.
7 Page 8 of the Pre- Construction Agenda references both a “mural” and “experiential graphic design (EGD).” Sheet A702, Note 801 also refers to coordination with the “EGD Package.” Please confirm whether the EGD Package noted on A702 is the same scope as the mural referenced in the agenda/discussed at the walk, or if it represents
The mural is not the same as the EGD package (although referenced in the EGD Package). The government is contracting the muralist, the contractor will provide suitable substrate, blocking, and coordination with the muralist for on-site installation.
The EGD is procured and installed by the general contractor. An EGD package is supplied as apart of this amendment.
additional work. Our understanding is that the Government will furnish and install the muralist portion, with the contractor coordinating and sequencing that work. If the EGD Package is a separate item, please provide clarification on the associated scope, applicable specifications, and confirm whether it is to be GFGI or furnished and installed by the General Contractor as part of this RFP.
8 Is Falkbuilt an acceptable alternative for the demountable partitions? They are not listed in specifications.
Falkbuilt is not acceptable.
9 Are the break room bench and reception desk listed on A523 in our contract or the furniture contract?
The Booths listed in Break Room 2-211e and 3-225E are to be custom-sized booths purchased and installed by the General Contractor; the booth is specified with a "Basis of Design: Shelby Williams - Menlo Park" for size and shape.
Other manufacturers are acceptable as long as they are "equal in design, look, size and shape".
The Reception Desk is custom-built millwork with the exception of the 70"x70" height Adjustable Desk, Task Chair and 36" Lateral File. These (3) items (height Adjustable Desk, Task Chair, and Lateral File) shall be included in the DOS Furniture Package (do not include in the Construction Bid).

13 A700 Finish Schedule calls out SS4, but I can’t find SS4 used anywhere. Please confirm if this is excluded or advise where it occurs.
SS4 is not used and will be removed from the project and sheet A700.
14 Service Counters A6/A412, bottom left shows and End Cap only on the front edge, however the blow up on H6/A412 shows solid surface also on the sides, but also calling it removable acoustic wrap. Does solid surface occur on the sides here? If yes, how far back does it go?
(See Screenshots below.)
Also, same question for the N6/A412 blow up.
Elevations A19/A412 and A12/A412 show the sides of the Service Counters. On each side of the Service Counters, the solid surface is at the bottom of the side wall and the removable Acoustic panel in at the top of the side. Each elevation shows that the solid surface and the acoustic panel run from the front of the dividing walls to the face of the Service Counter.
15 There are several areas on the floor plan calling out H3, K3 & N6 on A412 which are showing
Elevations A16, E7 & M12/A422 direct you to Section/Elevation A12 & A19/A412. These elevations

clearly show where solid surface material and acoustic material go on the Service Counter Side Walls.
16 There are several references to signage throughout the drawing set; however, there are no corresponding signage details, notes, or schedules provided within the drawings or on the finish plans (Sheets A700–A703). Additionally, there are no clear indications of locations, types, or quantities of signs to be included. Please confirm whether interior signage is required as part of this contract scope of work. If signage is to be included, please provide the appropriate signage schedule, details, and any graphic or typographic standards necessary for fabrication and installation.
Signage interior to the space will be procured by GFGI.
17 Can the Government please provide a clearer Equipment List shown on A800? The one provided appears to be a screenshot of a table and is extremely difficult to read, even when enlarged.
SS4 will be removed from the project and sheet A700.

32 Sheet E302 shows eight (8) Walkerduct floor boxes in Training Room 2-710.
Walkerduct is an embedded in-slab raceway system.
During the site visit, existing Walkerduct raceway and boxes were observed in the slab.
Detail N16 on Sheet G201 shows an infill detail for existing Walkerduct, and Detail L9 on Sheet A102.1, Note 190, references coring for Walkerduct floor boxes.
However, this type of raceway system would require sawcutting the slab—not coring—if new duct were to be installed.
Please clarify the design intent:
Is the existing Walkerduct system intended to remain and be reused, or Should new Walkerduct be installed as part of this project?
No new walkerduct system is provided in this project, the existing infrastructure is to remain and be used for this project. The Design Intent is to use the existing Walker Duct System in Training Room 2-710. The DOS is using fixed in-place Training Tables, the Design Intent is to use the Walker Duct System to distribute the power/data required for the fixed in-place Training Tables. The term "core" in note 190 on sheet A102.1 is meant to describe "drilling a hole to access the Walker Duct System below."
Detail N16/G201 is meant to illustrate how to close and existing core location into the Walker Duct System.
33 Item 2 Project Overview States: Note: Interior Demolition and Abatement work required for this renovation is being performed under a separate contract and is not included in the scope of work: Question:
Vol II dated Oct 8 th , 2025, has a complete division 2 demolition specification. Also, construction plans dated July 7 th , 2025, show complete demo plans. Please advise.
The majority of the demolition and abatement is being accomplished under a separate contract and is currently underway. The demolition will be completed by the time this buildout work begins. Limited demolition will be performed under this contract as communicated in the drawings and specifications included in this package that was not able to be completed in the previous contract to maintain building security between contracts.
34 Section 1.1 Contractor Use of Premises: para-B-16 states the work shall be sequenced to minimize disruption to building operations, visitors, and maintenance activities. To the greatest extent feasible, demolition Work should not take place until supplies are on hand to perform new work.
Question: Will the client provide a phasing plan? Will the client clear all OFOI FF&;E finish prior to demo activities?
Phasing for this project will be a part of means and methods and is at the discretion of the contractor. Major demo is being contracted separately and will be complete prior to the start of construction activities for this contract.

The GSA's installation of equipment and partial occupancy shall not constitute acceptance of the total Work. Question: In accordance with question 003, the project is phased, please provide room numbers of the GFGI installed equipment to incorporate in the baseline schedule.
36 “All submitted examples provided must also be projects in which the Offeror provided General Construction services. “ Does this mean we cannot submit a project that was design-build?
Projects completed as design-build are acceptable.
37 Are the formatting guidelines provided on page 16 of the solicitation only for the factor 3 management plan? Or are these for the whole proposal? Example:
line spacing and font minimum font size.
That is only for Factor 3.
38 Are we required to submit SAM verification or is the requirement satisfied as long as our account is active?
The requirement will be satisfied if you have an active SAM Registration.
39 If a project does not meet every single one of the characteristics found in the evaluation on page 32 (example: does not include Millwork but includes mechanical, electrical, plumbing, Flooring, etc….)
Greater weight will be given to experience more similar in scope to this project.
does that make the project non relevant meaning it will not be considered? Or will it be considered less favorably?
40 Will the owner accept Procore Project Management software as the primary submittal and data tracking tool for this project?
General Contractor can use whatever tracking software they deem appropriate. Output should be PDF sent to the project team.
