About this opportunity
The Department of the Air Force Space Command seeks integrated municipal solid waste and recycling collection services at Vandenberg Space Force Base, California, with quotations due September 21, 2026, and written questions due August 21, 2026. This procurement is set-aside for small business concerns and is a reacquisition from the current incumbent, Zero Waste Solutions, Inc.
Place of performance is Lompoc, California, within VSFB boundaries, excluding privatized Military Family Housing. The contract period runs January 1, 2027, through December 31, 2031 (base year plus four option years), with a potential six-month extension. The NAICS code is 562111 (Solid Waste Collection), with a $47.5 million size standard; PSC is S205.
Services include municipal solid waste and food waste collection daily Monday through Friday, 6:00 a.m. to 4:30 p.m.; recyclable materials collection and processing (scrap metal, cardboard, glass, plastics, aluminum, tires); unscheduled collection for special events; roll-off container delivery with off-base hauling; tipping fees on an actual cost basis (2,200 tons annually); and associated rental fees. The contractor must provide all personnel, equipment, vehicles, supervision, and materials; maintain four full-time vehicles; establish collection routes within five calendar days of start; and comply with federal, state, and local regulations, OSHA, ADA, and EPA requirements. All services are designated mission-essential. Environmental compliance is governed by Appendix C, with coordination through the 30th Civil Engineering Squadron Environmental Flight required for all regulatory matters. Service Contract Act wage rates apply; prevailing wage rates for truckdrivers and refuse collectors are specified in Wage Determination 2015-5647 (effective May 13, 2026). The contractor must maintain a Mission-Essential Contractor Services Plan and ensure continuation of essential services during crisis situations.
The government will conduct a three-phase sequential evaluation: Phase 1 ranks quotes by total evaluated price (base year plus four option years plus 50 percent of option year four extension value); Phase 2 evaluates technical capability on an acceptable/unacceptable basis via mandatory Technical Questionnaire against Performance Work Statement minimum requirements; Phase 3 assesses past performance for the three lowest-priced technically acceptable quotes, rating vendor confidence (Substantial, Satisfactory, Limited, No, or Neutral) based on scope, military installation experience, and complexity of similar projects completed within five years. Past performance and price are weighted approximately equally for award. A site visit is scheduled for September 9, 2026, at 8:00 a.m. PDT. All quotations must remain valid for a minimum of 120 calendar days. Small business limitations on subcontracting apply: no more than 50 percent of contract performance value may be paid to non-similarly situated subcontractors for services. Contractor personnel requiring frequent base access must obtain identification and vehicle passes; as of May 7, 2025, all visitors must present REAL ID or equivalent documentation.
