About this file
This document is a Request for Information (RFI) issued by the Department of the Air Force, United States Space Force, Space Launch Delta 30, regarding an Integrated Solid Waste management contract at Vandenberg Space Force Base (VSFB). The current incumbent contractor is Zero Waste Solutions, Inc., operating under contract number FA461021P0041.
The RFI addresses 17 key questions and government responses covering critical operational and pricing details. Vendors may submit past performance of first-tier subcontractors to satisfy Phase 3 evaluation requirements. The contractor must maintain four full-time vehicles and ensure all contract duties and performance standards are met during contract hours; vehicles may perform other work outside contract hours. The government does not permit overnight parking of commercial collection vehicles on base; contractors must lease off-base yard space locally. Tipping fees under CLIN XX15 are reimbursable on an actual cost basis, structured as 2,200 tons annually and billed monthly based on actual waste disposed at established local rates. Monthly collection rates under CLINs X002 (Mixed Solid Waste and Food Waste Collection) and X003 (Recyclable Collection) cover all scheduled collections at designated locations regardless of frequency (daily, M-W-F, weekly, bi-weekly, or bi-monthly) with no additional charges. CLIN XX15 covers all disposal tipping fees including MSW, recyclables, construction and demolition (C&D), and roll-offs. Contractors must amortize costs for annual waste characterization audits and E-Waste processing fees for Earth Day and America Recycles Day events into the monthly collection CLINs. Roll-off container non-use fees (CLIN XX19) and overweight fees (CLIN XX20) are estimated quantities billed per actual occurrence. Transportation and hauling costs for appliances and tires must be built into CLIN XX11. Contractor liability for enclosure damage is limited to damage directly caused by the contractor's negligence or operations. The government will conduct site visits coordinated through the Contracting Officer or Contract Specialist, with attendees meeting at the Visitor Control Center for base passes and guided tours of Main, South, and North Base operational areas.

SUBJECT: Request for Information (RFI) - Integrated Solid Waste
1. Is there any incumbent/recompete or is this a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.
The current incumbent is Zero Waste Solutions, Inc on contract number FA461021P0041.
2. Past Performance. May a quoter submit the recent and relevant past performance of a proposed first-tier subcontractor to satisfy the Phase 3 evaluation, or must the references be contracts held by the quoter itself?
Yes, a Vendor can submit relevant past performance as a first-tier subcontractor.
3. Vehicles. PWS Appendix A identifies four full-time vehicles. Must those vehicles be dedicated exclusively to VSFB for the term, or may they perform other work when not engaged on this contract?
The Government does not dictate how you utilize your vehicle fleet outside of contract hours.
However, the KTR must ensure that all contract duties, schedules, and performance standards are fulfilled on time and to the required standards
4. Tipping Fees. Are the tipping fee CLINs reimbursed at actual cost against submitted disposal invoices, or is the quoted unit price firm regardless of actual landfill charges?
Actual Cost reimbursable CLIN XX15 is structured as a LOT of 2,200 tons per year
This CLIN is billed monthly based on the actual weight of all waste disposed of during that billing cycle, calculated at the established local rate.
5. 1.1.1.2 Solid Waste and Food Waste Containers PWS states that all VSFB trash containers used to dispose of food waste shall be serviced daily and indicates that food waste container locations are identified in Appendix A. However, Appendix A appears to identify only Mixed Solid Waste and recycling container inventories and does not clearly identify dedicated food waste/organics containers.
• For separate food waste/organics containers to be utilized, will the government please provide the quantity, size, location, and required collection frequency of those containers.
• Will all food waste locations require collection Monday through Friday (5x per week).
The final tab of Appendix A identifies all facilities requiring daily collection. The Government currently operates under an active waiver and does not require the use of separate food waste or organic containers. Consequently, all mixed solid waste containers at the designated Appendix A locations must be collected daily
6. Will the contractor be permitted to park collection vehicles and support equipment on VSFB during contract performance?
• Is a designated parking/staging area available?
• Will the government identify the restrictions, if any, regarding overnight parking of collection vehicles, roll-off equipment, or support vehicles?
Historically, VSFB has never permitted the KTR’s commercial collection vehicles to be stored overnight on base; there’s no room for them, nor was that the intent, when CES provided an authorized, secured laydown yard for our container inventory and used tire collection conex.
The policy helps keep vectors out of the laydown yard, and ensures that the KTR takes care of any maintenance or repair of the KTR’s commercial vehicles off-base.
7. Will the Government conduct a site visit or allow interested offerors to schedule a site walk of collection locations, transfer points, and other relevant facilities prior to proposal submission? If so, please provide the date(s), access procedures, and point of contact.
Yes. The Government will conduct a site visit of designated locations, to be coordinated through the Contracting Officer or Contract Specialist. Attendees will meet at the Visitor Control Center to obtain base passes before conducting a guided tour of limited, relevant operational areas across Main, South, and North Base. Specific dates, access procedures.
8. Will the government eliminate the CLIN 0015 for tipping fees from the total price evaluation pursuant to the phase one price ranking?
No. CLIN XX15 is the only reimbursable CLIN in the contract and is required to cover tipping fee charges; therefore, it will not be eliminated from the evaluation.
9. If tipping fees are not eliminated from the price evaluation will a fixed amount be provided for insertion into the pricing sheet to equalize price evaluation for CLIN 0015?
Actual Cost reimbursable CLIN XX15 is structured as a LOT of 2,200 tons per year
This CLIN is billed monthly based on the actual weight of all waste disposed of during that billing cycle, calculated at the established local rate.
10. Technical Questionnaire Question 5 asks "how you are going to ensure your trucks are bedded down within range for timely operation during contract hours without being able to park vehicles on base overnight." Please confirm: (a) Is overnight parking of contractor vehicles anywhere on VSFB prohibited? (b) Can the laydown yard provided by the Government for container management, storage and repair be used to stage trucks?
The KTR will need to rent/lease and off-base yard locally to meet this requirement. No on-base repairs or maintenance are permitted in CES laydown yard.
11. CLINs X002 (MSW & Food Waste Collection) and X003 (Recyclable Collection) are priced per "Month" with annual quantity "12." Does the monthly unit price include: (a) All scheduled collections at all Appendix A locations, regardless of frequency (daily / M-W-F / bi-weekly / weekly / bi-monthly)?
Yes; the monthly rate covers all scheduled collections at all Appendix A locations, regardless of the established service frequency (whether daily, Monday-Wednesday-Friday, weekly, bi-weekly, or bi-monthly). No additional charges will be assessed based on the frequency of the recurring scheduled pickups outlined in the contract.
(b) All disposal tipping fees, or are tipping fees separate under CLIN X015?
Yes; The KTR must bill CLIN XX15 monthly for the total amount of tipping fees they incurred at state certified landfills or certified diversion (recycling) centers.
(c) Container maintenance, washing, and minor repairs?
This is outlined in the PWS 1.1.9.3 Container maintenance.
12. CLIN X015 "Tipping Fees" shows Unit = "Month" and Qty = 12. PWS 1.3.1 states "Contractor shall invoice for the actual cost of landfill tipping fees in their monthly electronic invoice by billing CLIN X015." Please clarify: (a) Should offerors price CLIN X015 as a monthly estimated average, or leave Unit Price at $0 and invoice actual at-cost tipping fees monthly? (b) Does CLIN X015 cover all tipping fees (MSW, recyclables, C&D, roll-offs), or only MSW/recyclables from CLINs X002/X003?
(a) CLIN XX15 is structured as an Actual Cost Reimbursable line item based on an estimated volume of 2,200 tons per year. Offerors should not price this as a monthly average; rather, it will be billed monthly based on the actual weight, measured in tons, of all waste disposed of during that billing cycle, calculated at the established local rate.
(b) Yes, CLIN XX15 covers all tipping fees. All disposal costs (including MSW, recyclables, C&D, and roll-offs) are charged to this CLIN, calculated as the local landfill rate multiplied by the actual weight in tons of all dumped waste.
13. CLIN X019 "Roll Off Rental Non-Use Fee" (16 EA annually) references PWS 1.1.3.3: "Fees for non-use of any roll-off containers after 31 days of initial service." CLIN X020 "Roll Off Rental Overweight Fee" (19 EA annually) references PWS 1.1.3.4 for "overweight loads." Are these CLINs: (a) Estimated quantities for budgeting purposes, with actual invoicing based on occurrences, or (b) Fixed quantities the contractor must deliver regardless of actual non-use/overweight events?
(a) These CLINs represent estimated quantities for budgeting purposes, with actual invoicing billed per occurrence. Offerors must establish a unit cost per occurrence to cover the fee for the Government retaining a roll-off container past 31 days (CLIN XX19), as well as the contractor's operational costs (labor, transport, and fuel) associated with handling an overweight load rejected by a landfill (CLIN XX20).
14. PWS 1.5.1, states the Contractor is required to perform an annual solid waste characterization sort. Given the significant labor required for this specialized task, will the Government add a specific CLIN for this annual service, or should Offerors amortize the cost of this audit across the monthly MSW and Recycling CLINs (X002 and X003)?
No, a specific CLIN will not be added. Historically, the Government has not separately reimbursed the contractor for performing the annual waste characterization sort. Offerors must amortize the cost of this audit across CLINs XX02 and XX03.
15. PWS 1.2.4 requires E-Waste collection during Earth Day and America Recycles Day 'at no extra charge to the Government.' Can the Government clarify if the Contractor is financially responsible for all hazardous disposal and processing fees associated with the E-Waste collected during these events? If so, should Offerors build these anticipated processing fees into the Monthly Recycling CLIN (X003)?
Historically the offeror has been required to build the anticipated processing fees for E-Waste collection for these two events into CLIN XX03
16. PWS 1.2.7 and 1.2.8 state that tipping and handling fees for appliances and tires will be invoiced under CLIN X015. However, how should the Contractor bill for the transportation/hauling services for these specific items? Are the hauls billed under CLIN X011 (Roll Off Container http://1.1.3.3/
Delivery with Off-Base Hauling), or must the hauling costs be absorbed into the monthly fixed CLINs?
Offerors must build their estimated transportation and hauling service costs for these diversion-type loads directly into CLIN XX11.
17. PWS 1.1.9.2 (Notification of Enclosure Damage Caused by the Contractor), can the Government confirm that the Contractor is only financially liable for enclosure damage that is proven to be caused directly by the Contractor's negligence or operations, and that the Contractor is not responsible for repairing third-party damage or wear and tear?
This para. only pertains to damage caused in the KTR’s performance of collection services.
