The solicitation number is FA461026Q0030, issued as a combined synopsis/solicitation for commercial services under RFO Part 12.202. This acquisition is set-aside for small business concerns with a NAICS code of 562111 and PSC code S205 (size standard $47.5M). The requirement is a reacquisition of solid waste and recycling services with a period of performance from January 1, 2027 through December 31, 2031. The contract includes a base year and four option years. The CLIN structure comprises seven base year line items: Municipal Solid Waste and Food Waste Collection (CLIN 0002), Recyclable Collection (CLIN 0003), Unscheduled Collection Service/Special Events (CLIN 0010), Roll Off Container Delivery with Off-Base Hauling (CLIN 0011), Tipping Fees (CLIN 0015), Roll Off Rental Non-Use Fee (CLIN 0019), and Roll Off Rental Overweight Fee (CLIN 0020), with corresponding option year CLINs (1002-4002 through 1020-4020). All services must comply with federal, state, local, and VSFB regulations, with inspection and acceptance performed by a Contracting Officer Representative.
Evaluation will follow a three-phase sequential process: Phase 1 ranks quotes from lowest to highest total evaluated price (including 50% of Option Year 4 CLINS value for a 6-month extension); Phase 2 evaluates technical capability on an Acceptable/Unacceptable basis, requiring completion of a mandatory Technical Questionnaire with failure to complete resulting in non-responsiveness; Phase 3 evaluates past performance for the three lowest-priced technically acceptable quotes, assessing vendor confidence levels (Substantial, Satisfactory, Limited, No, or Neutral) based on scope, military installation performance experience, and complexity of similar projects within the past five years. Past performance and price are weighted as approximately equal in importance for award determination. Questions must be submitted by 02:00 PM PDT on August 21, 2026, and quotations are due by 02:00 PM PDT on September 14, 2026, via email to the Contract Specialists and Contracting Officer. Funds are not presently available, and the government reserves the right to cancel the solicitation and award some or all line items.

SECTION III – RFO 52.212-2 ADDENDUM
Evaluation—Commercial Products and Commercial Services
The Government will award a single contract to the responsible offeror whose proposal conforms to the solicitation and is determined to be the most advantageous to the Government. To maximize efficiency, the Government will utilize a sequential, phased evaluation process.
(a) Evaluation Process
Phase 1: Price Ranking
The Government will evaluate the offeror’s proposal by adding the totals for Base Period CLINS and the 4 Option Year CLINS for the total price for the basic requirement. This amount should equal the offeror's total proposed price. The Government will then take 50% of the proposed value for Option Year 4 CLINS for the evaluation of the 6-month extension of services.
The Government will first rank all submitted quotes from lowest to highest Total Evaluated Price. Price will be evaluated for reasonableness and completeness.
Phase 2: Technical Capability Evaluation (Acceptable / Unacceptable)
Starting with the lowest-priced quotes, the Government will evaluate Technical Capability, on a simple "Acceptable" or "Unacceptable" basis.
An offeror must receive a rating of "Acceptable" to proceed to Phase 3. If the initial quote does not yield a technically acceptable rating, the Government will evaluate the next lowest-priced quote, and so on, until the three lowest-priced, technically acceptable quotes are identified.
Evaluation Standard: The offeror’s technical quote must meet all minimum requirements of the Performance Work Statement (PWS). The offeror shall complete the “Technical Questionnaire” in full and submit with their quote package. Any offeror that does not complete the Technical Questionnaire will be deemed non-responsive and removed from competition.
Acceptable: The proposal meets the minimum requirements of the solicitation.
Unacceptable: The proposal fails to meet one or more minimum requirements and is therefore not awardable.
Phase 3: Past Performance Evaluation and Award Decision
For the technically acceptable offeror(s) identified in Phase 2, the Government will then evaluate Past Performance.
• Past Performance: The Government will conduct a performance risk assessment based on the offeror's past performance. Offerors shall identify no more than three (3) recent and relevant projects completed within the last five (5) years. A relevant project is defined as an offeror’s or contractor’s performance on active and physically completed contracts that are similar in scope, performance on a military installation, and complexity to the requirements described in the attached PWS. The Government will evaluate the quality and relevance of an offeror's past performance to assess the risk associated with their likelihood of success. This evaluation will be based on information gathered from Contractor Performance Assessment Reporting System (CPARS) and other sources, including any references provided.
Relevant projects will be rated based on the following factors:
1. Scope: Scope evaluates whether a vendor's past performance required the same specific types of services and operational intricacy outlined in the PWS.
Submitted examples must demonstrate the vendor's experience executing the exact tasks and deliverables required by the current PWS.
2. Performance on Military Installation: This evaluates a vendor's ability to perform within a regulated military or equivalent federal environment. Submitted examples must demonstrate the vendor's successful compliance with installation-specific regulatory mandates.
3. Complexity: Projects demonstrating operational, logistical, and regulatory challenges that mirror the specific demands of this requirement.
Performance Confidence Description Substantial Confidence Based on the offeror’s recent/relevant performance record, the Government has a high expectation that the offeror will successfully perform the required effort.
Satisfactory Confidence Based on the offeror’s recent/relevant performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort.
Limited Confidence Based on the offeror’s recent/relevant performance record, the Government has a low expectation that the offeror will successfully perform the required effort.
No Confidence Based on the offeror’s recent/relevant performance record, the Government has no expectation that the offeror will be able to successfully perform the required effort.
Neutral Confidence No recent/relevant performance record is available.
This rating is neutral and will not be evaluated favorably or unfavorably.
(b) Award Decision Logic. For the quotes deemed technically acceptable, Past Performance and Price are approximately equal in importance. The Government reserves the right to determine the offer that provides the best value based on the criteria identified in this RFQ. Past performance evaluation will continue until the three lowest-priced, technically acceptable vendors with satisfactory or substantial confidence are identified.
(c) Notice of Award. A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
(End of provision)
