About this file
This is a Technical Questionnaire template for the Integrated Solid Waste Management solicitation at Vandenberg Air Force Base. The questionnaire is designed to evaluate contractor capability and technical competency for providing municipal solid waste (MSW) and recycling collection services at multiple designated government sites within VAFB, California, excluding Military Family Housing. The solicitation is a combined synopsis/Request for Quote (RFQ) prepared under Revolutionary FAR Overhaul Part 12.202 for commercial services, with questions due by 02:00 PM PDT on August 21, 2026, and quotations due by 02:00 PM PDT on September 14, 2026.
The services require contractors to supply all necessary personnel, equipment, tools, materials, supplies, vehicles, and supervision to perform waste and recycling collections in compliance with the Performance Work Statement (PWS), federal, state, and local regulations, OSHA standards, the Americans with Disabilities Act, and EPA requirements. The government has designated these solid waste collection services as mission essential due to their critical role in maintaining sanitary conditions at the installation. All response costs are the responsibility of the responding firm, with no government reimbursement. The Air Force Space Command reserves the right to award some or all line items and is not committed to making an award based on this announcement.
