About this file

This is a Request for Quotation (RFQ) for integrated solid waste and recycling services at Vandenberg Space Force Base (VSFB) in California. The solicitation number is FA461026Q0030, and the requirement is set-aside for small business concerns under NAICS code 562111 (PSC S205, size standard $47.5M). The contract period runs from January 1, 2027, through December 31, 2031, consisting of a base year and four option years with a potential six-month extension.

The scope requires the contractor to provide comprehensive solid waste and recycling services across VSFB, including municipal solid waste and food waste collection, recyclable collection, unscheduled collection services for special events, roll-off container delivery with off-base hauling, tipping fees, and associated rental fees. Seven Contract Line Item Numbers (CLINs) structure the pricing for the base year, with corresponding option year CLINs for years one through four. All services must comply with federal, state, local, and VSFB regulations. The government will conduct a three-phase evaluation: Phase 1 ranks proposals by total evaluated price (including 50% of Option Year 4 value for the extension); Phase 2 evaluates technical capability on an acceptable/unacceptable basis using a Technical Questionnaire against Performance Work Statement (PWS) minimum requirements; Phase 3 assesses past performance based on up to three relevant projects completed within five years, rated on scope, military installation experience, and complexity. Past performance and price are weighted approximately equally for award decisions. Questions must be submitted by 02:00 PM PDT on August 21, 2026, and quotations are due by 02:00 PM PDT on September 14, 2026. All quotes must remain valid for a minimum of 120 calendar days. The acquisition includes ten attachments covering the PWS, collection locations, historical tonnage data, environmental compliance requirements, pricing schedules, and applicable clauses.

SECTION III – RFO 52.212-2 ADDENDUM

Evaluation—Commercial Products and Commercial Services

The Government will award a single contract to the responsible offeror whose proposal conforms to the solicitation and is determined to be the most advantageous to the Government. To maximize efficiency, the Government will utilize a sequential, phased evaluation process.

(a) Evaluation Process

Phase 1: Price Ranking

The Government will evaluate the offeror’s proposal by adding the totals for Base Period CLINS and the 4 Option Year CLINS for the total price for the basic requirement. This amount should equal the offeror's total proposed price. The Government will then take 50% of the proposed value for Option Year 4 CLINS for the evaluation of the 6-month extension of services.

The Government will first rank all submitted quotes from lowest to highest Total Evaluated Price. Price will be evaluated for reasonableness and completeness.

Phase 2: Technical Capability Evaluation (Acceptable / Unacceptable)

Starting with the lowest-priced quotes, the Government will evaluate Technical Capability, on a simple "Acceptable" or "Unacceptable" basis.

An offeror must receive a rating of "Acceptable" to proceed to Phase 3. If the initial quote does not yield a technically acceptable rating, the Government will evaluate the next lowest-priced quote, and so on, until the three lowest-priced, technically acceptable quotes are identified.

Evaluation Standard: The offeror’s technical quote, based on the submitted "Technical Questionnaire," must meet all minimum requirements of the Performance Work Statement

(PWS).

Acceptable: The proposal meets the minimum requirements of the solicitation.

Unacceptable: The proposal fails to meet one or more minimum requirements and is therefore not awardable.

Phase 3: Past Performance Evaluation and Award Decision

For the technically acceptable offeror(s) identified in Phase 2, the Government will then evaluate Past Performance.

• Past Performance: The Government will conduct a performance risk assessment based on the offeror's past performance. Offerors shall identify no more than three (3) recent and relevant projects completed within the last five (5) years. A relevant project is defined as an offeror’s or contractor’s performance on active and physically completed contracts that are similar in scope, performance on a military installation, and complexity to the requirements described in the attached PWS. The Government will evaluate the quality and relevance of an offeror's past performance to assess the risk associated with their likelihood of success. This evaluation will be based on information gathered from Contractor Performance Assessment Reporting System (CPARS) and other sources, including any references provided.

Relevant projects will be rated based on the following factors:

1. Scope: Scope evaluates whether a vendor's past performance required the same specific types of services and operational intricacy outlined in the PWS.

Submitted examples must demonstrate the vendor's experience executing the exact tasks and deliverables required by the current PWS.

2. Performance on Military Installation: This evaluates a vendor's ability to perform within a regulated military or equivalent federal environment. Submitted examples must demonstrate the vendor's successful compliance with installation-specific regulatory mandates.

3. Complexity: Projects demonstrating operational, logistical, and regulatory challenges that mirror the specific demands of this requirement.

Performance Confidence Description Substantial Confidence Based on the offeror’s recent/relevant performance record, the Government has a high expectation that the offeror will successfully perform the required effort.

Satisfactory Confidence Based on the offeror’s recent/relevant performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort.

Limited Confidence Based on the offeror’s recent/relevant performance record, the Government has a low expectation that the offeror will successfully perform the required effort.

No Confidence Based on the offeror’s recent/relevant performance record, the Government has no expectation that the offeror will be able to successfully perform the required effort.

Neutral Confidence No recent/relevant performance record is available.

This rating is neutral and will not be evaluated favorably or unfavorably.

(b) Award Decision Logic. For the quotes deemed technically acceptable, Past Performance and Price are approximately equal in importance. The Government reserves the right to determine the offer that provides the best value based on the criteria identified in this RFQ. Past performance evaluation will continue until the three lowest-priced, technically acceptable vendors with satisfactory or substantial confidence are identified.

(c) Notice of Award. A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

(End of provision)
