About this opportunity
The Defense Health Agency Contracting Activity Healthcare Contracting Division-West seeks a single firm-fixed-price contract to provide centralized Integrated Referral Management and Appointing Center (IRMAC) services, with proposals currently due September 30, 2026, pending resolution of a pending Government Accountability Office protest expected to be resolved by November 23, 2026 (Docket B-424743.1), after which contract award will proceed no earlier than that date.
This procurement is an 8(a) set-aside. Offerors must be eligible for 8(a) certification at the estimated award date of November 30, 2026, and those who have graduated from the 8(a) program are ineligible. The NAICS code is 561110 (Office Administrative Services) with a corresponding size standard of $12.5 million. The PSC is Q701, Specialized Medical Support.
Place of performance is a contractor-furnished commercial facility located within 25 miles of any U.S. Military Treatment Facility, outside federal installations, serving Defense Health Network Indo-Pacific Military Treatment Facilities in Hawaii and the Pacific Northwest (Puget Sound, Washington). The requirement consolidates four incumbent contracts currently held by Federal Staffing Resources LLC (Puget Sound), POHAKU PACIFIC LLC (Hawaii), and Caban Resources LLC (Hawaii).
The contract requires three integrated service components: Patient Appointing Services (PAS), Referral Management Services (RMS), and Clear and Legible Report accountability Services (CLR). Services are provided via phone and electronic communications Monday through Friday, 6:00 a.m. to 6:00 p.m. Hawaii Standard Time and Pacific Standard/Daylight Time, excluding federal holidays, to approximately 966,000 annual calls (726,000 inbound, 240,000 outbound) and 600,000 referrals across consolidated operations.
The period of performance includes a 90-day transition period from December 1, 2026 through February 28, 2027, a base period from March 1, 2027 through September 30, 2027 (7 months), and four option periods extending through March 31, 2031. The contractor furnishes all facilities, telephony/ACD/IVR systems, workstations, CAC readers, call recording (minimum 6-month retention), hardware, software, and drive-time mapping software; the Government provides MHS GENESIS access, DEERS access, TASS sponsorship, and initial "Train the Trainer" instruction for up to ten personnel.
Performance standards include 60-second average call answer time for 90 percent of calls and 100 percent within 90 seconds, 98 percent call completion rate (2 percent abandonment acceptable quality level), zero blocked calls, routine referral disposition within one business day, urgent referrals within 90 minutes, CLR processing within three working days, and error rates not exceeding one percent. The contractor must execute Risk Management Framework documentation and obtain Authority to Operate within 30 days of award.
Evaluation uses a best-value trade-off approach with three equally weighted factors at the subfactor level: Technical Quality (Management and Technical Approach, Transition Plan, and Staffing Plan, rated Acceptable/Unacceptable with a 50-page limit for Factor 1 total), Past Performance (minimum "Satisfactory Confidence" rating required for offerors with no more than three references within the past three years), and Price (with Past Performance and Technical Quality combined significantly more important than Price). Only offerors rated Acceptable on Technical Quality advance to Past Performance evaluation; only those rated Satisfactory Confidence or higher on Past Performance advance to Price evaluation.
Pricing is firm-fixed-price with separate monthly Contract Line Item Numbers for PAS, RMS, and CLR by region (Pacific and Hawaii). All direct costs including labor, travel, materials, equipment, and facilities must be incorporated into fully burdened unit prices. Offerors must hold prices firm for 180 calendar days from the proposal due date. Service Contract Act prevailing wage determination 2015-5539 applies, with final wage determinations to be incorporated at award based on the contractor's proposed facility location(s).
