About this opportunity

The National Renewable Energy Laboratory (NREL), under the Department of Energy Office of Science, is soliciting proposals for the design, fabrication, and commissioning of custom process equipment for the Integrated Biorefinery Facility North High Bay Revitalization project. The procured equipment will consist of two primary systems: a hydroprocessor and a distillation column, both designed as plug-and-play units with a production capacity of approximately one barrel per day for piloting biomass conversion and waste carbon utilization technologies. Contractors must demonstrate expertise in process equipment design, engineering, procurement, and fabrication while adhering to ASME standards, Class I Div. 2 electrical classifications, and integration requirements with NREL's Ignition SCADA platform. The equipment must be mechanically and electrically complete with controls capable of managing pressures, temperatures, and flows using open communication protocols such as OPC-UA, Modbus/TCP, and MQTT. Key deliverables are structured in eight milestone stages from Front End Loading (FEL) III Review through Equipment Commissioning, with proposals due by January 30, 2026, following three amendments that provided technical clarifications and updated specifications.

This is a non-set-aside competitive procurement with no identified incumbent contractors. NREL seeks separate technical proposals and payment schedules for each equipment unit to maintain flexibility in vendor selection and potential multiple awards. The contract is anticipated to be a fixed-price agreement, with offerors required to include all travel-related expenses within their base pricing; specific award values and budget ranges are not disclosed in the solicitation materials provided. The equipment is sized for research and pilot-scale operations at approximately one barrel per day capacity, with the hydroprocessor designed to process fats, oils, and grease feeds at 2075 psig outlet pressure and 765°F outlet temperature, and the distillation column operating at 20 psig to process C18 alkanes. Performance of work will take place at NREL's facility in Golden, Colorado, with NREL handling physical equipment installation while contractors provide commissioning support, which may be conducted virtually if necessary.

Update #3 · Latest ·

The National Renewable Energy Laboratory (NREL) is revitalizing the Integrated Biorefinery Research Facility (IBRF) North High Bay (NHB) to enhance its capacity for piloting biomass conversion and waste carbon utilization technologies. After the renovation, new process equipment will be required to establish a flexible, the plug-and-play environment for research and testing.

The objective of this project is to design, build and commission process equipment for use in scale-up piloting experiments. Researchers will use this equipment to advance NREL’s mission of developing renewable technologies for commercial deployment.

This project will support the engineering design, procurement, and fabrication of plug-and-play equipment, sized for a production capacity of approximately one barrel per day. The design will prioritize value engineering, operational flexibility, and process safety to maximize scalability and adaptability.  By providing standard unit operations, the equipment will make it easier for researchers to test technologies in a continuous, integrated manner, lowering the barriers to conducting pilot experiments.

NREL is seeking additional expertise in the area of this process equipment design, fabrication and procurement for a process of this magnitude.

11/3/25: Amendment 1 posted - Q&A's + added Attachment 5.

11/12/25: Amendment 2 posted - Q&A's.

12/16/25: Amendment 3 posted - Q&A + updated attachments 2 and 3, updated proposal due date to 1/30/2026
