About this file
This document is an Amendment (No. 01) to a Request for Proposal (RFP) No. SUB-2025-10354 issued by the National Renewable Energy Laboratory (NREL) for the "Integrated Biorefinery Facility North High Bay Revitalization Custom Equipment" project. The amendment addresses six key questions from potential offerors, covering technical details such as heat trace temperature (140-150 deg F), compressor flow rates and specifications, meeting formats (preferring in-person kick-off meetings at NREL's Golden Campus but allowing virtual options), commissioning support, and pricing expectations.
NREL is seeking separate technical proposals and payment schedules for two distinct units - a hydroprocessor and a distillation unit - to maintain flexibility in vendor selection. The agency intends to award a fixed-price agreement and requests that offerors include travel-related expenses within their base price. Notably, NREL will handle physical equipment installation, while the offeror will provide support, with commissioning support allowed to be conducted virtually. The proposal due date remains unchanged, and potential vendors are advised that failure to acknowledge this amendment may result in offer rejection.

The purpose of this Amendment is to document questions and answers provided on the above-mentioned
Request for Proposal (RFP) and to extend the proposal due date.
Part A – Questions/Answers
Question 1(a): What is the set temperature for the heat trace shown on page 2100.D.002 of the P&IDs
(Attachment 2 – FEL2 Hydroprocessor Information Page) for this proposal?
Response 1(a): 140 – 150 deg F for the heat tracing
Question 1(b): Please confirm the supply flowrate to each compressor.
Response 1(b):
Compressor Stage Flow Rate, SCF/HR Temperature, deg F Inlet Pressure, psig
1st Stage 99.3 100 350
2nd Stage 98.92 100 634.6
3rd Stage 434.4 96.8 1147
Question 2: Please confirm whether the owner/offeror negotiation and interview meetings are conducted virtually or in person (in Colorado).
Response 2: Original kick-off / interview meeting preferred to be conducted in Colorado on NREL Golden
Campus but virtual is an option if travel is prohibitive / expensive. Design & engineering meetings will be done virtually.
Question 3: Please confirm whether the stream of design and engineering validation meetings are expected to be conducted virtually or in person (in Colorado).
Response 3: Original kick-off / interview meeting preferred to be conducted in Colorado on NREL Golden
Campus but virtual is an option if travel is prohibitive / expensive. Design & engineering meetings will be done virtually.
Question 4: From what we have gathered from the RFP documentation, NREL will perform the physical installation of equipment, with the offeror providing contact information for phone/virtual call support.
However, for the duration of commissioning, the offeror is expected to attend the site daily to provide hands-on commissioning support. Please confirm our assumptions.
Response 4: Commissioning support can be virtual.
Question 5: Does NREL prefer to have travel related expenses included within the base price, or charged as disbursements?
Response 5: NREL intends to award fixed price agreement (s) for this project. Please include your travel related expenses within the base price.
Question 6: Please confirm the RFP submission requires 1 base price for the full RFP, and not separate pricing for the hydroprocessor and distillation as completely separate projects.
Response 6: NREL is requesting a separate technical proposal and proposed payment schedule (ie price proposal) for the hydroprocessor unit and distillation unit. Separate proposals are requested for evaluation purposes so NREL can keep options open for most advantageous selection for each individual unit. If an offeror is proposing on both, and a discount is offered for selection of both, please provide the details on any such discounts. NREL has added a revised proposed payment schedule to the RFP, Attachment 5- Revised Payment
Schedule, which provides a breakout by each individual unit.
