The purpose of this Amendment is to document questions and answers provided on the above-mentioned Request for Proposal (RFP) and to extend the proposal due date.

Part A – Questions/Answers

*Please note that revised/updated PIDs are attached to this document and will be incorporated into the final documents/Statement of Work for this work effort.

Question 1: Based on Appendix A Statement of Work, the objective states engineering design, procurement, and fabrication of plug-and-play equipment. Would you be able to clarify the definition of equipment? Specifically, is the expectation to have a fully fabricated skid system including piping that will be delivered? Or is the scope limited to supply of the pieces of equipment?

Response 1: NREL is requesting a fully fabricated skid system including piping to be delivered.

Question 2: Plant Layouts: We request plant layouts/drawings to thoroughly review space constraints, interferences, and the integration plan for new equipment.

Response 2: Garage Doors are 11’ Wide x 11’ Tall

a. Garage Doors are 11’ Wide x 11’ Tall

i. Equipment that is too tall can be moved into the space horizontally and lifted via the structural steel inside the building.

b. There are five spaces that are roughly in line with the space diagram on the right.

c. Spacing can potentially change as facility design goes through detailed design but values given in the space diagram are conservative.

Question 3: SCADA System Modification: Please confirm if the RFP scope includes the modification of the existing SCADA/Data Acquisition and Control system. If so, we request to review the current platform and architecture.

Response 3: The scope does not require modification of the client’s existing SCADA system. The product is expected to arrive mechanically and electrically complete in such a manner that it is capable of being operated by a person skilled in the art. This typically involves instrumentation wired to a PLC or similar controller capable of controlling pressures, temperatures, and flows as directed by setpoints. Other related logic including alarms and interlocks is expected to be programmed and implemented locally on the controller.

Question 4: SCASA Integration: How does NREL expect to integrate control and monitoring signals into the existing SCADA? Is a dedicated control panel required, or is direct wiring to the existing system expected?

Response 4: NREL expects all controls and instrumentation to be enclosed in a dedicated control panel which makes data and controls available via an ethernet connection. The preexisting Ignition SCADA platform has data connectors for all major PLC vendors including Allen-Bradley, Siemens, and Opto 22. Open communication protocols are preferred including OPC-UA, Modbus/TCP, and MQTT. A local HMI display is not required for the system, as it will be connected to the plant SCADA system via ethernet. Developing an interface screen in Ignition will facilitate rapid site acceptance testing.

Question 5: Pressure Equipment Certification: Please confirm if the pressure vessels and heat exchangers require formal certification (ASME U Stamp), or if compliance with the ASME Boiler and Pressure Vessel Code (BPVC) and overpressure testing procedures are sufficient.

Response 5: All equipment required by ASME BPVC to be stamped will require formal documentation and proper badging.

Hydroprocessor Unit Questions

Question 6: Process Equipment Scope: Confirm that the scope of work includes the complete process equipment as detailed in P&ID #2100.D.001 Rev.B.

Response 6: The hydrogen compressors are a part of the scope of work. The compressors can either be one three stage compressor or three separate compressors as long as the following process conditions are met:

Compressor Stage

Flow Rate, SCF/HR

Inlet Temperature, deg F

Inlet Pressure, psig

Outlet Pressure, psig

1st Stage 99.3 100 350 640

2nd Stage 98.92 100 634.6 1152

3rd Stage 434.4 96.8 1147 2074

Question 7: Compressor Datasheets: We request datasheets for the following compressors: 2100-TC-002, 2100- TC-003, and 2100-TC-004.

Response 7: We included a specification sheet for 2100-C-001 in the initial package, and that is configured as one compressor with three stages. As stated previously, you may use one compressor with three stages or three single stage compressors.

Question 8: Instrument Datasheets: Please provide datasheets for the specific instruments listed (PG, PCV, TT, TCV, TC, LCV, FG, FCV), or confirm if the specification of these instruments can be determined by the engineering team.

Response 8: The valve spec sheets are included. There are multiple valves on one sheet and are included in the original information package. There are no spec sheets included for gauges or thermocouples. A third stage of detailed engineering should be included in your bid.

Question 9: P&ID Equipment Identification: Request clarification or identification of the following specific equipment within the P&ID: 2100-C-004, 2100-E-001, 2100-E-002, 2100-P-001, 2100-B-001.

Response 9: It is unclear on what clarification is needed. 2100-C-004 is not in the scope and can be removed if it is listed somewhere. The remainder of the specification sheets are included in the initial packages. 2100-E- 001 and 2100-E-002 are on PI&ID 2100.D.001 and 2100-P-001 is on a feed tank page that was accidentally forgotten in the initial package. It is included in the response. The pump, 2100-P-001 is the only piece of equipment that is to be supplied by the vendor. 2100-B-001 is a blower and can be found on P&ID page 2100.D.004. (see attached).

Question 10: Reactor Scope Confirmation: The Design Basis mentions four reactors, but the P&ID only shows two (R-001 and R-002). Please clarify the scope:

Is auxiliary equipment for simultaneous operation of two reactors included?

Are two spare/standby reactors expected to be part of the final installation?

Response 10:

Two reactors operate in series in this configuration as shown on P&ID 2100.D.002

The two spare reactors are to be constructed as the two installed reactors. These are extra reactors that are meant to be shipped with the skid, but not installed.

Distillation Column Unit Questions

Question 11: P&ID Equipment Identification: Please identify equipment 2300-H-001 on the relevant P&ID.

Response 11: P&ID 2300.D.001 (new one to be included with improved labels) (see attached).

Question 12: Instrument Datasheets: Request datasheets for the specific instruments listed (PG, TE, TC, FG), or confirm if the specification of these instruments can be determined by the engineering team.

Response 12: There are no spec sheets included for gauges or thermocouples. A third stage of detailed engineering should be included in your bid.
