About this opportunity
The US Army Corps of Engineers Engineer Research and Development Center (ERDC) is seeking a contractor to perform instrumental sample analyses for their Genomics and Systems Biology Team. The services include molecular signaling analyses using peptide/protein measurement via HPLC and LC-MS, phage particle measurement using Transmission Electron Microscopy/Scanning Electron Microscopy (TEM/SEM), cyanobacteria inhibition studies, and trehalose measurement via chromatography techniques. The contractor must perform analyses on 30 samples for each of the three primary research tasks and provide monthly progress reports and final technical reports detailing methods and results. The contract will be awarded on a Lowest Price Technically Acceptable (LPTA) basis, with technical acceptability based on the offeror's demonstrated capability to perform the specified analyses. Proposals are due by August 18, 2025, and must be submitted electronically with three separate volumes covering pricing, technical capabilities, and past performance.
This solicitation is unrestricted with no set-aside designation, though it includes a HUBZone price evaluation preference under NAICS code 541714 (Research and Development in Biotechnology) with a small business size standard of 1,000 employees. No current contractors or incumbents are identified in the solicitation documents. The contract period of performance runs from September 1, 2025 to August 31, 2026, representing a twelve-month engagement. The work involves analyzing a total of 90 samples across the three primary research tasks (30 samples each for molecular signaling, cyanobacteria inhibition, and trehalose measurement). The place of performance is within the United States, and offerors must be registered in the System for Award Management (SAM) to be eligible for award.
Notice text
Objectives: The contractor shall perform molecular signaling analyses using peptide/protein measurement via HPLC, LC-MS analyses which will allow researchers to determine the best method to produce optimal signaling within a colony and will support model development; phage particle measurement using Transmission Electron Microscopy/Scanning Electron Microscopy (TEM/SEM) analyses which will be used to describe and characterize phage isolates; cyanobacteria inhibition using peptide/protein measurement using via HPLC, LC-MS analyses to determine effectiveness of plasmids containing genes to alter circadian rhythm of cyanobacteria; and trehalose measurement via High Performance Liquid Chromatography (HPLC) and/or Liquid Chromatography-Mass Spectrometry (LC-MS) analyses to determine the impact on cell survival during desiccation.
Deliverables include monthly progress reports, methods used, and results (data).
The data obtained from these analyses will allow researchers to determine the best method to produce optimal signaling within a colony and determine optimal parameters to support model development.
