About this file
This is a Request for Quotations (RFQ) for Instrumental Sample Analyses conducted for the Genomics and Systems Biology Team at the US Army Corps of Engineers Engineer Research and Development Center (ERDC). The solicitation (W912HZ25Q0021) seeks a contractor to perform four primary research analysis tasks: 1) molecular signaling analyses using peptide/protein measurement via HPLC and LC-MS, 2) phage particle measurement using TEM/SEM, 3) cyanobacteria inhibition analysis using peptide/protein measurement, and 4) trehalose measurement via HPLC and LC-MS. The requirement is unrestricted with a HUBZone price evaluation preference under NAICS code 541714, with a small business size standard of 1,000 employees.
The contract will be awarded as a Firm Fixed Price (FFP) with a period of performance from July 1, 2026 to June 30, 2027. Proposals must be submitted electronically to Crystal North and Sonia Boyd by the proposal due date. The government will evaluate proposals using a Lowest Price Technically Acceptable (LPTA) approach, with technical acceptability based on the offeror's ability to demonstrate capability to perform the specified analyses and provide monthly progress reports. Offerors must be registered in the System for Award Management (SAM) and provide a detailed technical proposal demonstrating specific capabilities for each analysis task, along with pricing for all contract line items (CLINs).

PERFORMANCE WORK STATEMENT
PERFORMANCE WORK STATEMENT (PWS)
Instrumental Sample Analyses Conducted for the Genomics and Systems Biology Team
Part 1 General Information
1. General: This is a non-personal service(s) contract under which the personnel rendering the service(s) are not subject, either by the contract’s terms or by the manner of its administration, to the supervision and control usually prevailing in relationships between the Government and its employees.
1.1 Description of Services/Introduction: This is a non-personal service(s) contract to perform different types of sample analyses for current research conducted by the US Army Engineer Research and Development Center (ERDC) Genomics and Systems Biology (GSB) Team.
1.2 Background: The GSB Team has 3 primary business areas: genomics and next generation toxicology;
bioengineering, synthetic and bio-inspired processes/products and quantitative and systems biology. This diverse portfolio requires the utilization of numerous instrument types and sample type expertise, much of which, is not currently available at ERDC.
1.3 Scope: The Contractor shall provide non-personal service(s). The Contractor shall provide all personnel, equipment, facilities, supervision, and other items necessary to perform services as described in the PWS and associated contract documents, except for those items specifically mentioned in the PWS and associated contract documents. The Contractor shall perform to the standards and acceptable quality levels identified in this PWS and associated contract documents.
1.4 Objectives: The contractor shall perform molecular signaling analyses using peptide/protein measurement via HPLC, LC-MS analyses which will allow researchers to determine the best method to produce optimal signaling within a colony and will support model development; phage particle measurement using Transmission Electron Microscopy/Scanning Electron Microscopy (TEM/SEM) analyses which will be used to describe and characterize phage isolates; cyanobacteria inhibition using peptide/protein measurement using via HPLC, LC-MS analyses to determine effectiveness of plasmids containing genes to alter circadian rhythm of cyanobacteria; and trehalose measurement via High Performance Liquid Chromatography (HPLC) and/or Liquid Chromatography-Mass Spectrometry (LC-MS) analyses to determine the impact on cell survival during desicaation. Deliverables include monthly progress reports, methods used, and results (data).
The data obtained from these analyses will allow researchers to determine the best method to produce optimal signaling within a colony and determine optimal parameters to support model development.
1.5 General Information:
1.5.1 The Contractor shall inform the COR of issues or potential issues that might affect the performance within five business days of identifying those issues. Verbal reports shall be followed up by written reports within 10 business days.
1.5.2 Quality Assurance: The Government will evaluate the Contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan (QASP). This plan is primarily focused on what the Government must do to ensure that the Contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the acceptable quality levels (performance thresholds).
1.5.3 Recognized Holidays: The following provides information on recognized holidays for the purpose of the PWS. If submittal of any documentation (e.g. deliverables, submittals, etc.) deadlines fall on a holiday, the closest work day prior to the holiday will apply as the deadline for submittal.
1.5.3.1 U.S. Holidays: Work may be performed on U.S. federally recognized holidays occurring during the normal workweek unless otherwise directed by the Contracting Officer.
