About this file

This document is an Amendment (Standard Form 30) for Solicitation Number W912HZ25Q0021 issued by the US Army Corps of Engineers, Engineer Research and Development Center (ERDC) for Instrumental Sample Analyses. The amendment addresses two contractor questions regarding sample preparation and analysis methods, with no changes made to the solicitation. The solicitation is an unrestricted requirement with a HUBZone price evaluation preference under NAICS 541714 and a small business size standard of 1,000 employees.

Proposal submission requires three volumes: Price Proposal (including bid schedule and forms), Technical Proposal (demonstrating capability to perform PWS requirements), and Past Performance Proposal (showing relevant performance from the past five years). Proposals must be submitted electronically to specified government contacts, and offerors must be registered in the System for Award Management (SAM). The solicitation emphasizes the importance of proposal accuracy and prohibits communication with government personnel outside the designated points of contact to maintain procurement integrity.

ADDITIONAL INFORMATION

Solicitation Number W912HZ25Q0021 for Instrumental Sample Analyses Conducted for the Genomics and Systems Biology Team. The changes made effective with this Amendment are as follows:

a) Questions submitted on May 29 2025, are hereby answered as follows:

Contractor Question #1:

We would like to provide our best efforts with costing a price per sample, and would like to know how samples will be received so that we can factor in costs for processing the samples for analysis? Will samples be prepared for TEM/SEM or will this task be required by the contractor?

Government Answer #1: The initial set of samples will be prepared by us and sent out for TEM/SEM analysis.

Response: Depending on the results, we may consider sending raw samples in the future and having the contractor handle the preparation.

Action: No changes to the solicitation are being made as a result of this question.

Contractor Question #2: We also have a question regarding the HPLC, LC-MS analysis of cyanbacteria inhibition using peptide/protein measurements, will this involve our processing the cyanobacteria that have been cultured and quantitation through a specific assay followed by a protein digest step and subsequent analyses by HPLC, LC-MS?

Government Answer #2:

Response: We will prepare the protein/peptide in-house, purify it using Affinity and SEC columns on the FPLC system, and then send the purified samples for HPLC and LC-MS analysis.

Action: No changes to the solicitation are being made as a result of this question.

b) The period for submitting questions is officially closed, and the proposal due date remains unchanged.

c) All other terms and conditions remain unchanged.
