About this opportunity
The United States Coast Guard seeks installation of a complete multi-zoned ductless mini-split heat pump system and replacement of existing deficient units at USCG Station Milford Haven, with proposals due July 14, 2026 at noon Eastern Time and questions due July 7 at noon Eastern Time. This procurement is 100% set-aside for small businesses under NAICS code 238220 with a $19.0 million size standard.
Place of performance is Hudgins, Virginia. The contractor must remove three existing mini-split systems and install nine new units across specified rooms including berthing hallways, offices, communications room, gym, and messdeck. All outdoor condenser and evaporator coils must be factory-treated with epoxy polymer e-coat corrosion control coating formulated for marine environments. Electrical work requires a comprehensive demand calculation of all circuits on the main service switchboard and electrical panels per Article 220 of the National Electrical Code. Branch circuit wiring must use minimum No. 12 AWG copper conductors, EMT interior conduit with steel compression fittings, and PVC-coated RMC or IMC for exterior raceways, with all work per NFPA 70/NEC (2023). Personnel must hold EPA Section 608 certification for HVAC work.
The contract is firm-fixed price with evaluation per FAR 52.212-2, prioritizing the lowest-priced, technically acceptable quoter. Performance and payment bonds are required within 10 calendar days after award at 100% of contract price (or surety-issued bid bonds for 20% of bid price, not to exceed $3 million). Work must commence within 10 calendar days of award and be completed within 60 calendar days of notice to proceed, Monday through Friday 0800 to 1600 hours unless otherwise approved. Submittals are due within 30 calendar days of notice to proceed and must include detailed installation plans with electrical demand calculations and product data sheets. A mandatory site visit is scheduled for June 29 at 10:00 AM Eastern Time; visitors must provide valid REAL ID Driver's License copies to LCDR Bogden two days prior with full name, date of birth, and license number. Davis-Bacon prevailing wage rates apply. Amendment 0001, issued July 9, provides answers to contractor questions. Amendment 0002 was issued July 13.
