About this file

This is a Questions and Answers document for a U.S. Coast Guard HVAC system installation project. The document addresses 22 inquiries from potential contractors regarding technical specifications, design responsibilities, site conditions, and administrative requirements.

The project involves installing a multi-zoned ductless mini-split heat pump system in a Coast Guard facility. Key technical findings include: the USCG has not performed heating and cooling load calculations, placing that responsibility on the contractor; occupancy loads are specified as Gym (10 people), Mess Deck (25 people), Offices (4 people), Berthing Hallways (6 people), and Watchstander Room (8 people); the contractor must design and size all equipment, develop installation plans, route piping and refrigerant distribution, and submit electrical demand calculations and as-built drawings; outdoor compressor units may be mounted on exterior walls or roofs (with COR approval), with ground-mounted options requiring approval; and structural drawings and roof loading verification are not available. Administrative details clarify that the period of performance cannot be extended post-award, no third-party inspections are required, no permitting is needed but NFPA 70/NEC 2023 compliance is mandatory, approximately 17 people will occupy the building with one overnight resident, the Government will provide temporary A/C during construction, asbestos and lead paint are not anticipated, and no phasing requirements apply. The USCG declined to provide additional site visits beyond the June 29 visit and prefers surety-issued bid bonds for bid guarantees. Work start date is referenced in SF1442 Section 11, and tax exemption guidance is in FAR 52.212-4(k).

1. QUESTION: Has the U.S. Coast Guard performed room-by-room heating and cooling load calculations for the spaces identified in the Scope of Work? If so, can those calculations be provided?

ANSWER: None has been performed.

2. QUESTION: Is the contractor expected to perform the HVAC system design, including equipment sizing and zoning, or is the U.S. Coast Guard providing the design basis and required capacities?

ANSWER: The contractor is expected to perform the design and equipment sizing. According to

Section 2.2.6, the contractor must provide a proposed split system schedule for review and approval that includes the cooling capacity (MBH) and heating capacity (MBH). The USCG only defines the rooms/zones requiring systems (Section 2.2.1), but the physical sizing and technical engineering capacities are the contractor's responsibility.

3. QUESTION: Can the U.S. Coast Guard provide the anticipated occupant loads and intended use for each conditioned space, including the Mess Deck, Gym, offices, and other occupied rooms? This information is needed to properly size the systems.

ANSWER: No raw occupancy load numbers are provided in the SOW. However, the general intended uses are as follows: Gym max 10 people, Messdeck max 25 people, Offices 4 people, Berthing Hallways 6 people, Watchstander Room 8 people.

4. QUESTION: If outdoor condensers are to be installed on the roof, has the U.S. Coast Guard verified that the existing roof structure can support the additional equipment loads?

ANSWER: USCG has not verified the structural capacity of the roof.

5. QUESTION: If available, please provide any structural drawings or roof loading information.

ANSWER: None are available currently.

6. QUESTION: Are roof-mounted condensers required, or will wall-mounted or ground-mounted installations be considered acceptable where practical?

ANSWER: Both options are acceptable. Section 2.4.1 of the Statement of Work states: "All outdoor compressor units shall be securely mounted on either an exterior wall or on the roof."

Ground-mounted installations are not explicitly listed, but final locations must be coordinated with and approved by the COR.

7. QUESTION: Does the U.S. Coast Guard have a preferred system configuration (single multi-zone systems versus multiple independent systems), or should the contractor recommend the configuration based on the calculated heating and cooling loads?

ANSWER: The contractor must recommend the configuration. While the title and background call for a "multi-zoned ductless mini-split heat pump system," Section 2.5.1.1 of the Statement of

Work requires the contractor to submit a detailed "Installation Plan" identifying the locations for the refrigerant distribution boxes and outdoor compressor units.

8. QUESTION: Are as-built mechanical drawings, existing HVAC equipment schedules, or previous engineering studies available for reference?

ANSWER: The only mechanical reference drawings provided are PSN 05-C02249 UPH

Berthing FCU Replacement Drawings (referenced in Section 1.3.1.3).

9. QUESTION: Since the Scope of Work requires the contractor to submit an installation plan, equipment schedule, and electrical demand calculations, should this project be considered a design-build effort with contractor-provided engineering, or is the U.S. Coast Guard expecting installation based on an established design?

ANSWER: The contractor is required to perform electrical demand calculations (Section 2.3.1), develop the equipment/sizing schedule (Section 2.2.6), design the routing/piping/placement

(Section 2.5.1.1), and submit As-Built drawings upon completion (Section 2.6.3).

10. QUESTION: Can one person "triple hat" as Superintendent, SSHO and QC Manager?

ANSWER: The contractor is required to provide qualified personnel in accordance with the

Statement of Work.

11. QUESTION: Can the period of performance be extended after award once the material/equipment lead times are confirmed due to current market conditions for the equipment for this project?

ANSWER: The period of performance will remain unchanged at this time.

12. QUESTION: Please provide the site visit attendee sign in sheet.

ANSWER: This information is not available to be provided.

13. QUESTION: Are there any phasing requirements? How many people will be in the building? Are there any temporary heating/cooling requirements?

ANSWER: No phasing requirements specified, but there will be approximately 17 people in the building, with one member staying overnight. The Government can substitute A/C while work is taking place with our existing portable A/C units. There is no need to require temporary heating/cooling.

14. QUESTION: Please confirm whether asbestos or lead is present on this project, and if so, provide the relevant documentation.

ANSWER: There is no asbestos or lead paint anticipated.

15. QUESTION: Is this project tax exempt?

ANSWER: Please refer to FAR 52.212-4(k) included in the solicitation to answer this question.

16. QUESTION: When do you anticipate on site work starting?

ANSWER: Please refer to section 11 of the SF1442 included with the solicitation as to when work is to begin.

17. QUESTION: Are third party inspections required?

ANSWER: No third-party inspections required

18. QUESTION: Is permitting required?

ANSWER: No permitting required, still must comply with national codes such as NFPA 70 /

NEC 2023.

19. QUESTION: Are partitioning, dust containment, and/or negative air machines required for this project?

ANSWER: Whatever is deemed necessary to satisfactorily to dispose of all removed equipment, refrigerant, and debris off-site is satisfactory to the Government.

20. QUESTION: Please confirm the Government will accept a bid guarantee in one of the alternative forms permitted by FAR 28.101-2 (e.g., cashier's check or irrevocable letter of credit) in lieu of a surety-issued bid bond. Given quotes are submitted by email, please advise the required transmittal method for the guarantee instrument (scanned copy with the quote followed by physical delivery, or physical delivery by the deadline) and the delivery address.

ANSWER: A surety-issued bid bond is the preferred method to easily ensure timely submission compliance. Any other form of bid guarantee permitted by FAR Part 28 would have to be physically delivered by the submission deadline to ensure compliance with the solicitation requirements.

21. QUESTION: In accordance with FAR 36.204, please advise the magnitude of construction band for this project.

ANSWER: In the recent FAR overhaul, FAR Part 36.204 has since been removed and therefore a magnitude of the construction project is not provided with the solicitation.

22. QUESTION: Our team was unable to attend the June 29 site visit. The solicitation strongly encourages field verification of quantities; we respectfully request a brief escorted site walk for our project team (any day/time convenient to the Station, per its 0800–1600 operating hours).

Attendee names, DOB, and REAL ID driver's license copies will be provided in advance per the solicitation instructions.

ANSWER: At this time, another site visit nor a brief escorted site walk cannot be provided.

Should this change be accomplished, an amendment to the solicitation will be issued.
