About this file

This document is a Question and Answer clarification regarding a federal contract solicitation's heating system requirements.

The government sought clarification on the Statement of Work (SOW) requirement for "nine (9) new multi-zoned mini-split heat pump systems" across nine rooms. A contractor inquired whether the government's intent was to install nine independent single-zone systems (one outdoor condenser per indoor head) or nine indoor heads served by fewer multi-zone outdoor condensers with contractor-proposed zoning subject to Contracting Officer Representative (COR) approval. The government's answer explicitly clarified that its intent is for independent units with independent compressors for each unit serving a single zone, eliminating the option for consolidated multi-zone configurations with shared condensers.

1. QUESTION: The SOW requires "nine (9) new multi-zoned mini-split heat pump systems" across the nine listed rooms. Please confirm whether the Government's intent is (a) nine independent single-zone systems (one outdoor condenser per indoor head), or (b) nine indoor heads served by a smaller number of multi-zone outdoor condensers, with final zoning proposed by the contractor via the split-system schedule for COR approval.

ANSWER: The government’s intent is for independent units with independent compressors for each unit serving a single zone.
