About this opportunity
The U.S. Army Corps of Engineers New England District announced an Industry Day on August 6, 2026, for the Thayer Hall demolition and construction project at the U.S. Military Academy, West Point, New York, with registration closing July 31, 2026. Attendance is restricted to general contractors, who may bring up to two subcontracting representatives and no more than five total attendees per firm.
The project will be executed as a Construction Manager at Risk Other Transaction Agreement under 10 U.S.C. 2808a, Facility Construction or Repair. The general contractor will participate during design development to provide constructability feedback, cost estimation, and value engineering input to the Designer of Record and the government. Thayer Hall is a 4-story, approximately 321,000 square-foot stone-clad steel-framed academic building constructed in 1909–1911; the renovation will demolish the interior frame and construct a new 495,459 square-foot facility while retaining historic north and south exterior walls, three eastern buttresses, the first floor slab, and the foundation. The new building will accommodate approximately 2,980 occupants across departments including Behavioral Science, English, Law, History, and Social Sciences.
The August 6 event, held at Thayer Hall in West Point, includes a project overview and site visit from 10:00 AM to 12:00 PM, followed by one-on-one meetings with the Project Delivery Team from 1:00 PM to 5:00 PM (45-minute slots, first-come, first-served basis). Registration via email to Brian Mannion (Brian.T.Mannion@usace.army.mil) must include full name, company name, and daytime telephone. Attached Site Investigation Report, demolition drawings and specifications, 15% design package, Draft RFQ, and visitor access guidance are provided; feedback on CM@Risk process and responses to industry questions are due August 17, 2026.
