About this file
This is a Questions for Industry document soliciting feedback from construction firms regarding a historic renovation project at West Point. All responses must be submitted by August 17, 2026.
The document contains 15 questions addressing the Construction Manager at Risk (CM@Risk) delivery method and project-specific challenges. Key inquiry areas include: contractor collaboration with the Architecture-Engineering firm on design versus constructability issues; best practices for incorporating the contractor during pre-construction services; strategies to reduce Requests for Information during construction; the role of key subcontractors in pre-construction; general feedback on CM@Risk structure and cost-saving opportunities; subcontractor procurement challenges given West Point's restricted location; site logistics and just-in-time delivery approaches for a constrained footprint with active campus traffic; realistic demolition timelines for 100% interior demolition with historic facade retention; management of overlapping demolition and design-assist resources; unforeseen risks to critical path based on historic military renovation experience; risk allocation in the draft RFQ and associated risk premiums; contingency structuring and shared savings arrangements with Final Target Price below Initial Target Price; specific constructability risks related to interior gutting, facade retention, and micropile drilling with associated mitigation strategies; integration of contractor Quality Control plans with USACE Quality Assurance processes; and identification of Government-mandated phasing constraints or administrative processes that unnecessarily inflate schedule or cost. The document does not address specific products, services, pricing terms, or award information.

Questions for Industry
Please submit all responses by August 17, 2026
1. As the Construction Manager at Risk, you are not the Designer of Record. How do you plan to actively collaborate with the A-E firm to resolve disagreements regarding design intent versus constructability?"
2. Based on your experience with CM@Risk, do you have any recommendations on how to best incorporate the contractor during pre-construction services? What approaches have you seen that worked well?"
3. What strategies should the Government consider during the pre-construction services phase to reduce the overall number of Requests for Information during construction?
4. In your experience, is it helpful to have key subcontractors involved during pre-construction services? If so, what can the Government do to encourage onboard of key subcontractors during pre-construction?
5. What general feedback do you have about the CM@Risk delivery method? How can the Government best structure the agreement to maximize cost savings and construction efficiency?
6. Given the historic renovation and West Point's restricted location, what challenges do you foresee in procuring qualified subcontractors, and how will you maximize market interest to ensure competitive pricing?
7. With a constrained footprint, remote staging, and active campus traffic, what is your approach to site logistics and just-in-time deliveries?
8. Based on the 100% demo design and severe site restrictions, what is a realistic timeline for demolition, especially considering the historic facade retention?
9. Demolition and pre-construction design-assist overlap, how will you manage overlapping resources and ensure field discoveries quickly inform the final design?
10. In your experience with historic military renovations, what are the top two unforeseen risks to the critical path, and how should we structure contingency for them?
11. How do you view the risk allocation in the draft RFQ? Would any aspects force you to add a high-risk premium?
12. With a Final Target Price below the Initial Target Price, how would you structure contingencies and shared savings? At what design stage would you comfortably lock in the final target?
13. What specific constructability risks do you see with gutting the interior while retaining the historic facade and drilling micropiles, and how will you mitigate them?
14. How do you integrate your QC plan with USACE's QA processes during pre-construction and construction to prevent rework?
15. Do any Government-mandated phasing constraints or administrative processes in the draft documents unnecessarily inflate schedule or cost?
