About this opportunity
The U.S. Army Corps of Engineers, Omaha District, is soliciting feedback on draft requirements, solicitation, and white paper RFQ documents for a Design-Bid-Build project under Other Transaction Authority for the Initial Minot Sentinel Beddown (IMSB) at Minot Air Force Base, North Dakota, with feedback due by 1200 CDT on September 23, 2026. The project is not set-aside and encompasses three consolidated facilities—the Consolidated Vehicle Maintenance Complex (CVMC, 116,000 square feet across two buildings), Security Forces Operations Complex (SFOC, 130,000 square feet), and Athletic Complex (two softball fields, one multi-sport field)—with combined construction cost limitation of $203,000,000 and individual performance periods ranging from 550 to 1,440 days from Notice to Proceed. The acquisition uses a two-step qualifications-based competitive selection process under 10 U.S.C. 2808a: Step 1 requires white paper submissions (limited to 10 pages, due 15 calendar days after official RFQ issuance) with down-selection to three firms; Step 2 consists of invitation-only pitch meetings evaluating collaborative approach, construction strategy, and team capability, from which one contractor is selected. Phase 1 covers pre-construction services including design refinement, scheduling, and open-book pricing negotiation; Phase 2 covers construction. Contractors must demonstrate minimum $120 million single-project and $300 million aggregate bonding capacity. White papers must address relevant experience (up to three project examples), staffing and teaming approach with organizational chart, and collaborative methodology across pre-construction and execution. An industry day was conducted virtually on August 27, 2026; recorded presentation slides and attendance list are posted. Industry may request longer lead time for white paper preparation; submit requests with ProjNet feedback. The government anticipates Phase 1 award in Q3 FY2027 and construction completion by September 2027.
