About this file

This is a Special Notice announcing an upcoming Design-Bid-Build (DBB) competition under Other Transaction Authority (OTA) for pre-construction services and construction at Minot Air Force Base, North Dakota. The U.S. Army Corps of Engineers (USACE), Omaha District, is soliciting for the Initial Minot Sentinel Beddown (IMSB) project suite, which includes three projects: the Consolidated Vehicle Maintenance Complex (CVMC), Security Forces Operations Complex (SFOC), and Athletic Complex (AC). The combined project magnitude ranges from $200,000,000 to $300,000,000, classified under NAICS Code 236220 (Commercial and Institutional Building Construction).

The CVMC consists of two slab-on-grade buildings—a Vehicle Maintenance Facility (88,000 SF) with a second-floor mechanical mezzanine and a Vehicle Operations Facility (28,000 SF)—plus site work including paving, fencing, landscaping, and utilities. The SFOC is a 130,000 SF facility encompassing warehouse/storage, armory/cleaning room, vehicle deployment bay (optional), secure briefing room, classrooms, simulator training rooms, unit learning centers, and administrative spaces with associated site work. The AC involves construction of two softball fields and one multi-sports soccer field with dugouts, sidewalks, concrete pads, fencing, ballfield lighting, electronic scoreboard, electrical connections, grading, and seeding, with no vertical construction required. An Industry Day is scheduled for August 27, 2026, at 10:00 AM Central Time via virtual Microsoft Teams meeting. The acquisition strategy employs a two-step streamlined competitive selection process: Step 1 requires submission of a Statement of Qualifications (maximum 10 pages), with the government intending to down-select three companies to proceed to Step 2 (pitch meetings), from which one company will be selected as the Contractor for pre-construction services and potential construction award. The official RFQ will be posted on SAM.gov with a separate ProjNet Bidder Inquiry system for technical questions. Pre-award feedback is due by 1400 Central Time on Tuesday, August 25, 2026, using Bidder Inquiry Key USZ78T-7RIMCP on ProjNet. Post-award Phase 1 includes pre-construction services, and Phase 2 includes construction, with successive milestone agreements to be finalized as activities progress and funds become available.

III. PROJECT DESCRIPTION

The Air Force requires the construction of facilities to facilitate early Sentinel-related activities and prepare for future Sentinel construction at Minot AFB, ND. This collection of facilities is essential to bed down the new Sentinel mission without interrupting the operation and maintenance of the current missions at Minot AFB. This suite of projects are a component of the larger Sentinel Program, also known as the Ground Based Strategic Deterrent (GBSD). The Sentinel program encompasses the effort by the U.S.

Air Force to modernize the nation's land-based nuclear deterrent by replacing the aging Minuteman III intercontinental ballistic missile (ICBM) system.

The CVMC project provides for the construction of a fully integrated CVMC to house all vehicle maintenance and operations functions at a single location. The new facility, composed of two separate buildings, will be sized and equipped to resolve the existing capacity deficit and accommodate the expanding mission under the Sentinel program.

The CVMC will provide the necessary maintenance bays, operational facilities, and administrative support offices to ensure the long-term success of the ground transportation mission. It will include construction of two slab-on-grade buildings. The first is identified as the Vehicle Maintenance Facility, a primarily one-story facility with a second-floor mechanical mezzanine and an approximate square footage of 88,000 SF.

The second is identified as the Vehicle Operations Facility, a single-story facility with an approximate square footage of 28,000 SF. Extensive site work to include paving, fencing, landscaping, and utilities will also be required.

The SFOC project provides for the construction of a new Consolidated Security Forces Operations Complex with associated site work, infrastructure, and systems at Minot AFB, ND. The SFOC will include warehouse/storage spaces, armory/cleaning room, vehicle deployment bay (option), secure briefing room, classrooms, simulator training rooms, unit learning centers, and all associated administration spaces. The facility will have an approximate square footage of 130,000 SF. Site work to include paving, fencing, landscaping, and utilities will also be required.

The AC project provides for the construction of two (2) softball fields and one (1) multi-sports (soccer) field, dugouts, sidewalks, concrete pads, fencing, ballfield lighting, an electronic scoreboard, electrical utility connections, and grading and seeding. No vertical construction will be required for this project.

Information for accessing this separate Bidder Inquiry system will be included in the Draft RFQ posting.

All timely questions and approved answers will be made available through ProjNet.
