About this file

This document is an industry day presentation for a Design-Bid-Build (D-B-B) federal construction project being executed through Other Transaction Authority (OTA) at Minot Air Force Base in North Dakota. The project comprises three separate construction initiatives: the Security Forces Operations Complex (SFOC), Consolidated Vehicle Maintenance Complex (CVMC), and Athletic Complex (AC), which serve as initial bed-down efforts for the U.S. Air Force's Sentinel intercontinental ballistic missile modernization program.

The Government intends to solicit and award all three projects as a single action through a qualifications-based selection process managed by the U.S. Army Corps of Engineers (USACE), with the U.S. Air Force as the authority. The procurement strategy involves two phases: Phase 1 OT Agreement (target award Q3 FY27) for pre-construction services including design refinement, scheduling, and open-book pricing; and Phase 2 OT Agreement (target award Q4 FY27) for construction following final price establishment. The SFOC is a 130,000 square-foot two-story facility with warehouse, armory, training, and administrative spaces; the CVMC comprises two pre-engineered metal buildings totaling 116,000 square feet with vehicle maintenance bays and support spaces; and the AC includes two baseball fields and one multi-sport field with lighting and amenities. The solicitation process begins with a Draft RFQ posted for industry comment, followed by an Official RFQ issuance in October 2026, White Paper submissions due 15 business days thereafter, down-selection of qualified firms, and invitation-only Pitch Meetings evaluating construction approach and design strategies. Up to three firms will be selected for pitch presentations, with Government selection of the most qualified firm based on corporate leadership strategy, execution strategy, capability and past relevant experience, and team composition and organization. Sources Sought responses were due August 31, 2026.

• The Sentinel program encompasses the effort by the U.S.

Air Force to modernize the nation's land-based nuclear deterrent by replacing the aging Minuteman III intercontinental ballistic missile (ICBM) system.

• These three projects compose the initial Sentinel bed-down effort at Minot AFB in preparation for subsequent Sentinel construction.

• Originally intended to solicit under a FAR-based acquisition, the Government is now pursuing an OTA strategy for these three projects with a 100% design, pending industry feedback.

GOVERNMENT STAKEHOLDERS

Requirements

• Complete construction of each project within the established period of performance without undergoing a reprogramming effort.

• Negotiate and award Phase 1 OT Agreement for pre-construction services with selected contractor.

• Negotiate and award Phase 2 OT Agreement for construction after establishing a final construction price (utilizing open book pricing), establishing a construction schedule, and completing constructability adjustments to design through pre-construction services.

DESIGN-BID-BUILD UNDER OTA REQUIREMENTS,

GOALS, & CONSTRAINTS

Goals

• Solicit and Award all projects as a single action unless otherwise indicated by industry.

• Take advantage of Pre-Construction Services (Phase 1 OT Agreement) to establish a schedule, open-book price, and design adjustments that share risks between the contractor and Government.

• Phase 1 OT Agreement Target Award:

Q3FY27

• Phase 2 OT Agreement Target Award:

Q4FY27

1. Draft Request For Qualifications (RFQ) Solicitation

– Draft RFQ will be sent to industry for comments, suggestions, and questions in the days following Industry Day.

Responses will be provided and comments/suggestions may be incorporated into the official RFQ

2. RFQ Solicitation

– Official RFQ will be issued in October 2026.

3. White Paper Submission

– White Papers conforming to the official RFQ will be due 15 business days after RFQ issuance.

4. Down Select

– Government will review all submitted White Papers. The firms deemed most qualified will be invited to participate in the Pitch Meetings.

5. Pitch Meetings (By Invitation Only)

– Pitch Meetings will be held conforming to instructions provided to invited firms upon Down Select. Two Pitch Meetings are planned currently. The first will establish expectations and general construction approach. The second will focus on the 100% Design package, discussing strategies and goals. Pitch Meetings are meant to be an open dialogue, allowing the Government and selected firms to collaborate on approaches to construction.

6. Qualifications Based Selection

– Government selects most advantageous firm based on the combined White Paper and Pitch Meeting evaluations and begins pre-construction services negotiation with the selected firm.
