About this file
This is a DRAFT Requirements Overview for the Initial Minot Sentinel Beddown (IMSB) Project Suite, soliciting industry feedback prior to formal solicitation under an Other Transaction (OT) agreement authority per 10 U.S.C. § 2808a. The document outlines three construction projects at Minot Air Force Base, North Dakota, to be awarded as a single OT package with separate pricing, scheduling, and acceptance for each project.
The Consolidated Vehicle Maintenance Complex (CVMC) requires construction of two slab-on-grade buildings: a Vehicle Maintenance Facility (VMF) of approximately 88,000 square feet with a mechanical mezzanine, and a Vehicle Operations Facility (VOF) of approximately 28,000 square feet. The CVMC project includes utility infrastructure, demolition of Building 425, site paving, fencing, and landscaping, with a construction cost limitation of $108,000,000 and an anticipated period of performance of 1,440 days from Notice to Proceed. The Security Forces Operations Complex (SFOC) is a 130,000-square-foot consolidated facility with associated site work and infrastructure, including warehouse/storage, armory/cleaning room, optional deployment bay, secure briefing room, classrooms, and simulator training rooms, with a construction cost limitation of $95,000,000 and 920 days period of performance. The Athletic Complex (AC) involves no vertical construction and consists of two softball fields, one multi-sports field, dugouts, sidewalks, concrete pads, fencing, ballfield lighting, and grading with a cost limitation of $5,000,000 and 550 days period of performance. Completion of the CVMC project within the established period is identified as a primary concern for the entire suite. Feedback on the draft requirements is due by 1200 CST on September 23, 2026, and will be incorporated into final RFQ and solicitation documents.

*Note: This is a DRAFT version of the IMSB Project Suite Requirements Overview, meant only to solicit feedback from interested parties in an effort to improve the Government’s OTA process. Feedback from industry may be incorporated into the final RFQ and Solicitation documents. The official IMSB Solicitation and RFQ will be posted once industry comments have been evaluated and incorporated as necessary.
Instructions for providing feedback via Projnet are provided as a separate document within this posting.
Feedback is due at 1200 CST on 23 September 2026.
DRAFT - Initial Minot Sentinel Beddown (IMSB) Project Suite Requirements Overview
1. Project Suite Overview:
The IMSB project suite includes three projects, the Consolidated Vehicle Maintenance Complex (CVMC), Security Forces Operations Complex (SFOC), and Athletic Complex (AC). Each project has a corresponding 100% design and was intended to be solicited as a stand-alone contract. However, the new authority provided under 10 U.S.C. § 2808a allows the government to solicit all three projects under a single Other Transaction (OT) agreement. While these projects will be solicited as a single package, it is the Government’s expectation that these projects will be separately priced, scheduled, authorized, and accepted during pre-construction and construction activities.
2. Individual Project Scope:
Note: Attached drawings are meant to provide context for RFQ Responses. They do not represent the final design. 100% Design drawings and specifications will be provided with the Invitation for Pitch Meeting to down-selected contractors.
Consolidated Vehicle Maintenance Complex (CVMC)
• See Attachments 1 (Site), 2 (VMF Floorplan - 1st Floor), 3 (VMF Floorplan - Mezzanine), and 4 (VOF Floorplan)
• Construction Cost Limitation: $108,000,000
• Anticipated Period of Performance: 1,440 days from Notice to Proceed (NTP)
This project provides for the construction of a fully integrated CVMC to house all vehicle maintenance and operations functions at a single location. The new facility, composed of two separate buildings, will be sized and equipped to resolve the existing capacity deficit and accommodate the expanding mission under the Sentinel program. The CVMC will provide the necessary maintenance bays, operational facilities, and administrative support offices to ensure the long-term success of the ground transportation mission. This facility is a foundational component for the Sentinel Program's deployment at Minot AFB and is critical to sustaining installation and mission readiness for decades to come.
The scope of the acquisition includes construction of two slab-on-grade buildings at Minot AFB, ND. The first is identified as the Vehicle Maintenance Facility (VMF), a primarily one-story facility with a second-floor mechanical mezzanine and an approximate square footage of 88,000 SF. The second is identified as the Vehicle Operations Facility (VOF), a single-story facility with an approximate square footage of 28,000 SF.
The new facilities will include: electrical; communications; water; sewer; heating, ventilation, and air conditioning (HVAC);
site work and site paving; fencing; landscaping; communications; and other utility expansions as required to serve a complete and usable facility. Spaces within the buildings include vehicular work bays supporting a variety of different vehicle types, supporting service rooms, parts spaces and distribution spaces, and administration office areas, including general circulation, mechanical/electrical/communications rooms and mezzanine storage. Construction will also consist of utilities, demolition of existing Building 425 (B425), substantial pavement for parking and circulation, and additional site improvements.
Phasing will be required as a part of this project. The Vehicle Maintenance Facility (VMF) will need to be constructed first.
Once complete, occupants of B425 and adjacent facilities will move into the newly constructed VMF. Once B425 is vacated, it will be demolished. Following demolition, the VOF will be constructed, partially over B425’s previous footprint. This phasing is the primary driver of the 1,440-day period of performance.
Additional considerations include privatized electrical, natural gas, sanitary, and domestic water utilities, and delegated structural and foundation design.
Completion of the CVMC project within or before the established period of performance is a primary concern for the entire project suite.
Security Forces Operations Complex (SFOC)
• See Attachments 5 (SFOC Site), 6 (SFOC Floorplan – 1st Floor), and 7 (SFOC Floorplan – 2nd Floor)
• Construction Cost Limitation: $95,000,000
• Anticipated Period of Performance: 920 days from NTP
Construction will consist of a new consolidated Security Forces Operations Complex with associated site work, infrastructure, and systems at Minot AFB, ND. The facility will have an approximate square footage of 130,000 SF.
The new facilities will include electrical; communications; water; sewer; heating, ventilation, and air conditioning (HVAC);
site work and site paving; landscaping; communications; and other utility expansions as required to serve a complete and usable facility. Optional CLINs will include a deployment bay attached to the primary facility. The facility will include all primary functional spaces necessary for the operations of the facility including warehouse/storage spaces, armory/cleaning room, vehicle deployment bay (option), secure briefing room, classrooms, simulator training rooms, unit learning centers, and all associated administration spaces. Construction will also consist of utilities, demolition of an existing building (B587), pavement, and additional site improvements.
Additional considerations include privatized electrical, natural gas, sanitary, and domestic water utilities, and a MILCON funded option of a deployment bay.
Athletic Complex (AC)
• See Attachment 8 (AC Site)
• Construction Cost Limitation: $5,000,000
• Anticipated Period of Performance: 550 days from NTP
Construction will consist of a new consolidated Athletic Complex with associated site work, infrastructure, and systems at Minot AFB, ND. No vertical construction (buildings or facilities) is included in this project. The Athletic Complex project is located on a site separate from SFOC and CVMC, approximately 0.75 miles southeast of the SFOC site and 0.5 miles northeast of the CVMC site. Initially, the Athletic Complex was a component of the SFOC project, but it was flagged as an item likely requiring a separate contract for construction and separate design documents.
The complex will include two (2) softball fields and one (1) multi-sports (soccer) field, dugouts, sidewalks, concrete pads, fencing, ballfield lighting, an electronic scoreboard, electrical utility connections, and grading and seeding. Construction will not include any demolition work.
