Basis for Award

The Government intends to award a single, firm-fixed-price commercial purchase order to the responsible quoter who represents the Lowest Price Technically Acceptable (LPTA) decision. As prescribed in RFO 12.205(a)(2), the following factors shall be used to evaluate quotes:

• Technical Acceptability: Evaluated on a Acceptable / Unacceptable basis against the Factory Certification standard.

• Price: Evaluated for fairness and reasonableness under RFO 12.209.

The evaluation process will be executed in three (3) sequential steps:

1. Price Ranking: All conforming quotations will be ranked from lowest to highest based on the Total Evaluated Price (Base Year

Option Years 1 through 4).

The TEP will be calculated using the following methodology:

• Base Period: Sum of proposed firm-fixed pricing for CLIN 0001 (Annual PM & Warranty Repair Labor - 24 Fans) and

CLIN 0002 (Contractor-Furnished Boom Lift Mobilization).

• Option Periods: Sum of proposed firm-fixed pricing for all four (4) Option Periods (CLINs 1001, 1002, 2001, 2002, 3001, 3002, 4001, and 4002).

• Evaluation of the Option to Extend Services (RFO 52.217-8): In accordance with RFO 52.217-8, the Government will evaluate its option to extend services by adding one-half (50%) of the final Option Period price (CLIN 4001 and CLIN 4002) to the Offeror's total price.

2. Technical Review: The Government will evaluate the Technical Volume (Volume I) of the apparent lowest-priced quote only to determine technical acceptability against the objective standard below.

3. Award Determination: If the lowest-priced quote is rated Acceptable (meeting the Factory Certification standard), evaluation ceases, and that quoter will be selected for award. If the lowest-priced quote is rated Unacceptable, the Government will evaluate the next lowest-priced quote, continuing this process until a technically acceptable quote is identified.

Technical Acceptability Ratings

Technical Rating Definition

ACCEPTABLE Quote fully conforms to PWS standards and provides verifiable proof of active "Factory-Certified" or "Factory-Trained" credentials.

UNACCEPTABLE

Quote fails to meet PWS standards or fails to provide verifiable proof of active "Factory-Certified" or "Factory-Trained" credentials. Explicitly marks any quote as Unacceptable if it submits credentials belonging to an uncommitted third party.
